CALL TO ORDER A Special Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on September 29, 2025 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Tischler. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: James Papp --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - AUGUST 25, 2025 CULTURAL HERITAGE COMMITTEE MINUTES Motion By Member Blakely Second By Vice Chair Ashbaugh To approve the Cultural Heritage Committee Minutes of August 25, 2025. Ayes (5): Member Bernard, Member Blakely, Member Gray, Vice Chair Ashbaugh, and Chair Tischler Absent (2): Member Arrona and Member Simon CARRIED (5 to 0) 2 4. PUBLIC HEARINGS 4.a REVIEW OF UPDATES TO THE HISTORIC PRESERVATION ORDINANCE AND HISTORIC CONTEXT STATEMENT Principal Planner Brian Leveille and Stacey Kozakavich, project consultant, presented the staff report and responded to Committee inquiries. Chair Tischler opened the Public Hearing Public Comment: James Papp Jaime Hill Roger Robinson Paula Carr Victoria Wood --End of Public Comment-- Chair Tischler closed Public Comment Motion By Member Blakely Second By Vice Chair Ashbaugh Recommend the Planning Commission recommend City Council approval of the updates to the Historic Preservation Ordinance and Historic Context Statement, with the following modifications: • Retain Historic Preservation Ordinance section 14.01.130. Historic Preservation Fund. • Make correction to reference in relocation section to refer to required findings for demolition where structures are proposed to be relocated outside the City limits. • Clarify Historic Preservation Ordinance section 14.01. 060 (property owners’ ability to object to Landmark listing). • Correct references in the Historic Context Statement to accurately refer to “Cerro San Luis”. • Correct typo on page 9 (HCS page 8) and footnote formatting errors on pages 13 & 14 of the Historic Context Statement . • Consider replacement of existing Mission lithograph in HCS with alternative photograph options provided by Committee Member Ashbaugh. 3 Ayes (5): Member Bernard, Member Blakely, Member Gray, Vice Chair Ashbaugh, and Chair Tischler Absent (2): Member Arrona and Member Simon CARRIED (5 to 0) 5. COMMENT AND DISCUSSION 5.a STAFF UPDATES AND AGENDA FORECAST Principal Planner Brian Leveille provided an update of the following projects: • The Gas Works project (251 Pacific Street, 1390 Walker Street, 280 Pismo Street) was reviewed by the Architectural Review Commission and found consistent with Community Design Guidelines; final approval will be at the Minor Subdivision/Administrative Public Hearing on October 27, 2025 • 1110 Buchon Street is scheduled for final City Council approval to the Master List of Historic Resources on October 21, 2025 • The Historic Preservation Ordinance and Historic Context is scheduled for the Planning Commission Regular Meeting on October 22, 2025; following that meeting, the item is scheduled for the City Council Regular Meeting on December 2, 2025 6.
