SUBJECT: Amendment No. 2 to the Woodward-Clyde Agreement for Consultant
Services related to preparation of the environmental impact report for the
Salinas Reservoir Expansion Project
RECOMMENDATION
By motion, approve Amendment No. 2 to the Woodward-Clyde Agreement for
consultant services related to the preparation of an environmental impact report
for the Salinas Reservoir Expansion Project, to include an evaluation of the
proposed alternative to relocating the Marina Facilities, increasing maximum
compensation by $6,500 to $315,800.
DISCUSSION
As part of the environmental impact report development, Woodward-Clyde is
preparing a detailed recreation development plan which will include assessment of the
need to relocate the marina. One option which may prove to be cost-effective, since
it does not require purchasing additional real property, is to elevate the marina at its
current location to account for the new maximum inundation level. The parking area
and marina would be "filled" to raise the area by up to 20 feet. This would require
approximately 50,000 cubic yards of cut and 100,000 cubic yards of fill.
The proposed scope of services will evaluate the potential suitability of proposed
"cut" material for use as fill material, designate possible areas for borrow material
("fill"), and will assess slope stability in cut and fill areas. A detailed list of the
services is shown below:
■ Review of available geologic data
■ Review of Dangermond & Associates' preliminary, conceptual cut and fill plans
■ Field reconnaissance by a Woodward-Clyde registered geologist, including
visual inspection of existing road cuts/exposed soil and bedrock in the general
marina area
■ Aerial photo interpretation
■ Evaluation and report
FISCAL IMPACT
Approval of this amendment will authorize expenditure of an additional $6,500, to be
paid from the project contingency approved with the original agreement. On March
3, 1992, Council approved the consultant services agreement with Woodward-Clyde
in an amount not to exceed $325,050 plus a five percent contingency of $16,2550,

for a total approved project cost of $341,300. The approval of Amendment No. 1 to
the contract resulted in a net reduction to the total project, for a revised project cost
of $325,550. Approval of Amendment No. 2, which is proposed to be funded from
contingency, would not affect the total project cost, but would reduce contingency
from $16,250 to $9,750.

AMENDMENT NO. 2
CONSULTANT SERVICE CONTRACT
BETWEEN CITY OF SAN LUIS OBISPO
AND WOODWARD-CLYDE CONSULTANTS
THIS AMENDMENT NO. 2, made in duplicate and entered into this day of
February, 1993, by and between the City of San Luis Obispo (hereinafter referred to as
.City) and Woodward-Clyde Consultants (hereinafter referred to as Consultant), provides
for changes to the Consultant Service Contract dated March 4, 1992, as follows:
WITNESSETH:
WHEREAS, City and Consultant completed and issued the Notice of Preparation
and Initial Study for the Salinas Reservoir Expansion Project, and conducted Public
Scoping Meetings in San Luis Obispo and Santa Margarita;
WHEREAS, the County of San Luis Obispo has expressed serious concerns
regarding potential project-related effects on recreational facilities/opportunities at the
Santa Margarita Recreation Area and has requested (refer to letter dated July 20, 1992
from County of San Luis Obispo, Department of General Services, Tim Gallagher) a
"detailed site development plan" that specifies how recreational facilities will be
relocated, access maintained (via road relocation), etc., for their review and
consideration;
WHEREAS, the U.S. Department of the Army owns Salinas Reservoir/Dam and the
surrounding property and has stipulated that the property must be transferred to local
control prior to project approval and implementation;
WHEREAS, draft conceptual drawings by Dangermond & Associates for the
relocation of the marina area facilities envision approximately 50,000 cubic yards of cut
and 100,000 cubic yards of fill;
WHEREAS, the City has requested a preliminary evaluation to assess the potential
suitability of "cut" material in designated areas for borrow material ("fill");
WHEREAS, this evaluation will provide a preliminary assessment of slope stability
for cut and fill areas (marina area) including consideration of planned finished slope
grades.

Now, THEREFORE, in consideration of their mutual covenants the parties hereto
agree go.follows:
1 . DaScrIntiQ0 of Prosect: The basic description of the Project, as provided in
Exhibit A to the original AGREEMENT remains unchanged.
2. Scomp of gervices. The Scope of Services, as set forth in Exhibit A to the
original AGREEMENT is modified to add the following Task 19 (refer to
Attachment A of this Amendment No. 2 for more Information);
A. Review available geologic data.

C. Order field reconnaissance by a Woodward Clyde Registered
Geologist, including visual Inspection of existing road cuts/exposed

changed to increase the maximum compensation by 56,500 to 4315,800.

Subject: Proposed Scope of Services for Preliminary Cut-And-Fill and Slope Stability
Evaluation Related to Marina Facilities Relocation Feasibility Assessment at
Santa Margarita Lake Recreation Area
Dear Mr. Henderson:
INTRODUCTION
As requested by the City of San Luis Obispo (City), Woodward-Clyde Consultants (WCC)
is pleased to submit this scope of services to conduct a preliminary evaluation of the cut-and-
fill plans (associated with the marina area) presented on Dangermond & Associates' draft
conceptual drawings dated January 1, 1993.
Dangermond's draft conceptual plans/drawings for relocation of marina area facilities
envision approximately 50,000 cubic yards of cut and 100,000 cubic yards of fill. As
requested by the City, the primary purpose of our proposed preliminary evaluation is to
assess the potential suitability of"cut" material in designated area for borrow material/"fill."
Additionally, WCC's proposed scope of services includes a preliminary assessment of slope
stability for cut and fill area (marina area) including consideration of planned finished slope
grades. It is expected that information to be developed as a result of this scope of services
will be utilized by the City and Dangermond &Associates in order to evaluate the feasibility
of their conceptual plans, including associated costs. -
WCC has attempted to obtain geotechnical data for the marina/recreation area via the County
of San Luis Obispo (General Services and Engineering Departments). According to the
County representatives contacted, no such data are available.

SCOPE OF SERVICES
WCC's proposed scope of services consists of the following tasks:
• Review of available geologic data
• Review of Dangermond & Associates preliminary, conceptual cut and fill
plans
• Field reconnaissance by a WCC Registered Geologist, including visual
inspection of existing road cuts/exposed soil and bedrock in the general
marina area
• Aerial photo interpretation
• Evaluation and report
Due to budget and time constraints, our proposed scope of services does not include any
intrusive field testing (e.g., soil borings or exploratory trenches). Further
geologic/geotechnical studies will likely be warranted during the detailed project design
engineering stage.
COST AND SCHEDULE
WCC proposes to perform the subject services on a time and materials basis, with a not-to-
exceed limit of$6,500. This work can performed as Task 19 as an addition to our existing
scope of services, and as Amendment No. 2 to our existing contractual Agreement with the
City. The total compensation under our Agreement with the City would be increased to
$315,800.
WCC anticipates that we can complete the subject scope of services, including reporting,
within 12 working days of our receipt of written authorization to proceed.
