In Septenber Ig77, and January 1978, signs on these sites were surveyed and,) evaluated for conformance to the Sign Regulations. ,These signs include:,, (1) two off-prernises signs whidr do not conform to current Sign Regulations' because they were put up without required sign permits, use permits, mdArchitectural Review Conrnission approval. One is located on the Loomis Buildingat 65L, Higuera Street. The other is abillboard located just south of the SunsetDrive-In at 36T Elks Lane. This sign is a prohibited type of sign in the C/OS zone.(2) One freestanding sign located in front of the Village lt{otel and Mobile HomePark at 145 South Street. This sign does not conform to the regulations becauseit exceeds the height lfurdt for such signs; the sign is 35 feet high, and arnaximuun height of 15 feet is allowed. The sign is 275 square feet in area; themaxfunurn area allowed for any freestanding sign in the city is 72 square feet.In addition, the sign is located in the city right-of-way. The owner of the sign,Ctrarles Long, signed a covenant in 1965, aclcrowledging that the sign is in therigfrt-of-way and agreed to remove it upon 30 days written notice.In Novernber 1979, a letter was sent to the ouner of the signs, Charles Long, toinform hirn of the status of these signs. This letter was sent at the request ofthe City Cotncil to inforrn all sign or^mers of the status of their signs.In Novernber 1982, another letter was sent to Mr. Long, to inform hirn of thestatus of his signs and to ask that they be brought into confonnEmce with the SignRegulations by January 10, 1983. In Septernber 1983, the sites were inspected andno changes in signing were nade.In November 1983, a certified letter was sent to Mr. Long to ask for conformancewithin 15 days.The sites were inspected again on November 10, 1983, md no changes to the signingwere made. On Novenber 15, 1983, I spoke with Mr. Long and he did not indicateany willingness to nake any changes to his signs at this tirne.I'm referring this to you for 1ega1 action.
