Walter, Director of Public Work s Prepared By :Prepared By : Manny Guzman, Engineer II I SUBJECT : STORM DRAIN REPAIRS AT VARIOUS LOCATIONS - PHASE 1 , SPECIFICATION NO . 91037 A MEASURE Y PROJEC T RECOMMENDATION S 1.Approve plans and specifications for the Phase 1 Storm Drain Repairs at Various Locations Project, a Measure Y –'/2 cent sales tax funded project, Specification No . 91037 . 2.Authorize staff to advertise for bids and authorize the City Manager to award the contract if th e lowest responsible bid for the Phase 1 Storm Drain Repairs at Various Locations Project i s within the Engineer's Estimate of $269,000 . 3.Authorize an advance of the 2012-13 Storm Drain Replacement funding of $350,000 to th e project account to allow for award of the contract . DISCUSSIO N A large portion of the City's storm sewer pipeline infrastructure is comprised of corrugated metal pip e (CMP). In the 1960s and 1970s, CMP was the industry standard due to its inexpensive material cost , ease of installation and projected 50-year design life . In the City's experience, CMP has proven to hav e a design life of 20 to 30 years . CMP typically fails by friction from the action of flowing water wit h rocks and sediment, corrosion or both . Once the integrity of the pipe has been compromised, the pipe's surrounding soil becomes susceptible to piping (soil picked up by flowing water and carried away) an d the pipe will eventually collapse . The proposed project will address failing CMP drain systems adjacent to the following properties , 276 Del Mar, 290 Ramona and 572 Foothill Blvd . The proposed project will rehabilitate the existin g storm drain systems by removing CMP and installing 310 linear feet of polyvinyl chloride (PVC ) pipe or High Density Polyethylene (HDPE) pipe liner . The existing CMP systems being replace d have been identified by City staff as being at the end of its useful life . Also included in this projec t is the upgrading of six catch basins to current City-standard catch basins . Existing catch basin are to p opening structures with metal grates that tend to clog or are undersized for the current water runoff . The new catch basins are more free-flowing and easier to negotiate for bicycles and pedestrians . Additive Alternate s The project includes one additive alternate, this is an option the City can accept or reject at the tim e of contract award depending upon construction bids . The additive alternate location is near 66 7 Serrano Drive which is another location were the existing CMP drainage system has been identifie d as being at the end of its useful life . The proposed improvements on Serrano Drive would slip line 6 0 linear feet of CMP pipe, upgrade two catch basins to current City standards and install two new head Meeting Date 3-20-201 2 Item Number C4 Storm Drain Repairs at Various Locations Phase 1, Spec . No . 91037 Page 2 walls . A recommendation to include or eliminate this bid alternative will be brought forward after bid s are received at time of contract award . CONCURRENCE S The project is approved by the California Department of Fish and Game through its issuance of th e 2008 Streambed Alteration Agreement for routing creek maintenance . The Department has bee n notified of the project, as required in the 2008 Agreement . A Water Quality Certification from the California Regional Water Quality Control Board i s currently pending . This project is exempt from environmental review since it is a maintenance and replacement projec t and a Notice of Exemption has been filed through the Community Development Department . The award of a construction contract will not occur until construction permits have been received . FISCAL IMPAC T There is currently $626 in the Master CMP Replacement account to support this request fo r $350,000 . Additional funding of $350,000 is identified in the approved 2011-13 Financial Plan , pages 3-188 to 3-191 for the 2012-13 fiscal year . Staff is recommending this funding be advance d to allow for award of the project, and project completion prior to the next rainy season . Only a smal l portion of the $350,000 allocation will be actually spent prior to the start of the 2012-13 fiscal year . A budget amendment request will be processed to transfer the appropriate project funding at th e time of contract award . This project will be 100% funded through Measure Y, the half-cent sales tax measure approved b y the City's residents .
