RECOMMENDATION S
1.Approve plans and specifications for the Raw Waterline Recoating Project, Specificatio n
No . 90983 .
2.Approve the transfer of $250,000 into the project's construction and constructio n
management phases from the Water Treatment Plant Major Facility Maintenance account .
3.Authorize staff to advertise for bids and authorize the City Manager to award the contract i f
the lowest responsible bid is within the Engineer's Estimate of $190,000 .
DISCUSSION
The City's raw water pipeline delivers untreated water from the Salinas Reservoir, near the town o f
Santa Margarita, to the City's Water Treatment Plant . Approximately 3,300 feet of the pipeline i s
above-ground and adjacent to Stenner Creek Road . The topography along this above-ground portio n
of the pipeline consists of a steep rocky slope approaching 45 degrees in some areas . The pipeline i s
approximately 50 years old and has never been repainted .
Due to its age and location, the pipeline has experienced a moderate amount of weathering over th e
years . Along various portions of the pipeline, tree branches, vegetation and other debris hav e
brushed against it wearing off the outer coating and exposing the inner prime coat . Rocks and soi l
have eroded from the hillside above and have accumulated along the side and bottom of th e
pipeline . Staff recommends the recoating of the entire length of the above ground portion of the
pipeline as a proactive means of extending its service life .
In February 2011 a Purchase Order was issued to Penfield & Smith, one of the City's on-call Civi l
Engineering design consultants . Penfield & Smith has completed plans and specifications for th e
project which consists of the recoating of the entire length of above-ground pipeline . The technica l
coating specifications were provided by Advantage Technical Systems, a sub-consultant to Penfiel d
& Smith and a specialist in providing paint and coating design services .
The project scope includes the removal of accumulated soil and rocks from the perimeter of the
pipeline, necessary for access to the entire pipeline perimeter . Following the removal of thi s
material, the existing coating system will be removed and a new coating system applied to th e
surface of the pipeline . The new coating system is expected to provide an additional 50 years o r
more to the service life of the raw waterline .

CONCURRENCE S
The City Community Development Department has filed a Categorical Exemption per the
requirements of the California Environmental Equality Act (CEQA). The Categorical Exemptio n
has been granted based on the project scope consisting of the maintenance of an existing facility .
The project site and construction scope have been reviewed by the City Biologist . Concern s
regarding the disturbance of existing soil and the project's proximity to an existing creek have bee n
incorporated into the project's specifications .
The project scope has also been reviewed with staff from the County Air Pollution Control Distric t
(APCD). Project provisions have satisfied the APCD staff such that a formal permit is no t
necessary .
With the project location being adjacent to Stenner Creek Road, a County road outside of the Cit y
limits, an encroachment permit has been obtained from the County Public Works Department . Al l
permit provisions have been incorporated into the project specifications .
FISCAL IMPAC T
Recoating the raw waterline was initially included in the 2009-11 Financial Plan, Appendix B ,
pages 3-92 through 3-95, at an estimated cost of $150,000 . An additional $100,000 was projected
to be needed in 2013-14 for this project, and shown in the 2011-13 Financial Plan, Appendix B ,
page 3-67, bringing the total budget to $250,000 . While the additional $100,000 has not bee n
budgeted at this time, sufficient budget exists in the current Water Treatment Plant Major Facilit y
Maintenance account to proceed with this project this year, as the Filter Media Replacemen t
($100,000) will not be moving forward until fiscal year 2013-14 .
