It is interesting that the main points that I would like to address to you also relate to a
current agenda item concerning the proliferation of technology in society and for
reasons that,while they do at times make life easier, are contrary to either the laws o f
our land or simple preservation of our society .
Have you ever lost data in a computer crash? Did a system ever fail to perform as youexpected and the only answer was a computer glitch?Electronics have reduced huma n
responsibilities for the happenings of our society and transferred them to the silicon
chip . Do we really want a chip to be responsible for our lives and livelihood?
SCADA systems are not to be taken lightly though they surround us all on a daily basis .
These systems can be used for very complicated operations that may be beyond the
capabilities of a human but dependence on them without the ability to also provid e
manual override and control by human hands is negligent at best.
SCADA systems can also be used to attack our basic freedoms as in the case of
"smart" meters . There is no legitimate reason for allowing this technology into ou r
homes and lives regardless of what candy the utilities are trying to sell us . Existing
education and awareness programs have reduced energy usage and will continue to d o
so .
if you have not done so before, I encourage your personal investigation into thes e
systems and following that,conscientious action .(Please see references below,esp.#1 )
Attached you will find about 1200 words, in five parts, that clarify the subject,and threat ,
of "smart" meters . The story is not over yet.Have you done your part?

You Are Under Attack
Utility Companies are utilizing bully tactics to install "Smart" Metering an d
Communications Technologies across the Country .
Do not believe the Utilities are doing this for you, this is a gimmick to secure Corporate
Profits (from you) in a changing world .There is nothing wrong with the old meters .
The Energy Policy Act of 2005, section 1252,encourages the development of time -
based pricing, advanced metering communications and facilitates the Electricity
Consumers (Voluntary and individually by realest),ability to utilize them .
The Act does not mandate that any Private Consumers utilize these rate structures an d
technologies, or be liable for any fictitious,and Extortionate, costs associated with th e
non-use of the same .
The Act states that benefits from not deploying this demand response system shal l
be recognized . Therefore, maintenance of Federal and State Privacy Rights and Safet y
from possible Identity Theft/Fraud,Health Hazards and Higher Prices are legitimat e
justifications for NOT utilizing such technology devices .
Whether or not a meter has been installed,If you wish to keep your Rights and Safet y
secure:(1) Stand firm,(2) With your account number,Call PG&E at 1-866-743-026 3
and tell them you do not want a "Smart Meter"".(3) Have the representative give you a
confirmation number. (4) Post a notice on your Meter (as simple as "NO Smart Meter")
(5) Let your Local, State, and/or Federal representatives know what you think, AGAIN .
I and over 85,000 other people in the State and even more across the Country support
you .
You Are Being Betrayed .
"The right of the people to be secure in their persons,houses,papers, and effects
against unreasonable seizures and searches may not be violated,,,
"No State shall make or enforce any law which shall abridge the privileges or immunities
of citizens of the United States ; nor shall any State deprive any person of life, liberty, o r
property, without due process of law ;"

The Department of Consumer Affairs,the State Constitution, the United State s
Constitution and the United Nations all say the same thing . Your business is you r
business .Your home is your castle .
When you visit a Web site do you look for a security statement saying "We respect you r
privacy and do not share your information with third parties ."?
Utility companies will never have the security we demand for our lives . Wireles s
communications are not secure and become even less sb the more extensive th e
network becomes. "Smart" meters are identity thieves in our homes .
The CPUC and elected officials are turning a blind eye and allowing utilities to invade
our privacy and to share our information with third parties . This year thousands of
expensive and self-serving new laws and decisions were introduced pandering to
special interest groups, and Oaths of Office have not been upheld ,
"Smart" Meter technologies are an affront to the laws of our land with no due proces sandhave not been stopped by those placed to protect our rights .
Secure your privacy . Tell them what you think .

One of the Laws of Nature is that once things live, they will die, There is nothing we ca n
do about that. Sorry.
With advances in medicine our possible lifetimes have been extended to near double of
that 300 years ago.Our innovations to control our world have affected the world in ways
beyond what Nature had intended and can sometimes repair .
John Muir once said, "When one tugs on a single thing in Nature, he finds it attached t o
the rest of the World "
Back in the 40's we developed Dichlorodiphenyltrichloroethane (DDT) a pesticide tha t
was the "cure-all"for insects that spread disease, including malaria .Concerns o f
environmental safety arose, were proven,and finally in 1972,DDT was banne d
internationally .
In the 70's and 90's microwave and wireless technologies jumped into our lives and b y
the late 00's concerns were being raised about safety ("Don't hold it to your head,you'l l

get Cancer). Nature is very resilient and can repair most things, but at some point th e
DNA chain breaks and there is little we can do about it .
We know electromagnetic radiation exists and effects other electronics .
We believe electromagnetic emissions effect living things but are uncertain how .
Current lack of evidence of harm is not proof of safety .
The Corporation driven "Smart" meter technologies and the massive radiation grid the y
impose on society are a danger in disguise that you, I, and our children, may live to
regret.
Stop them now .
You Are Not Secure .
Just over ten years ago it was brought home to us how vulnerable our society can be t o
people that wish to behave badly .
The problem however might be distinguishing what is the best method of addressin g
these concerns . But the simplest solution to any problem is to keep it simple . (K .I .S .S .
Method )
Our nations power infrastructure is of an age that parts are reaching their life span .
Interconnections between different sections can become strained and fail . In 2003 a
single line failure and control system fault collapsed a large part of the grid in the
eastern part of the country .
In 1999 a ship 25 miles off the coast of San Diego, in operating it's radar, severel y
compromised Water Authority and Electric Company control systems . Geomagneti c
storms have been shown to affect communications and electronics .
The continued proliferation of microelectronics into the control systems in our live s
makes recovery from any large event less possible in the short term, and threatens ou r
very lives in the long .Hardened systems survive where sensitive systems do not .
"Smart"metering technologies increase the possibility of failure and further reduce fiel d
staff that could have the expertise to perform recovery activities. These new
technologies replace dependable equipment that are not the infrastructure we and ou r
governments have called to be strengthened . These technologies are ploys to suppor t
Corporate finances .

The real problems are not being fixed . Demand that they are .
Recall "Smart" meters . We are better without them .
Rutting It Togethe r
The country's energy infrastructure, the wires, towers, transformers,pumps and pipes
that bring utilities to consumers is old, insecure, and approaching its limited carryin g
capacity .
We, and our governments, have called for the "Grid" to be upgraded . We are bein g
given "smart"meters instead .
There is no legal justification for the forced and extortionate replacement of the analog
meters, A Federal Act actually recognizes benefits of not deploying "smart "
technologies .
"Smart" meters represent illegal, unreasonable search, seizure, and compilation o f
personal data on how you live in your home, and its dissemination through insecure
wireless technologies and by sale to third, and beyond, parties .
Yes, many of us use cell/wireless technologies but we can stop, or minimize, our usag e
at any time. This new radiation grid is larger and more persistent than anything we
currently utilize and like peanuts, some can be, or become, partially or deathly allergi c
to it.
"Smart' technologies do not strengthen the infrastructure of our Nation, they merel y
allow the fine manipulation of utility usage within the aging system . Fact : microelectroni c
systems are more sensitive to natural and manmade damage that could cripple our wa y
of life than electromechanical (analog)systems.
The World Bank (2010) reports that United States per capita electrical usage ha s
dropped . To compensate, corporations have developed time-sensitive rate structure s
that support their income and profits.
There is NO public advantage to "Smart" systems .
