Jonas, Community Development Director(�0 Jim Stockton, Recreation Director ti`,;. /% Wayne Peterson, Public Works Director- PREPARED BY: Jeanette Di Leo, Long Range Planner SUBJECT: Funding Improvements at Laguna Lake Park CAO RECOMMENDATIONS: Authorize the appropriation of $13,970 from the Parkland Development Fund for Laguna Lake Park improvements (a fire hydrant, restroom alterations, and access trail) . BACKGROUND: The final draft of the Laguna Lake Park Master Plan is presently going through environmental review. . This draft Master Plan incorporates an open air pavilion in the rear of Laguna Lake Park (near group picnic facilities and an existing restroom) . Each year the current Rotary Club president proposes a community project, and has one year to complete his project. The current president of the Rotary Club of San Luis Obispo (Per Mathieson) and an architect with the Rotary Club (James 'Fickes) would like to build the Laguna Lake Pavilion. The Rotary Club would build the pavilion (which has an estimated value of $60, 000) at no cost to the City. The pavilion proposed by Mr. Mathieson and Mr. Fickes would be a wood structure, with a solid roof, supported by wood beams (open on all sides) . The structure would have a diameter of 50 feet. It is anticipated that the structure would provide a sheltered picnic area for roughly 180 persons. The Park and Recreation Commission approved the proposed pavilion (the location and design) in October, 1992 . The project was given minor and incidental approval by the Director of the. Community Development Department in July, 1992 , and an environmental exemption for the project was filed with the County Clerk (under CEQA Section 15303 (e) ) , also in July, 1992. DISCUSSION: In order for the pavilion to be built there are necessary support facilities the City must provide. These facilities are required by the City's Building Code, and must be completed by the City prior to the pavilion's final inspection. Necessary support facilities C-3—� ��ii���Nu►(i11111111IIP°1II�III city of San Luis OBISpo COUNCIL AGENDA REPORT Page 2 -- Laguna Lake Park Improvements include: (1) a handicap parking space, (2) handicap access to the pavilion from assigned parking, (3) handicap accessible bathroom facilities, and (4) adequate fire suppression equipment (i.e. , a fire hydrant) . Table I provides itemized cost estimates for the proposed improvements. As noted in Table I (attached) , the cost for all City anticipated improvements is $13 ,970. Table I indicates a dollar amount of zero for certain items (e.g. , such as the handicap parking space and labor for some items) . Although these are a cost to the city in terms of supplies or staff time, these items are not required to be provided from an outside distributor. As can be noted by Table I, the major cost is retrofiting the restrooms for handicap access. In a November Council memo staff had indicated (based on very preliminary data) that the restroom retrofit cost would be roughly $3 , 000. Since that time staff has received bids for the proposed retrofit; this report cites the results of these bids. Although the Laguna Lake improvements have been driven by the construction of the pavilion, these improvements are timely. In the summer of 1990, 1991, and 1992 there were fire incidents at Laguna Lake Park. Installing a hydrant at this time will better enable the City's Fire Department to control these occurrences in the future. In addition, retrofiting existing restrooms and parking facilities will bring these facilities into compliance with current ADA standards. FISCAL IMPACTS This project would result in $13 , 970 utilized from the Parkland Development Fund. The money in this fund is provided by park in- lieu fees. The purpose of the fund is to finance park improvements. Utilizing this fund for Laguna Lake Park improvements is appropriate since Laguna Lake Park is a city regional park utilized by numerous city residents as well as the Laguna Lake neighborhood. It is anticipated that the Parkland Development Fund will have an ending fund balance of $1, 194, 100 at the end of 1992-93 (page G-12 of the 1992-93 Budget) .
