BLOCK GRANT RECOMMENDATIONS
Staff received the following question regarding the funding recommendations in the staff
report. The question is below with staff’s response shown in italics:
1) Staff recommends reallocating $173,943 of city CDBG funds to 5 Cities
Homeless Coalition in exchange for an unspecified amount of prior year
funding by the County towards the Monterey Family Apartments
project. Why doesn’t staff specify amount, as does the County website
($420,380)?
The Monterey Family Apartments project is being awarded $420,380 in prior year
funds that were allocated towards other projects in the County. The staff report did
not specify the exact amount because this prior year funding is not from the City’s
current or previous CDBG allocations and is under the control of the County.
The City only has the ability to authorize the County to re-allocate the $173,943
amount from our 2026-27 allocation, which is to be allocated towards the 5CHC
Recuperative Care Facility that lost $173,943 in prior year funds now being given
to Monterey Family Apartments.
While the City Agenda Report did not specify the amount, the County’s published
notice states that they will allocate $420,380 in prior year funds towards Monterey
Family Apartments:
