(MARX – 5 MINUTES ) RECOMMENDATION : Nominate Julie Cox to serve a term beginning on April 10, 201 2 through June 30, 2013, as the City of San Luis Obispo's representative to the Centra l Coast Commission for Senior Citizens Area Agency on Aging Board of Directors . You may address the Council by completing a speaker sli p and giving it to the City Clerk prior to the meeting . At this time, you may address the Counci l on items that are not on the agenda . Time limit is three minutes . State law does not allow th e Council to discuss or take action on issues not on the agenda, except that members of th e Council or staff may briefly respond to statements made or questions posed by person s exercising their public testimony rights (Gov . C2 .RESOLUTION BETWEEN THE CITY OF SAN LUIS OBISPO AN D CONFIDENTIAL EMPLOYEE GROUP FOR THE PERIOD OF JANUARY 1 , 2012 THROUGH DECEMBER 31, 2013 .(IRONS/ZOCHER ) RECOMMENDATION : 1) Adopt a Resolution reducing compensation for th e Unrepresented Confidential Employees for the period of January 1, 2012 throug h December 31, 2013 . 2) Adopt a Resolution ceasing to pay and report the value of th e employer paid member contribution (EPMC) to California Public Employees Retiremen t System (CaIPERS) for members of the City's Confidential Employees . BUSINESS ITEMS/PUBLIC HEARING S 1.LOS OSOS VALLEY ROAD MULTI-USE PATHWAY, SPECIFICATION NO . 90806 .(WALTER/MCGUIRE — 30 MINUTES ) RECOMMENDATION : 1) Approve plans and special provisions for "Los Osos Valle y Road Multi-Use Pathway, Specification No . 90806 . 2) Authorize staff to advertise fo r bids and authorize the City Manager to award the contract if the lowest responsibl e bidder is within the Engineer's Estimate . 3) Reprogram $5,484 .93 in approved Saf e Routes to School grant funding to the project design account to support design costs . 2.NEIGHBORHOOD WELLNESS UPDATE AND PROCEDURAL REVIEW . (JOHNSON/GIRVIN — 1 HOUR ) RECOMMENDATION : 1) Receive an update regarding the status of the Neighborhoo d Wellness Major City Goal ; and 2) Adopt a Resolution amending the Administrativ e 2 Council Agenda Tuesday, April 10, 201 2 Citation Guidelines to implement proactive code enforcement ; and 3) Adopt a n Ordinance to amend Municipal Code Section 1 .24 - Administrative Citations . COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities . Time limit—3 minutes . COMMUNICATIONS (not to exceed 15 minutes ) At this time, any Council Member or the City Manager may ask a question for clarification, make a n announcement, or report briefly on his or her activities . In addition, subject to Council Policies an d Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direc t staff to place a matter of business on a future agenda .
