The stated goal is to promote safe, healthy, and affordable housing — something we all support. However, a registry is ultimately a database. While it would collect information about properties and rents, it does not itself establish habitability standards or require corrections for issues like mold, pests, or deferred maintenance. It is unclear how simply collecting data will directly improve housing conditions. Most municipalities rely on existing census and publicly available data to evaluate housing trends without creating additional administrative layers. At a time when the City is facing fiscal constraints, adding new bureaucracy and costs deserves careful consideration. Many rental homes in our community are professionally managed or owned by small, local housing providers who already maintain their properties responsibly. Additional fees and regulatory burdens may unintentionally discourage reinvestment or even push some owners out of the rental market, ultimately reducing supply and increasing rents. Rather than adopting a broad registry, I encourage the Council to focus on targeted enforcement of problem properties and policies that expand housing production — approaches more likely to address root concerns.
