CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on December 3, 2025 at 5:00 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo, by Chair Kasprzak. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT 3.a CONSIDERATION OF MINUTES - NOVEMBER 5, 2025 HUMAN RELATIONS COMMISSION MINUTES Motion By Commissioner Parker Second By Commissioner Carlotti To approve the Human Relations Commission Minutes of November 5, 2025. 2 Ayes (5): Commissioner Carlotti, Commissioner Parker, Commissioner Fields, Vice Chair Campos, and Chair Kasprzak Absent (1): Commissioner DeTurris CARRIED (5 to 0) 4. BUSINESS ITEMS 4.a CITYWIDE SINGLE VOTE OUTREACH AND ENGAGEMENT PLAN OVERVIEW Policy and Project Manager Natalie Harnett and Public Communications Manager Whitney Szentesi presented the staff report and responded to Commission inquiries. Chair Kasprzak opened Public Comment Public Comment: None --End of Public Comment-- Chair Kasprzak closed Public Comment No formal action taken. 4.b 2025-26 MID-YEAR HUMAN RELATIONS COMMISSION WORKPLAN DISCUSSION AND REVIEW DEI Admin Specialist Samantha Vethavanam presented the staff report and responded to Commission inquiries. Chair Kasprzak opened Public Comment Public Comment: None --End of Public Comment-- Chair Kasprzak closed Public Comment Motion By Commissioner Fields Second By Commissioner Carlotti The Commission discussed and reviewed the 2025-26 Workplan. 3 Ayes (5): Commissioner Carlotti, Commissioner Parker, Commissioner Fields, Vice Chair Campos, and Chair Kasprzak Absent (1): Commissioner DeTurris CARRIED (5 to 0) 4.c SELECTION OF THE 2026-27 HUMAN SERVICES GRANT REVIEW SUBCOMMITTEE DEI Manager Matt Pennon presented the staff report and responded to Commission inquiries. Chair Kasprzak opened Public Comment Public Comment: None --End of Public Comment-- Chair Kasprzak closed Public Comment Motion By Commissioner Parker Second By Vice Chair Campos Commissioner Carlotti, Parker and DeTurris have been selected to serve on the 2026-27 Human Services Grant Review Subcommittee. Chair Kasprzak will be an alternate. Ayes (5): Commissioner Carlotti, Commissioner Parker, Commissioner Fields, Vice Chair Campos, and Chair Kasprzak Absent (1): Commissioner DeTurris CARRIED (5 to 0) 5. COMMENT AND DISCUSSION 5.a STAFF & COMMISSIONER UPDATES AND AGENDA FORECAST Diversity, Equity, and Inclusion Manager Matt Pennon and Diversity, Equity, and Inclusion Admin Specialist Sam Vethavanam provided the following updates: • Remind liaisons to email grantees to submit their 2025-26 HSG mid-year reports and their 2024-25 DEI High Impact Grant year- end reports 4 • CA Community Conflict Resolution Unit training at the HRC meeting in May. • The January meeting may be happening. Commissioner Carlotti provided the following update: • Hannukah in Mission Plaza on December 14th Vice Chair Campos provided the following update: • An invitation to the Committee and Staff to attend mass in Spanish at the Mission. Commissioner Fields provided the following updates: • Advocacy and letter writing on December 14th and January 4th. • GALA Holiday Party on December 27th Chair Kasprzak provided the following updates: • SLO Noor is looking for a new Executive Director • TMHA Winter Resource Fair on December 12th 6.
