Dear ATC,
Please address these two key topics related to Agenda item 5b, Active Transportation Grant Strategy and
Planning.
1. Grant funding is available for the planning-only phase of projects and should be sought for Madonna
Rd project.
2. Creation of a prioritized list of active transportation projects is needed to support upcoming FY 2027-
29 Financial Plan efforts.
Additional information
1. After doing some research, I am excited to share that I found several funded examples in recent Active
Transportation Program (ATP) grant cycles, including an example (similar to Madonna multiuse project)
of an ATP funded project with a request for only the feasibility component ($363k) of a $14 million
project. It is the Stockton Blvd Complete Streets Project, and it scored 98/100 (the cycle before last). The
full Stockton Blvd application can be downloaded from the ATP website or here.
Fortunately, there is still plenty of time to submit an ATP grant application for a feasibility study (PA&ED
only) of the Madonna Rd Multiuse project, because much of the work needed for the application was
done for the Higuera Complete Streets project application - including much of the narratives and
preliminary plans.
Last and likely most important, the City and ATP budget cycles are not aligned. Consequently, now is the
time to submit an ATP application, because the current ATP funding cycle covers the city’s next two
budget cycles (Fiscal years 2027-28, 2028-29, 2029-30, and 2030-31). If an ATP application is not
submitted at this time, then the project will not be eligible for ATP funding during the City’s FY 2027-29
budget cycle.
2. In order to inform the upcoming FY 2027-29 Financial Plan efforts, planning best practices dictate that
the ATC should develop a process for creating a prioritized list of active transportation projects. A
timeline should be established so that this can be complete in time to support the bi-annual budget
cycle and consider grant funding cycles as well.
