(WALTER/VANBEVEREN ) RECOMMENDATION : 1) Approve plans and specifications for the Raw Waterlin e Recoating Project, Specification No . 90983 . 2) Approve the transfer of $250,000 int o the project's construction and construction management phases from the Wate r Treatment Plant Major Facility Maintenance account . 3) Authorize staff to advertise fo r bids and authorize the City Manager to award the contract if the lowest responsible bi d is within the Engineer's Estimate of $190,000 . C3.AUTHORIZE A GRANT APPLICATION FOR THE HOUSING RELATE D PARKS PROGRAM .(Walter/Fraser) RECOMMENDATION : Adopt a resolution authorizing staff to apply to the Californi a State Department of Housing and Community Development (HCD) for $117,450 o f Housing Related Parks (HRP) Grant program funds to be applied towards the Sant a Rosa Park playground equipment replacement project . C4.STORM DRAIN REPAIRS AT VARIOUS LOCATIONS - PHASE 1 , SPECIFICATION NO . 91037 A MEASURE Y PROJECT .(Walter/Guzman ) RECOMMENDATION : 1) Approve plans and specifications for the Phase 1 Storm Drai n Repairs at Various Locations Project, a Measure Y -1/2 cent sales tax funded project , Specification No . 91037 . 2) Authorize staff to advertise for bids and authorize the Cit y Manager to award the contract if the lowest responsible bid for the Phase 1 Storm Drai n Repairs at Various Locations Project is within the Engineer's Estimate of $269,000 . 3 ) Authorize an advance of the 2012-13 Storm Drain Replacement funding of $350,000 t o the project account to allow for award of the contract . C5.ADOPTION OF AN ORDINANCE AMENDING TITLE 15 OF THE MUNICIPA L CODE (BUILDING/FIRE CODE); CITY FILE #: GPAIER 77-1 0 (JOHNSON/DUNSMORE ) RECOMMENDATION : Adopt Ordinance #1575 (2012 Series) amending Title 15 of th e Municipal Code . 2 Council Agenda Tuesday March 20, 201 2 BUSINESS ITEMS/PUBLIC HEARING S 1.SAFE PARKING PILOT PROGRAM AT PRADO DAY CENTER & DIRECTIO N REGARDING PUBLIC STREET PARKING RESTRICTIONS . (JOHNSON/GESELL/WALTER/COREY — 1 HOUR, 30 MINUTES ) RECOMMENDATION : 1) Adopt a resolution to temporarily suspend the enforcement o f Municipal Code Chapter 17 .16 .015 (Recreational vehicle as dwelling unit) for si x months for a portion of 43 Prado Road and authorize the City Manager to enter into a n agreement with Community Action Partnership of San Luis Obispo County, Inc . (CAPSLO) to implement a safe parking pilot program at the Prado Day Center for a si x month time period with conditions outlined in Attachment 10 ; 2) Direct staff to return t o the Council in six months to report on the success of the pilot program and conside r changes to Title 17 of the Municipal Code to establish a permanent safe parkin g program ; 3) Direct staff to develop amendments to the Municipal Code to improv e parking enforcement to address persons sleeping in vehicles that are not participating i n an authorized safe parking program . 2.LAND USE AND CIRCULATION ELEMENTS UPDATE - STATUS AN D INTRODUCTION OF CONSULTANT TEAM .(JOHNSON/MURRY — 3 0 MINUTES ) RECOMMENDATION : Receive the update and provide comments as appropriate . 3.TAXI RATE INCREASE .(WALTER/WEBSTER — 30 MINUTES ) RECOMMENDATION : Adopt a resolution approving a taxi rate increase based o n continued high retail gasoline price s 4.CANCELLATION OF CITY COUNCIL MEETINGS .(CONDRON/CANO — 1 5 MINUTES ) RECOMMENDATION : 1) Cancel the Regular City Council Meetings of Tuesday, Augus t 14 and 21, and December 18, 2011 . 2) Cancel the Regular City Council Meeting o f Tuesday, November 6, 2012, due to Federal, State, and Municipal Elections . COUNCIL LIAISON REPORTS (not to exceed 15 minutes ) Council Members report on conferences or other City activities . Time limit—3 minutes . COMMUNICATIONS (not to exceed 15 minutes ) At this time, any Council Member or the City Manager may ask a question for clarification, make a n announcement, or report briefly on his or her activities .
