CAO RECOMMENDATION: .By motion, approve plans and specifications for Watermain Improvement Project: Victoria - Humbert to Francis and Francis - Victoria to SPRR, City Plan No. S-10P and authorize soliciting of bids and contract award by CAO if the lowest responsible bid is within the Engineer' s estimate. DISCUSSION: The waterlines in both Victoria and Francis are currently two-inch lines. This is far below the standard for waterlines and is insufficient to provide adequate fire flows. The project for Victoria was included in a list of projects to be completed this year. The Utilities Department determined that because Francis Street is also undersized and is immediately adjacent to Victoria, it should be added to the project, saving cost in the long run. The lines are being replaced and increased in size to eight-inch lines. The Fire Department has requested the addition of two hydrants. CONCURRENCES: The Planning Department has given this project a categorical exemption. FISCAL IMPACT: The engineer' s estimate for the project is $46, 500. The CIP for 1992/93 (page E-7) includes $600, 000 for watermain distribution projects. To date, $47,500 has been approved for other water distribution projects, leaving $552,500 to support this project. The City Council at the June 30th meeting determined that Utility CIP projects go forward based on their independent funding.
