DISCUSSION: Upon review of applications on file and advertising in the Telegram-Tribune, a committee of three interviewed ten applicants. The interview panel consisted of David Elliot, Administrative Analyst, Dan Herron of SLOCOG, and Transit Manager Harry Watson. On May 19, 1992, Council approved Ordinance No. 1207 amending the MTC membership requirement. The Ordinance allows the Cal Poly Representative to serve without term limitation and replaced the Human Relations Commission representative with a student representative. The BIA Administrator served as the representative for the business community for the past several years. However, the committee was re-evaluated to be in line with the ordinance establishing the committee and, at this time; the business seat was opened up. The BIA President was asked to suggest a replacement and recommended Mike Spangler. Mr. Spangler has been a merchant in San Luis Obispo for several years and occupies key retail sites throughout the community. He has also been involved in transportation issues as a former chairperson for the BIA Parking Committee. Mr. Spangler is widely recognized as an involved and in touch member of the business community, He is more than willing to serve in the capacity for which he was recommended. The BIA feels that, in comparison, the background and knowledge that Mr. Spangler would bring to the committee is a representation of the business viewpoint. Therefore, the BIA is requesting that Mr. Campbell's appointment be reconsidered. Your consideration of this issue is greatly appreciated.
