Materials Testing Services for the Water Treatment Plant Upgrade
Project
RECOMMENDATION
By motion, approve Request for Proposal for "Materials Testing
Services, Specification Number WTR -92- 00811, authorize soliciting of
proposals and authorize the CAO to negotiate and award a contract for
an amount not to exceed the Engineer's cost estimate.
DISCUSSION
The Water Treatment Plant Upgrade Project has been advertised for bids
and award of the project is expected in January 1993. The construction
management for the project will be provided under a contract with Black
and Veatch Consulting Engineers. In addition to the services provided
under the construction management contract, there is the need to retain
the services of a materials testing firm to insure quality construction
and compliance with the contract specifications. These services are
outside the expertise of the construction management firm and there are
a number of firms in the Central Coast area that can provide the
necessary services.
This request for Proposals seeks a qualified firm to obtain samples and
provide testing to insure the quality of the construction materials.
The items to be tested include concrete, asphalt, aggregate material,
soil compaction, welding, and other project related elements.
FISCAL IMPACT
On September 22, 1992, when staff obtained authorization.to go to bid
on the Water Treatment Plant Upgrade Project, staff identified the
engineer's estimate for this project as $10,842,700.
Bids were opened on the project on November 18, 1992. On January 5,
1993, staff will be recommending award of this project to R.P. Richards
Construction. The construction cost for the project is detailed below:
Contract Amount $81510,000
Construction Management 750,000
Contingencies 595.700
TOTAL $ 91855,700
The estimated cost for "Materials Testing Services" described in this
report is $30.000. Funding for these services would come from the
amount identified for contingencies for this project.
