Subject:SLO City Rental Registry
Dear City Council,
I'm writing you in concern moving forward with the proposed Rental Registry. I am a local business
owner here in town as well as rental property owner and manager.
I believe moving forward with the Rental Registry is not in the best interest of the City of San Luis
Obispo and the community as a whole. It will create more bureaucracy and costs for a city that's
already facing budget constraints. These costs will ultimately be passed onto the tenants. The
existing enforcement tools (business licenses, code enforcement) already in place can be used
to address those that are not compliant. The City needs to impose fines and stay in front of the few
bad apples that are out there. These aforementioned tools have not been used in the spirit of the
regulatory creation. In other cities, registries have been a precursor to rent control (“rent stabilization”)
which has already been addressed with AB 1482. There is an annual rent increase cap that can
be imposed. Most importantly, the Rental Registry doesn’t solve the core issue of Safe Living
Conditions, unmanaged properties are typically the biggest violators and they are the ones unlikely to
comply.
I am compassionate about my properties and the safety of our tenants. I want our tenants to be good
stewards of our home, pay rent on time and communicate when issues arise. Please don't let a few
bad apples on both sides be the catalyst of a decision that affects the entire community.
