SUBJECT:
E.A. French Park: Landscape and Ball Field, City Plan No. S18Y.
CAO RECOMMENDATION:
By motion, approve plans and specifications for E.A. French Park:
Landscape and Ball Field, City Plan No. S18Y, and authorize
soliciting of bids and contract award by CAO if the lowest
responsible bid is within the Engineer' s estimate.
DISCUSSION:
The Edna/Islay Specific Plan calls for the formation of a park for the
area. Part of the development of this area has included the construction
of E.A. French Park to be paid for in part by the City and in part by the
developer. The original project was divided into phases to be completed
over several years. Some of the phasing included landscape work. That
work had been postponed through several phases of the project due to the
drought. Other work was substituted in its place to keep progress going
on the completion of the park. With the end of water rationing we are
now completing plans for the installation of the remaining landscaping,
irrigation and softball field. The only remaining improvements will be
the restroom/community buildings. It was originally intended to complete
these at this time; however, the plans and specifications for the
structures are not ready. These are the responsibility of the developer
in conjunction with Tract 1360 Phase 3 . Until the developer completes
Phase 3 ; he is not obligated to provide the plans.
Public Art:
The Recreation Director has notified the office of the CAO of his intent
to delay the installation of Public Art until the final phases of the
project are completed. This will allow a larger, all encompassing art
work for the park. Mid-year budget review retained the Public Art
Funding for this project for the amount of $4700. Staff is planning to
meet with members of the homeowners association and the Arts Council to
discuss possibilities, considering the limited funds, which could be
incorporated into the structures.
CONCURRENCES:
Recreation Department Staff would like to see the planting of the trees
and the completion of the park. Planning Department Staff has confirmed
that the work is in accordance with the Specific Plan.
FISCAL IMPACT:
The original concept for the development of the park was to share the
costs among the developer, the residents and the City, approximately one

third each. To satisfy his responsibilities, the developer has installed
various improvements required by the City, such as walkways, irrigation,
and parking facilities. The residents of tracts 1235, 1264 , 1360 and
1359 (approximately 318 homes) are contributing $750 per home at close
of escrow. As of April 28, 1992 , 202 homes have contributed resident
fees totaling $151, 500 for all phases of the park. A total of $87, 0001
remains outstanding in fees due on homes which have not been constructed 11
or sold.
The Engineer's estimate for the construction of this phase of the park )
project is $188, 000, not including contingencies. The 1991-93 Financial
Plan (page E-9) budgeted $225, 000 for French Park.
This project is one of the general fund capital projects that the Council
at its 6/30/92 meeting agreed should not be deferred because of the
City's pending fiscal emergency. Staff recommended, and the Council ]
agreed, this project should go forward because design was completed and '
the City had a longstanding policy and contractual commitment to the
project.
