Zoom participation will not be supported. Attendees of City Council or Advisory Body meetings are eligible to receive one hour of complimentary parking; restrictions apply, visit Parking for Public Meetings for more details. INSTRUCTIONS FOR PUBLIC COMMENT: Public Comment prior to the meeting (must be received 3 hours in advance of the meeting): Mail - Delivered by the U.S. Postal Service. Address letters to the City Clerk's Office at 990 Palm Street, San Luis Obispo, California, 93401. Email - Submit Public Comments via email to advisorybodies@slocity.org. In the body of your email, please include the date of the meeting and the item number (if applicable). Emails will not be read aloud during the meeting. Pages 1.CALL TO ORDER Chair Kasprzak will call the Special Meeting of the Human Relations Commission to order. 2.OATH OF OFFICE On February 3, 2026, the City Council approved the appointment to City Advisory Bodies, which appointed Jennifer Chassman Browne to the Human Relations Commission, for the remainder of the vacated term expiring June 30, 2026, and a consecutive 4-year term expiring June 30, 2030, commencing on February 18, 2026. City Clerk Teresa Purrington will administer the Oath of Office to the newly appointed Commissioner. 3.PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA The public is encouraged to submit comments on any subject within the jurisdiction of the Human Relations Commission that does not appear on this agenda. Although the Commission will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 4.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Human Relations Commission to pull an item for discussion. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. 4.a CONSIDERATION OF MINUTES - DECEMBER 3, 2025 HUMAN RELATIONS COMMISSION MINUTES 5 Recommendation: To approve the Human Relations Commission Minutes of December 3, 2025. 5.BUSINESS ITEMS 5.a DIVERSITY, EQUITY, AND INCLUSION ICON FEEDBACK AND REVIEW 9 Recommendation: Receive an overview of the proposed options for a new diversity, equity, and inclusion icon and provide feedback as necessary. 5.b REVIEW OF THE 2025-26 HUMAN SERVICES GRANT MID-YEAR REPORTS 11 Recommendation: Receive and file the 2025-26 Human Services Grant mid-year reports and, if necessary, ask staff to follow up with grant recipients if issues, challenges, or concerns are identified. 6.PUBLIC HEARINGS Note: Administrative decisions by the Human Relations Commission may be appealed to the City Council in accordance with the appeal procedure set forth in Chapter 1.20 of the San Luis Obispo Municipal Code. 6.a REALLOCATE $15,000 FROM 2025-26 HUMAN SERVICES GRANT FUNDING 81 Recommendation: Review the previously Council-approved 2025-26 Human Services Grant funding recommendations along with updated information; and 1. Make a new recommendation for $15,000 of 2025-26 Human Services Grant funding for City Council approval. 2. 6.b REVISE THE 2025-26 DEI HIGH IMPACT GRANT RECOMMENDATIONS AND PROVIDE A RECOMMENDATION TO COUNCIL FOR APPROVAL 95 Recommendation: Review the revised 2025-26 DEI High Impact Grant funding recommendations from the November 5, 2025 Human Relations Commission meeting and updated based on new information; and 1. BACKGROUND As part of the City of San Luis Obispo’s Diversity, Equity, and Inclusion Strategic Plan, the Office of Diversity, Equity, and Inclusion has been tasked with the following: 2.2.6. Research and explore the development of a community-led design process for creating a DEI icon to be included in City materials and shared with grant recipients, local businesses, and non-profit organizations. As a result, the Office of Diversity, Equity, and Inclusion worked with our Public Communications Manager and community partners to develop options for an icon that can be used to celebrate efforts related to access and belonging and to create a recognizable signal of the shared commitment to access and belonging. A focus group was first held in early December 2025 with community partners and advocates in the diversity, equity, and inclusion space where they provided feedback on examples of what an icon like this could look like. City staff distilled and reviewed their feedback to create the three options that will be presented today, including a literal icon, a wordmark, and an abstract icon . City staff are currently requesting input from the Human Relations Commission along with other stakeholders in this work, as only one will be used moving forward. Once chosen, the icon will be used to show where diversity, equity, and inclusion is intentionally embedded; on City materials to highlight programs and events related to access and belonging; by partners, including grant recipients, nonprofits, and local businesses; and in physical spaces to signal welcoming environments. BACKGROUND The 2025-26 Human Services Grant funding recommendations were approved by City Council on June 3, 2025 and the Human Relations Commission (HRC) updated liaison roles for each grant recipient at the August 6, 2025 meeting. Mid -year reports were received in January 2026 by the Office of Diversity, Equity, and Inclusion. As required in the contract signed by the grant recipients, a mid -year report and a year- end report must be submitted to the Office of Diversity, Equity, and Inclusion detailing information on project/program implementation during the life of the grant. Reports include a synopsis of the activities provided, a statistical section highlighting demographic data, a financial section detailing use of the funds, and a section where grantees can highlight impact and lessons learned. Each Commissioner will provide a summary of their respective assigned grant recipients’ mid-year report and inform staff if the recipient is in compliance with the expected implementation of their proposed project and ask staff to follow up with recipients if issues, challenges, or concerns are identified. It is of note that Meals That Connect will not have a mid-year report due because of a delay to their contract. Review the previously Council-approved 2025-26 Human Services Grant funding recommendations along with updated information; and 2. Make a new recommendation for $15,000 of 2025-26 Human Services Grant funding for City Council approval. BACKGROUND The Human Services Grant (HSG) program provides financial support to non-profit organizations that promote the economic and social wellbeing of the community members of San Luis Obispo. For the 2025-26 fiscal year, the main funding priority was:  Homelessness prevention, including affordable, alternative, and transitional housing, and supportive services. City Council also designated secondary funding priorities to allow maximum flexibility for funding recommendations dependent upon the received applications. These priorities are not listed in order of importance and would only receive funding is available:  Hunger and malnutrition prevention.  Supportive physical and mental health services for those in need.  Services for seniors, veterans and/or people with disabilities in need.  Supportive, developmental, and care services for children and youth in need.  Services encouraging diversity, equity, and inclusivity in marginalized communities, including access to language services. The Office of Diversity, Equity, & and Inclusion website and other messaging regarding the 2025-26 HSG program noted that the Human Relations Commission (HRC) would first fund all qualified applications that met the main funding priority. After qualified main priority applications were funded, the HRC would consider applications for the secondary funding priorities. Page 81 of 108 Item 6a On January 20, 2025, the HRC formally launched the HSG process by advertising the availability of grant funds and requirements to the general public and to past applicants. HSG applications were due on February 28, 2025. The City received grant applications from 27 agencies requesting funding for programs totaling $419,942. All applications received can be found on this webpage. On March 17 and 19, 2025, the Grant Review Subcommittee met to review grant applications and make a preliminary funding recommendation. The subcommittee members considered the main funding priority set by Council, the location of the target population to be served, the number of people to be served relative to the overall request, the agencies’ track record, and the incurred expenses proposed to be offset by HSG dollars to guide their funding recommendations. On May 7, 2025, the HSG Grant Review Subcommittee presented their preliminary funding recommendations to the full HRC during a noticed public hearing. The public hearing was noticed via the New Times San Luis Obispo newspaper and via email through the City’s e -notifications system. During the discussion, the subcommittee engaged with other Commissioners to adjust the preliminary recommendations and voted to approve the adjusted funding recommendations. During the contracting process for the applicants approved for 2025 -26 HSG funding by City Council, staff encountered a delay for one of the applicants, the Mixteco Indigena Community Organizing Project (MICOP). After some internal discussions and discussions with the applicant, MICOP decided to withdraw their application from the grant process as they were not certain they could meet the geographic stipulations of the grant. For these reasons, there is now $15,000 that was previously awarded to MICOP that will need to be reallocated by the HRC. NEXT STEPS Upon completion of the public hearing and HRC deliberatio n on reallocation of the $15,000, a new funding recommendation for this amount will be presented to City Council as a consent item at one of the March meetings. Funds will be used for financial assistance payments and some indirect expenses. $20,000 $20,000 4 City Farm Expansion of Therapeutic Horticulture Programming for Students with Disabilities This project will expand City Farms' existing Therapeutic Horticulture Program to provide over 850 hours of instruction to more than 50 children and adults with disabilities in SLO County. Adults will have access to on- farm programming and will allow for additional weekly sessions. Funds will be used to support two farm instructors. $15,000 $0 Page 87 of 108 5 Community Counseling Center (CCC) Inner Abode: Addressing the Mental Health Counseling Needs of the Unhoused in San Luis Obispo This project will increase and enhance CCC's presence at 40 Prado Homeless Shelter by increasing hours of service and access to bilingual/bicultural therapists, as well as providing clinical training for CAPSLO and CCC staff working with the unhoused population. This includes motivational interviewing, trauma informed care, etc. Funding will also subsidize CCC's ongoing, no cost in person counseling for the unhoused, support for unhoused students, and unhoused families. Funds will be used to support a bilingual clinical supervisor and a bilingual homeless services mental health clinical counselor. $7,500 $0 6 Family Care Network, Inc. TAY Estelita Housing Project This project will provide improvements for safe and stable housing for former foster youth ages 18-24. The project needs additional improvements to meet the youth's needs, such as improving the existing picnic/outdoor area, adding a retaining wall, and improving the front walkway. Funds will be used for property frontage improvements, expanding the picnic area and adding a bike rack, landscaping, and removing storage units. $20,000 $0 7 Housing Authority of SLO (HASLO) Housing Stability with Supportive Services This program will provide transitional housing support to individuals transitioning out of homelessness and to prevent homelessness. It will provide funding for essential items and other costs and provide tools to maintain housing, including case management. This program will also provide hunger and malnutrition assistance to low-income individuals facing food insecurity. It will also provide transportation assistance to residents who are medically vulnerable. Funds will be used for transitional housing, food, and transportation. $20,000 $15,000 (funded for transitional housing and transportation only) 8 Hospice of SLO County Caregiver Support This program will provide a variety of services for home caregivers. This can include providing a temporary break, emotional support and companionship, housekeeping assistance, meal preparation, or resource connection. Volunteers will provide these services up to 4 hours per week. Review the revised 2025-26 DEI High Impact Grant funding recommendations from the November 5, 2025 Human Relations Commission meeting and updated based on new information; and 2. Make a final recommendation to City Council for approval. BACKGROUND In 2021, City Council approved funding for the DEI High Impact Grant program of $120,000. The purpose of the funding was to enhance the sense of belonging for all people in our community. Following the inaugural grant cycle, the Diversity, Equity, and Inclusion Task Force made a recommendation to Council to provide ongoing annual funding in the amount of $150,000 for DEI High Impact Grants, which have been provided on an annual basis since 2021. For the 2025-26 DEI High Impact Grant cycle, the Office of Diversity, Equity, and Inclusion received a total of 20 applications with a total funding request of $321,330. The grant application opened on July 21, 2025, and closed on September 2, 2025. Programs, projects, initiatives, etc. funded by this grant may focus on specific underserved and underrepresented communities, but must provide access to the entire City of San Luis Obispo community-at-large and contribute to a positive systemic/structural change. On October 1, 2025, the Human Relations Commission (HRC) held a regular meeting which included a public hearing to review the grant applications and make a final funding recommendation to City Council. During this meeting, the HRC Grant Review Subcommittee provided their preliminary recommendations to the full HRC, which was followed by public comment and deliberation. Upon completion of the deliberation, the HRC voted on a final funding recommendation to send to City Council. As staff were preparing documents to send said final funding recommendations to Council, staff were alerted by one of the grantees recommended for funding, the San Luis Obispo Disabled American Veterans Memorial Chapter 45, that they were a 501(c)(19) Page 95 of 108 Item 6a and not a 501(c)(3) and inquired if they were still eligible. Staff determined that this grantee was ineligible for funding. As a result, the DEI High Impact Grant funding recommendations were brought back to the HRC at the November 5, 2025 meeting, where the HRC deliberated and decided to redistribute the redistribute the $4,475 that was allocated to the San Luis Obispo Disabled American Veterans Memorial Chapter 45 to another grant applicant and the HRC voted on a new final funding recommendation to send to City Council. After that meeting, a final review of the applicants recommended for funding under the DEI High Impact Grant was completed which caused City staff to delay sending the recommendations to City Council for approval. The thorough review resulted in staff requesting clarifications and/or confirmations on funding uses for some of the grant applicants. This information will be presented to the HRC to deci de on a new set of funding recommendations to send to City Council. NEXT STEPS Upon completion of the public hearing and HRC deliberation on the funding recommendations, new final funding recommendations will be presented to City Council as a consent item at one of the March meetings.
