Dear Mr. King: Due to the age of this building and the high likelihood of asbestos containing materials incorporated into a number of the building materials, we are requiring that you hire a certified asbestos consultant to conduct an asbestos survey of work areas targeted for fire spnnklers and other related work. As you will note in the attachment from the local Air Pollution Control District, asbestos containing matenals were used extensively during the time this theater was constructed. This requirement is in place in order to protect the health and well being of the public, as well as prevent a potentially costly cleanup should a release of friable asbestos occur. Please forward to my attention the name and contact information of the contractor as well as the laboratory analytical results and final report of findings once the survey has been completed. I would also expect that whatever recommendations are made by the contractor you would implement. The City of San Luis Obispo previously installed a 4" fre lateral line to the curb-line as a part of the water main replacement projectin2}}3. The project work shall extend the 4" fre line to the side of our building at 1037 Monterey and include the installation of a double-check backflow device in preparation for the future installation of a fire sprinkler system in the Fremont Theater and Buona Tavola Restaurant. The double-check backflow device shall have a blind flange installed until such time that the fire sprinkler system is installed. All aboveground fire-protection system line piping shall be approved Schedule 10, 30(threadable thinwall) or 40 black steel. Schedule 30 or 40 shall be made up with cast iron fittings and Schedule l0 with welded or grooved mechanical fittings. Other materials approved by codes may be used if first approved by the Architect. B. All underground fire-protection system piping shall be ductile iron pipe in accordance with NFPA Pamphlet No. 24. Concrete thrust blocks shall be furnished and installed at all fittings, bends, and changes of pipe direction in strict accordance with the manufacturer's recommendations and NFPA Pamphlet No. 24. C-900 or "Blue Brute" PVC pipe is acceptable to the extent that such material and method of installation meet the requirements of governmental agencies having jurisdiction. Ductile iron pipe shall be used when underground pipe runs under buildings, foundation, footings or through below grade walls. 2. FIRE DEPARTMENT CONNECTION A. Appropriately lettered wall or free standing Fire Department Connection(s) shall be provided. The Fire Department connection shall be equipped with a check valve and approved metal caps. B. Fire Department Connection hose connections shall be of an approved type, properly supported, and located without interference from nearby obstructions and on the street side of the building(s) where approved by the Authority having Jurisdiction. C. Fire Department Connection shall be identified by a sign having raised letters at least l-inch in size, cast on a plate or fitting. ("AUTO SPKR", "STANDPIPE", etc.) 3. DOUBLE CHECK VALVE ASSEMPLY A. A Double Check Valve Assembly shall be provided in accordance with the standards of the local water servicing agency. The assembly shall be monitored for tampering as required by the authority having j urisdiction. 4. WATER MATN CONNECTIONS A. Water Main Connections shall be provided in accordance with the standards of the local water servicing agency. 5. GENERAL A. All fire protection equipment or materials shall be U.L. listed for fire protection use 6. INSTALLATION A. Perform trenching and backfilling required for the Work of this Section in strict accordance with Section l5 100. B. Alltees, plugs, caps, bends, and hydrant branches on pipe installed underground shall be restrained (pipe clamps and tie-rods, thrust blocks, locked mechanical or push-on joints, mechanical joints utilizing set screw retainer glands, or other approved methods) against movement. 7. TESTING AND INSPECTION A. Upon completion of the installation, provide necessary personneland equipment and test and re- test the complete system making adjustments as required, and secure all necessary approvals. l. Test the system at200 psi for two (2) hours per NFPA 13. 2. The underground system shall be flushed per NFPA 13, and tested before connection with the overhead section. The results indicate minor level of asbestos in the surface layer ofifre auditorium ceiling and lead containing paint on the lobby ceiling. We shall treat all penetrations for fire sprinklers as containing either asbestos or lead and shall engage a certified hazardous material abatement contractor to properly drill the holes for the sprinkler penetrations. Asbestos from either source can be a health concern if inhaled. Naturally Occurring Asbestos In its natural state, asbestos occurs throughout much of the planet. Serpentine is a very common rock type in California and was identified by the Air Resources Board as having the potential to contain naturally occurring asbestos. The state Air Resources Board has identified asbestos as a toxic air contaminant. Under the ARB's Air Toxica Control Measure (ATCM) for Construction. Grading. Quarrving, and Surface Mining operations, prior to any grading activities at the site, a geologic analysis will be necessary to determine if serpentine rock is present. Grading projects in serpentine rock larger than 1 acre will require prior District approval of a Asbestos Dust Mitigation Plan and an Asbestos Health and Safety Program. All subject project applicants should complete a construction and Grading Project form. If Naturally occurring asbestos is not pres€nt, an Exemption form must also be filed with the APCD. When submitting the Project/ Exemption Form, please fill in all applicable contract information. Consult the California Geological Survey and the A,ir Resources Board for more information on naturally occurring asbestos. NOA Fees: The San Luis obispo County Air Pollution Control District (APCD) will assess Review Fees for all work that has the potential to disturb soil containing Naturally Occurring Asbestos (NoA). Asbestos is commonly found in ultramafic rock, including serpentine, near fault zones and is released into the air when it is broken or crushed. This can happen when land is graded for building purposes, or at quarrfing operations. The state of California has determined that NOA, such as serpentine rock, is a toxic air contaminant and if inhaled may result in the development of lung cancer or cause other health hazards. Work in asbestos serpentine areas requires using dust control plans and may include air monitoring. NoA Review Fee amounts depend upon the project size and if projects involve disturbance of asbestos serpentine, dust control plans or air monitoring. Exemptions from requirements are available based on geological evaluation. Please refer to the fee schedule for more information. In San Luis Obispo County, serpentine rock is located in many regions of the county including: coastal, coastal mountain, Home western north county and the extreme eastern county area along the San Andreas Fault. However, if the asbestos is not in good condition and RACM dust is inhaled, the fibers pose a serious health threat by becoming permanently lodged in body tissues. symptoms of asbestos related diseases might not appear t'or 20 years or longer after the first exposure. Since there is no known safe level of er<posure, all asbestos exposure should be avoided. The Role of the Air District During Demolition The Air District is delegated authority by the Envlronmental Protection Agency (EPA) to implement the Federal Asbestos NESHAP (the National Emissions Standards for Hazardous Air Pollutants established by the EPA) regulations specified in 40 CFR 61, Subpart M. There are specific requirements and procedures delineated in this regulation which pertain to certain demolition and renovation projects and projects involving the removal of asbestos containing or asbestos wrapped utility pipes and cables. All non-resid€ntial demolitions of any kind of structure or asbestos containing or asbestos wrapped utility pipeline and cable are required to be approved in advance by the District. The steps to be taken by an owner/operator subject to this regulation are clearly defined. Contractors should call the District to obtain specific requirements that relate to their specific project at least one month in advance of the project start date. If You Think Your Home or Building Contains Asbestos r Hire an asbestos consultant or call an asbestos laboratory for in-depth instructions on how to safely brins them a sample for analysis. Since dumpster fires are unfortunately Yery common, and the life hazai^d potential in the theatre is 'very high, I would strongly recbmmend that you take steps to ensure that the durnpsier is placed away fron any structural openings.
