CALL TO ORDER A Regular Meeting of the San Luis Obispo Planning Commission was called to order on March 11, 2026 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Chair Houghton. 2. CONSENT 3.a CONSIDERATION OF MINUTES - DECEMBER 10, 2025 PLANNING COMMISSION MINUTES Motion By Commissioner Munoz-Morris Second By Vice Chair Tolle To approve the Planning Commission Minutes of December 10, 2025. Ayes (7): Commissioner Cooley, Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Vice Chair Tolle, and Chair Houghton CARRIED (7 to 0) Page 5 of 94 2 4. PUBLIC HEARINGS 4.a REVIEW OF AN APPEAL OF THE COMMUNITY DEVELOPMENT DIRECTOR’S DECISION TO APPROVE A MINOR DEVELOPMENT REVIEW APPLICATION (ARCH-0529-2024) WITH AN EXCEPTION TO A HILLSIDE DEVELOPMENT STANDARD (920 & 930 RACHEL COURT [APPL-0027-2026]) Commissioner Flores declared a conflict on this item and recused due to her real property interest that is close to the project site. Assistant Planner Ethan Estrada presented the staff report and responded to Commission inquiries. Appellant representative, Mike McCormick, provided a brief overview of the appeal and responded to questions raised. Applicant representatives, Brian Rolph and Will Ruoff, provided a brief overview of the project and responded to questions raised. Chair Houghton opened the Public Hearing Public Comment: Cheryl Litster Liza Puccini Kelly McCormick Amy Bertorelli --End of Public Comment-- Chair Houghton closed the Public Hearing Motion By Vice Chair Tolle Second By Commissioner Jorgensen Adopt the Draft Resolution denying the appeal and upholding the decision of the Community Development Director approving the Minor Development Review application ARCH-0529-2024 with an exception to a Hillside Development Standard. Ayes (6): Commissioner Cooley, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Vice Chair Tolle, and Chair Houghton Recused (1): Commissioner Flores CARRIED (6 to 0) Page 6 of 94 3 After a 3-minute break, Commissioner Flores returned to the dais. 4.b RE-REVIEW OF AN EXISTING CONDITIONAL USE PERMIT FOR OPERATION OF A FRATERNITY LOCATED AT 1264 AND 1264 ½ EAST FOOTHILL BOULEVARD AND 1241, 1243, 1249, AND 1251 MONTE VISTA PLACE (MOD-0029-2026) Assistant Planner Mallory Patino presented the staff report and responded to Commission inquiries. Chair Houghton opened the Public Hearing Public Comment: None --End of Public Comment-- Chair Houghton closed the Public Hearing Motion By Commissioner Cooley Second By Commissioner Kahn Adopt a Resolution revoking the existing Conditional Use Permit, USE - 0331-2023 / APPL-0365-2024, for operation of a fraternity at 1264 and 1264 ½ East Foothill Boulevard and 1241, 1243, 1249, and 1251 Monte Vista Place. Ayes (7): Commissioner Cooley, Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Vice Chair Tolle, and Chair Houghton CARRIED (7 to 0) 4.c RE-REVIEW OF AN EXISTING CONDITIONAL USE PERMIT FOR OPERATION OF A FRATERNITY LOCATED AT 280 CALIFORNIA BOULEVARD (MOD-0036-2026) Assistant Mallory Patino presented the staff report and responded to Commission inquiries. Ayes (7): Commissioner Cooley, Commissioner Flores, Commissioner Jorgensen, Commissioner Kahn, Commissioner Munoz-Morris, Vice Chair Tolle, and Chair Houghton CARRIED (7 to 0) 4.d CONSIDERATION OF THE 2025 GENERAL PLAN ANNUAL REPORT Senior Planner David Amini and Assistant Planner Ethan Estrada presented the staff report and responded to Commission inquiries. Public Comment: Kathie Walker --End of Public Comment-- Upon consensus, the Commission received and filed the 2025 Ge neral Plan Annual Report for final review and acceptance by the City Council. 5. COMMENT AND DISCUSSION 5.a STAFF UPDATES AND AGENDA FORECAST Deputy Community Development Director Tyler Corey provided the following update:  No items scheduled for the March 25, 2026 Regular Meeting Page 8 of 94 5  The annual zoning regulation updates are tentatively scheduled for the April 8, 2026 Regular Meeting 6. ADJOURNMENT The meeting was adjourned at 9:09 pm.
