Peterson, Interim Public rector PREPARED BY: Lane Wilson, Parks & Buildings Manage SUBJECT: Anholm Park Play Lot Renovation CAO RECOMMENDATION: By motion, reject all bids and direct staff to review the project and bring back a project within the available $61, 000 (Altern. 2) . DISCUSSION: The existing play equipment in this play lot was installed in 1947 . Time and regular use have taken their toll on the play equipment and the site. In 1988, the Utilities Department drilled for water and removed some of the play equipment. Spurred by the removal of the equipment, the neighbors and a Cal Poly City & Regional Planning class, under Joe Kourakis, prepared a proposal for renovation. Casey Patterson worked closely with the neighborhood to develop an acceptable design. The neighbors have offered to install the plants and mulch in the planter beds. They will also be involved helping neighborhood children in the creation of decorative tile as part of the Art in Public Places requirement. In July 1992, the City Council approved the plans and specifications and authorized the soliciting of bids. Fiscal Impact: Bids were received on August 2,51 1992 (see attached Bid Summary sheet) . Serene Construction submitted the low bid of $79, 221. 60 without additive alternatives. This bid is $18, 221. 00 more than the city estimate of $61, 000 which include contingencies. The estimate for this project is low because of last minute requirements that were not factored into the estimate because of missed communications. Alternatives: 1. Approve the project as is, accepting Serene's bid. 2. Reject all bids, modify and reduce the project to come within money available. Alernative 1 - Approve the project as is, accepting Serene Construction's bids. This would be the simplest; however, in this time of fiscal austerity, it is prudent to look at other alternatives as well, especially with the project being bid above the funds available. Alternative 2 - Reject all bids. Direct staff to review, modify and reduce this project to come within money available. The neighbors and the Parks and Recreation Commission feel that the cost is excessive and that the project should be reviewed to keep the basic design but to ��!11i7i��►ii�IIIIIIIIII'Il `�u�ll City of san L..Is osispo COUNCIL AGENDA REPORT Mission Play Lot Page 2 eliminate the nonessential parts. There is a "can do" attitude and Greg Macedo has agreed to head up a committee to provide labor for the park. All neighbors, the Parks and Recreation Commission and staff are committed to the project and do not want to see progress come to a halt when we are so close to having a great remodeled play area.
