APPOINTMENT S
2012 APPOINTMENTS TO CITY ADVISORY BODIES .
Mayor Marx presented the report .
There were no public comments .
Council Member Ashbaugh commended the City Clerk and staff for their work effor t
during the AB recruitment .
ACTION :Moved by Carpenter/Smith as recommended by the Council Subcommittees ,
make appointments to the City's advisory bodies effective April 1, 2012, and direct th e
City Clerk to continue to recruit for the unfilled positions . (5 :0 )

PUBLIC COMMEN T
Gary Fowler, San Luis Obispo,spoke about his concerns with the increase in parkin g
meter fees and the new electronic parking meter machines .
Don Hedrick, San Luis Obispo,spoke about his concerns regarding public commen t
period, homelessness ,
Eric Meyer, San Luis Obispo,spoke about his concerns regarding a recent house fire o n
Johnson Avenue and suggested routine inspections on rentals . Mr . Meyer also thanke d
the firefighters for responding to the emergency .

consultants .

BUSINESS ITEM S
1 .TASK FORCE SELECTION FOR THE LAND USE AND CIRCULATIO N
ELEMENTS UPDATE .
Community Development Director Dreck Johnson and Long Range Planning Divisio n
Kim Murry presented the report and responded to Council questions .
Public Comments :
Steve Delmartini, San Luis Obispo,questioned the selection process of the TF-LUC E
applications .
Mayor Marx responded to Mr . Delmartini's question and concerns .
End of Public Comments :
City Clerk Cano distributed to each Council Member a transparency which included a n
alphabetical list of applicants . Council Members then marked their 12 choices and Cit y
Clerk Cano recorded each of the votes .
Council discussion ensued during which they discussed increasing the membership o f
the TF-LUCE .
ACTION :Moved by Carter/Ashbaugh to appoint the first 12 applicants, in addition t o
Planning Commission Eric Meyer, and Mr . Walter Bremer and Mr . Chris Richardso n
bringing the total TF-LUCE membership to 15 ; motion carried 5 :0 .
ACTION :Moved by Smith/Carpenter to add two members Mr . Rossi and Mr . Lamb to
the TF-LUCE ; 4 :1, Ashbaugh opposed .
ACTION :Moved by Ashbaugh/Smith to : 1) Adopt Resolution No .10339 to appoin t
members to a Task Force for the Land Use and Circulation Elements update (TF-LUCE )
and approved guidelines to define its terms and responsibilities . (5 :0 )
Council recessed at 8 :15 p .m . and reconvened at 8 :20 p .m . Vice Mayor Carpenter left
the meeting due to a family emergency and did not return to the Council Chambers .

City Clerk Cano presented the report and responded to Council questions .

Don Hedrick, San Luis Obispo,spoke about his concerns regarding transparency an d
accessibility of documents on the internet .
Jodv Frey, San Luis Obispo,spoke in support of staff's recommendation .
Steve Barasch, San Luis Obispo,spoke about his concerns regarding the Mail Handlin g
Policy .
Kevin Rice, San Luis Obispo,spoke in support of the roll call (voice) vote and of hi s
concerns regarding the Mail Handling Policy .
Leslie Halls, San Luis Obispo,spoke about her concerns regarding the Mail Handlin g
Policy .

Council discussion ensued during which they discussed concerns with the Mai l
Handling Policy and the roll call (voice) vote . By consensus, Council agreed t o
temporarily perform the roll call (voice) vote until staff returns with the update to th e
Council Policies and Procedures manual .
ACTION :Moved by Marx/Ashbaugh to table the discussion to a date certain to the thir d
meeting in April 17 h (3 :1,Smith opposed/Carpenter absent )
ACTION :Moved by Ashbaugh/ Marx to add Section 5 .5 — Council Mail Handling Polic y
to the Council's Policies and Procedures as presented ; (Motion failed 2 :2, Cater/Smit h
opposed).
ACTION :Moved by Ashbaugh to add Section 5 .5 — Council Mail Handling Policy a s
modified ; motion failed for a lack of a second .
ACTION :Moved by Carter that any personal and confidential correspondence sent o r
received by City staff shall remain unopened . It will be the individual Council Member's
responsibility to open, read and provide the original to the City Attorney to maintain ,
pursuant to the City's Record's Retention Policy ; motion failed for lack of a second .
ACTION :Moved by Carter/Ashbaugh to table the discussion to a date certain, May 8 ,
2012 (4 :0, Carpenter absent).

staff's recommendation .
Mayor Marx opened the public hearing .
Will Powers, San Luis Obispo,spoke in support of the project and his concerned with th e
Chevron Corporation .
Don Hedrick, San Luis Obispo,spoke about his concerns regarding the project .
Susanne Swaggerty, San Luis Obispo,spoke of her concerns regarding the noticing o f
the project but in support of the developers .
Vanessa Armstrong, San Luis Obispo,spoke of her concerns regarding the noticing o f
the project but in support of the developers .
Mayor Marx closed the public hearing .
ACTION :Moved by Carter/Ashbaugh to : 1) Conduct a public hearing under the Tax an d
Equity Fiscal Responsibility Act (TEFRA) of 1986 and Section 147(f) of the Interna l
Revenue Code . 2) Adopt Resolution No .10340(2012 Series)allowing the Californi a
Municipal Finance Authority (CMFA), on behalf of Vitus Development LLC, to issue ta x
exempt bonds to assist in financing the rehabilitation of a 120-unit multifamily housin g
residential facility . (4 :0, Carpenter absent )

cutting at the Marsh Street Commons, funeral of Rob Bryn, Film Festival, and NISE I
