Gladwell, City Clerk SUBJECT: Council Review of.Bicycle Transportation Plan and Land-Use Element RECOMMENDATION: By motion, establish dates and times for continued consideration of the Bicycle TransportationTlan,and Land Use Element DISCUSSION: On September 14, . 1993 the .City Council continued consideration of the Bicycle Transportation Plan to September. 21, 1993 for the purpose of scheduling future hearings. There is a need to schedule two items: lkBigycle Transportation Plan. This entails further discussion of the policies for Marsh and Chorro Streets as well as other concerns raised by individual Council Members. Staff estimates four tosix flours for completion. *Land Use Element. Staff committed to returning to Council in eight weeks; this places the . item during the week of October 12th. Because of the Council/Management Team-retreat and the League of California Cities conference, the next available meeting date is October 26th (the anticipated meeting for the Laguna Lake Conversion hearing). Staff estimates the Land Use Element discussion to be one hour. Our. constraints: ■Although September 28th is now available because the Economic Strategy Task Force will not present their recommendations on that date, Terry S.anville, Principal Planner for the Bicycle Transportation Plan, is not available on the 28th. ■As the attached calendar indicates, the conventional Tuesday evenings are not available during the weeks of October 11th and 19th. •Professional schedules of Council Members preclude any daytime meetings (with a full Council)-.except.,Tuesday and.Thursday.mornings before 11:45. I have been asked to coordinate a Mayor's Task Force for a Safer Community with Don Green and provide the attached for your information. CITr COUNCIL SAAN WiS os,SFC, cA MAYOR'S TASK FORCE FOR A SAFER COMMUNITY The purpose of the Mayor's Task Force for a Safer Community is to broaden citizens' "investment" in the community by means of universal. inclusion, positive reinforcement, positive role models, public service and education. Goal: To coordinate the community's approach to public safety. Tasks: 1 ) Draft a multi-part "community code", providing voluntary.. guidelines for community members in their role as: business persons, parents, students and members of public and private agencies 2) Provide methods for community members to implement each of the sections of the "community code". (Example: If a line from the "community code" reads - "Each parent is encouraged to commit some amount of time to spend with their child in a public service activity." Then the task force will find a way to make available a list of existing activities and/or initiate new activities.) -=3)'= Provide one, or more-education forums on 'Developing Our Sense of Community', featuring successful programs from within California. Goal: To make our kids "resilient" - no longer at risk. Tasks: 1 ) Provide stable positive role models for kids by training parents and making available parental 'surrogates'. 2) Provide access.to and support for all community activities, both public service and recreational, that promote self-worth. 3) Promote recognition of positive actions within the community. Note: The task force is an effort to meet the recognition that law enforcement and the educational system cannot overcome the weight of public attitudes and public actions. They work very hard to do the tasks that we say we want done.
