Subject:SLO City Rental Registry
Dear City Council,
I'm writing you to memorialize my concern moving forward with the proposed Rental Registry. I have
grown up in San Luis Obispo, I went to SLO High (Class of 95), I attended Cuesta College and have
been able to raise my family of 5 here as well. I'm a Real Estate Broker/ Owner as well as a Property
Manager for over 22 years here on the Central Coast. I currently manage 73 doors here in SLO and I
believe moving forward with the Rental Registry will not be in the best interest of the City of San Luis
Obispo and the community as a whole. It will create more bureaucracy and costs for a city that's
already facing budget constraints. The existing enforcement tools (business licenses, code
enforcement) already address bad actors, the City needs to impose fines and stay in front of the few
bad apples that are out there. In other cities, registries have been a precursor to rent control (“rent
stabilization”) which has already been addressed with AB 1482. Most importantly, the Rental Registry
doesn’t solve the core issue of Safe Living Conditions, unmanaged properties are typically the biggest
violators and unlikely to comply. The owners of the properties I manage are above board,
compassionate about their property and their tenants. They want a good experience with their tenants
and the property to be returned as it was given. Please don't let a few bad apples on both sides be
the catalyst of a decision that affects the entire community.
Thank you for your time and I look forward to seeing you this evening at the Rental Registry Study
Session.
Regards,
Chris Strand
