Primary Narrative:First alarm response to the report of a structure fire. BC2 arrived at scene and
established Chorro IC, reporting a two story residential structure with smoke
and fire showing from the roof to to the rear of the building, in the offensive
mode. BC2 conducted a 360 and isolated the electrical to the building, no
hazards noted, fire confirmed to be in the second story attic, moderate victim
profile with a car in the driveway.
T1 arrived at scene and was assigned roof division, with an objective of vertical
ventilation.
E4 arrived at scene and was assigned division A, with the objective of fire attack
and primary search. E3 arrived at scene and was assigned to division A, T2
arrived at scene and was assigned to division A, E21 arrived at scene and was
assigned as two out. Working incident notification was made.
Training 3437 arrived at scene and assumed division A. IC notified all units on
the fire ground that the objective was to search the building for victims and
isolate the fire to the area of origin.
Roof division reported one hole cut and that they were exiting the roof.
Division A reported a primary all clear and knockdown. Division A units
continued to overhaul the structure, removing burning material.
Property owner arrived at the scene and confirmed that the building was not
occupied and that a remodel was about to begin. No construction activities had
occurred yet. Fire cause undetermined, origin was centered around the area
above the rear bedroom in the attic, with only electrical wiring present after
overhaul. Some knob and tube wiring noted, unknown if it was in service at the
time of the fire.
T2 sealed the roof hole with construction plastic, fire area was checked with a
thermal imaging camera and hand contact, no more fire was noted.
Gas company isolated the gas meter, all electrical circuits were shut off, at the
RP's request the water meter was left on, and scene turned over to the RP.
Notification made to Fire Marshal and city building. Command terminated.

Date
T2 responded on first alarm residential structure fire. T2 assigned to DIV A. T2 face
to face with DIV A and assisted with pushing hose into DIV 2 for fire attack. On DIV
2 T2 assisted with pulling ceiling, fire attack and overhaul of the fire room and
checked for extension. T2 released at scene for city coverage. T2 available.

Truck 1 responded to report of structure fire. T1 was second at scene. BC4 assigned
T1 vertical ventilation/roof division. T1 Captain/FF accessed roof via aerial ladder.
Vertical ventilation was successfully performed.
T1 was also assigned vent hole salvage. T1 covered hole with plastic visqueen and
1"x 2" lath.
T1 assisted BC4 with final water application at roof/eves.

SOURCE OF ACTIVITY
On February 22, 2026, at approximately 1425, San Luis Obispo County Dispatch
received a 911 emergency call reporting smoke seen at 1811 Chorro, San Luis
Obispo, CA. 93401 in San Luis Obispo County.
At approximately 1500 hours, I received a photo call and text message from BC
Hoover regarding a possible electrical fire. I was advised that the home is secured
and that the property owner has been notified. As the Fire Marshal (PREV20), I
decided to follow up on this matter on Monday, February 23rd, during my regularly
scheduled shift. I arrived at the fire scene at approximately 1530 hours on the 23rd
and met with the property owner, and cleared it at approximately 1600
hours.
OBSERVATIONS/ACTIONS
Upon my arrival, I observed an early 1900’s home with redwood or cedar siding and
obvious signs of fire from the exterior Charlie side.
I conducted a 360-degree inspection of the building and spoke with to
understand the property's status. It appeared to be under construction or
undergoing a remodel.
INVESTIGATION
My investigation actions and findings are based on a scientific examination of the
fire's origin and cause.
Methodology

I received a phone message from staff that had called and wanted to meet
me at the property to see what they ( and the contractor) had discovered.
had photos and a video to share as well. I contacted and set up a time to
meet at 1811 Chorro. While at the fire site, shared that and
contractor may have a theory about the cause of the fire. The theory involved the
sun and a reflection from the all-seasons room located just underneath the AOO. In
a video shot by and the contractor, you can clearly see a large reflective
beam coming from the glass/plastic panels on the all-season room.
FIRE CAUSE
1. IGNITION SOURCE: Sun reflection off the panels of the all-season room.
2. MATERIAL FIRST IGNITED: Redwood siting, the siting is over 100 years old and
shows signs of deterioration.
3. OXIDANT: Oxygen from the surrounding air.
4. EVENT WHICH BROUGHT IGNITION SOURCE AND MATERIAL FIRST IGNITED
TOGETHER: It appears that the sun was reflecting off the all-season room, and a
large solar light beam was discovered pointing to the AOO. In the photos provided,
you can see the large amount of light directed in a particular area.

CONCLUSION
Based on the scene examination, physical evidence, and photographic
documentation, the fire originated when sunlight reflected off the panels of the all-
season room, concentrating a focused beam of solar energy onto the exterior wall
at the area of origin (AOO). This concentrated radiant heat ignited the 100-year-old
redwood siding, which had significant age-related deterioration and was highly
susceptible
CLASSIFICATION OF THE CAUSE
ACCIDENTAL: Fires caused without direct human intervention or action (2025 NFPA
921 3.3.3)
My opinion of the origin and cause of this fire is based on the following:
1. My more than 11 years of professional service in the firefighting industry
2. My more than 7 years of professional full-time fire investigations
3. I have personally conducted and/or assisted in over (300) fire events
4. I have over 250 hours of fire investigation and related law enforcement training
