CAO RECOMMENDATION: By motion, approve plans and specifications for Sewermain Improvement Project: Freeway 101 Easements, Toro and Broad Streets, Specification No. 93-36, and authorize soliciting of bids and contract award by CAO if the lowest responsible bid is within the Engineer's estimate. DISCUSSION: This project is a combination of two separate sewerlines, Broad Street under the freeway and a line paralleling the freeway near Toro Street. The projects were combined to obtain a lower price per foot. The section near Toro is identified in the CIP for completion this year. The Broad Street section was scheduled for replacement previously but funding was unavailable. This project will only address the portion of the Broad Street line which crosses the freeway. The remainder of replacement will be done as a future project as funds become available. The two sewerlines are in a highly deteriorated condition: Both lines need routine maintenance but are in such a condition that maintenance personnel have ceased to clean them for fear of collapse. The Utilities Department felt the projects would be good candidates for lining, a technique which has been used in the past to recondition sewerlines in areas not conducive to standard trenching methods. A lining material is inserted into the sewerline and the pipe flooded with hot water. The liner is forced against the existing pipe and hardens. The connection points of the sewer laterals are then cut out with special tools, from the inside of the pipe. CONCURRENCES: The Planning Department has given this project a categorical exemption. FISCAL IMPACT: The 1993-95 Financial Plan (page E-13) identifies $ 176, 000 for the sewermain replacement program. Of this amount, $ 27,800 has been identified for a prior project, leaving a balance of $ 148, 000 to support this project.
