As we prepare for the upcoming review of our Conditional Use Permit, our chapter has taken
time to evaluate the current conditions that govern our property and how they work in practice.
We aim to provide recommendations that clarify what is expected of our chapter while protecting
the surrounding neighborhood.The recommendations below aim to improve the clarity and
practicality of several existing conditions while ensuring accountability for our organization.
Condition #4
The current condition that limits routine meetings and gatherings to twenty-five people creates
practical challenges for us. Our organization has many members, and even standard internal
meetings can involve more than 25 people. For instance, events like chapter meetings, small
philanthropic activities, or cultural gatherings may exceed this number even when they are
structured, supervised, and do not disturb the neighborhood. As a Jewish fraternity, we host
occasional religious events like Havdalah gatherings with Hillel or Passover Seders, where
students meet to observe traditions and share a meal. These events are typically quiet and
organized, but they may involve more than twenty-five participants. Because of this, a strict
numerical limit does not truly reflect whether an activity is disruptive. A better approach would
be to evaluate activities based on their actual impacts, including noise levels, safety, and
nuisance factors, instead of relying solely on a fixed attendance number.
Condition #9
Another recommendation involves how we evaluate noise concerns. Right now, noise
enforcement often depends on personal opinion. We suggest requiring that noise be measured
using objective decibel levels at the property line. This would provide a clearer and more
consistent standard for both residents and our chapter. Using measurable noise levels would
ensure that concerns are assessed based on clear criteria and documented evidence, not just
personal perception.
Condition #2
The current condition triggers a Conditional Use Permit review if three citations occur within a
twelve-month period. We recommend changing this standard to evaluate citations within an
academic semester instead. Beginning in Fall 2026, Cal Poly will move from the quarter system
to a semester system. Since our chapter ’s activities align closely with the university’s academic
calendar, matching the citation review period with academic semesters would create a clearer and
more relevant framework for accountability. Under this new approach, we could trigger a review
after two citations within a single academic semester. This would actually be a stricter standard
than the current one, as it shortens the time frame for evaluating citations. Rather than letting
violations build up over an entire year, the City would be able to review conduct more quickly
during the period when student organizations are actively involved. Aligning the citation review
process with the academic calendar would also make it easier for both the City and our chapter to
track and understand, while still maintaining strong accountability for our organization.
Condition #10
Finally, the process for handling events that exceed the attendance limit can be complicated.
Currently, it requires submitting a special event request and transportation management plan up
to ninety days in advance. In many cases, student organizations confirm event dates much closer
to the actual dates. For example, recruitment events or philanthropic activities are often
scheduled just weeks in advance, making it hard to meet the ninety-day submission requirement.
Providing clearer guidelines or more flexible processes for these events could help ensure they
are carried out responsibly while still allowing the City to monitor potential impacts. Our
purpose in sharing these recommendations is not to evade responsibility or oversight. We hope to
constructively contribute to a framework that allows our chapter to operate responsibly while
remaining compatible with the surrounding neighborhood.
