Neumann, Fire Chief SUBJECT: Multihazard Emergency Response Plan CAO RECOMMENDATION: Adopt a resolution approving the Multihazard Emergency Response Plan as required by Section 2.24.080 of the City Municipal Code. DISCUSSION: The very basis of the City of San Luis Obispo's response to any large-scale emergency whether natural or man-made is an effective Emergency Response Plan. This plan prescribes policies and procedures for responding to major emergencies which could effect the health, safety, and property of the public within the city limits. Working with a variety of local and state agencies, the City Fire Department has developed a "Multihazard Emergency Response Plan". This plan covers the City's response to the following types of emergencies: Earthquake, Nuclear Power Plant, Hazardous Material, Storm/Flood, and Wildland Fire. The objectives of this Plan are to: • Protect the public, property and environment in San Luis Obispo. • Identify the scope of potential hazards which form a basis for planning • Identify authorities and assign responsibilities for planning and response activities. • Establish official City policy for response to emergencies. • Establish the City Emergency Organization which will manage emergency response. • Identify other jurisdictions and organizations with which planning and emergency response activities should be coordinated. A number of other objectives are identified and may be found in the body of the plan. The plan consists of three parts: 1. Basic Plan - Serves as an overview for elements of response which are common to all types of emergencies. JT ������►�►i►I�IINlllll� ���lll City Of San LUIS OBISPO COUNCIL AGENDA REPORT 2. Hazard-Specific Annexes - Covers the planning elements specific to the type of emergency addressed in it. They give guidance on how, when and by whom emergency actions are performed and give information necessary to support emergency workers in their tasks. 3. Support Materials - Consists of a variety of references and resource lists which can be used by emergency response workers. CONCURRENCE: The Fire Department has worked cooperatively with the California State Office of Emergency Services, the San Luis Obispo County Office of Emergency Services, and the Nuclear Regulatory Commission in the development of this plan and its annexes. FISCAL IMPACT: None, however, the adoption of this plan will satisfy a variety of State and Federal mandates, which must be met before the City is eligible for certain types of grants and reimbursements. (1992 Series) ADOPTION OF THE MULTIHAZARD EMERGENCY RESPONSE PLAN WHEREAS, the City of San Luis Obispo shall provide for the organization, staffing and allocation of resources to protect, the citizens of San Luis Obispo from the ravages of earthquake, Nuclear Power Plant accidents, hazardous materials spills or releases, storms, floods or fires, and WHEREAS, Section 2.24.080 of the City's Municipal Code requires the development of an emergency response plan, and WHEREAS, the City of San Luis Obispo Fire Department has developed such a plan. NOW, THEREFORE BE IT RESOLVED, the City Council of the City of San Luis Obispo does hereby adopt the Multihazard Emergency Response Plan.
