Subject:SLO City Rental Registry
Dear Madam Mayor and Esteemed Members of the Council,
One of the stated purposes of the city-wide rental registry is to obtain information to help the city ensure safe
and stable housing for tenants and make informed decisions on housing policy. The problem with this is
enforcement and duplication. The city already requires landlords to maintain a business license which
provides significant information being sought by the registry. The issue as with most laws, is enforcement. I’m
sure the city is well aware that there are landlords that do not maintain business licenses for rented
properties. What would compel these individuals to comply with a registry when they are not complying with
a business license?
There is no direct correlation between a database of information and safe and stable housing. The council has
yet to define or explain how this information will be used to these ends and until such time as they do so, a
registry should not be considered.
In short, this registry is a duplicative, unnecessary burden that will ultimately be borne by the renters of San
Luis Obispo.
