I live in the Alta Vista Neighborhood and have noticed an increase of Cal Poly Fraternity events within the lower density residential neighborhoods. I suppose these are “satellite” houses with gatherings for fraternity and sorority parties. Many of these gatherings are worthy of noise violations because of the sheer number of people attending, with alcohol being involved, and the volume of sound they generate. I have learned that my only defense in combating these often-times noisy and unruly gatherings is to call the SLOPD non-emergency line. I have also learned from the record of violations that certain fraternities are blatantly disregarding the code violations by exceeding the number of attendees permitted for events as well as not having permits at all for some gatherings. One Fraternity at 1264 Foothill Blvd is Lambda Chi Alpha which has shown to be in this unruly category. I am displeased with their unwillingness to follow rules and the disrespect shown to neighbors, including hosting loud parties and unruly gatherings, of tentimes with more than 200 people attending with no notice or permit. The permit was approved just 16 months ago. As far as I can tell, the only consistent community service I have witnessed from them is to gather in their front yard, at the busy intersection of Carpenter and Foothill Blvd on any given day and disrupt traffic by prompting cars to honk when they hold up an 8’ x 4’ sign, “YOU HONK, WE DRINK”. On busy Friday afternoons this is common, not only there, but throughout the neighborhood. I believe there should be a code that states this is against the law. It’s a safety hazard, very disruptive for traffic, and the noise that it creates, one can hear for blocks. This is the type of activity and conduct that Lambda Chi Alpha has shown in the 16 months they have resided at 1264 Foothill Blvd. Since Lambda Chi Alpha's permit is up for review, please consider their track record and reckless behavior in making your decision. I urge the Commission to adopt staff’s recommended resolution revoking Conditional Use Permit. Thanks for your help in restoring neighborhood wellness. Sincerely, Concerned Alta Vista neighbor
