Code § 7920.000 et seq.), I am writing to formally request copies of the following records related to an incident involving San Luis Obispo Police Department on or about 2026-03-07 in San Luis Obispo, CA. I am requesting the following materials: 1. Complete interrogation and/or interview recordings (audio and video) of all involved parties, witnesses, and suspects 2. Body-worn camera (BWC) footage from all officers present at the scene 3. Dashboard camera (dash cam) footage from all patrol vehicles responding to the incident 4. Surveillance or security camera footage from the area surrounding the incident 5. 911 dispatch recordings and Computer-Aided Dispatch (CAD) logs related to this incident 6. All photographs taken at the scene by officers or evidence technicians 7. The complete incident/offense report, including any supplemental reports and witness statements 8. Use-of-force reports, if applicable, including any internal review documentation INCIDENT DETAILS: Department: San Luis Obispo Police Department Date: 2026-03-07 Location: San Luis Obispo, CA Description: San Luis Obispo police released footage of an officer-involved shooting where a 69-year-old man, Willie Felton Foster Jr., was shot and killed after pointing an item at officers that was later discovered not to be a real firearm. The incident followed multiple 911 calls about an erratic man threatening people with what some believed was a gun. The involved officer is on administrative leave while the California Department of Justice investigates.
