(COUNCIL SUBCOMMITTEES – 5 MINUTES ) RECOMMENDATION : 1) Appoint Michael Parolini and re-appoint Ron Regier to th e Parks and Recreation Commission to fill two regular vacancies with terms expirin g March 31, 2016 . 2) Appoint Lindsey Ridgeway to the Tourism Business Improvemen t District Board to fill an unscheduled vacancy with a term expiring March 31, 2016 . CALL TO ORDER : ROLL CALL : Council Agenda Tuesday, April 3, 201 2 PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA (not to exceed 15 minute s total ) The Council welcomes your input . You may address the Council by completing a speaker sli p and giving it to the City Clerk prior to the meeting . At this time, you may address the Counci l on items that are not on the agenda . Time limit is three minutes . State law does not allow th e Council to discuss or take action on issues not on the agenda, except that members of th e Council or staff may briefly respond to statements made or questions posed by person s exercising their public testimony rights (Gov . Code Sec . 54954 .2). Staff may be asked t o follow up on such items . C2 .ACCEPTANCE OF THE PUBLIC IMPROVEMENTS FOR THE MADONNA IN N BIKE PATH AND AUTHORIZE THE MAYOR TO SIGN THE EASEMEN T AGREEMENT .(LYNCH/HANNULA ) RECOMMENDATION : Adopt a resolution accepting the bike path improvements for th e Madonna Inn Bike Path and authorize the Mayor to sign the easement agreement leadin g to recordation by the City Clerk . BUSINESS ITEMS/PUBLIC HEARING S 1 .PRESENTATION OF ACTIVITY REPORT FOR THE NATURAL RESOURCE S PROTECTION PROGRAM FOR 2011 .(CODRON/HAVLIK/OTTE - 4 0 MINUTES ) RECOMMENDATION : Receive a verbal and photo update from City Natural Resource s staff. 2 Council Agenda Tuesday, April 3, 201 2 COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities . Time limit—3 minutes . COMMUNICATIONS (not to exceed 15 minutes ) At this time, any Council Member or the City Manager may ask a question for clarification, make a n announcement, or report briefly on his or her activities . In addition, subject to Council Policies an d Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direc t staff to place a matter of business on a future agenda .
