We have an existing Type V-N building located in Fire Zone 3, with 12,100 square feet floor area. Its proximity to property lines is shown on the enclosed site plan. For a good many years, the building was used for a warehouse, which we feel is properly classified F-2. The owner wishes to use the building for a fabrication plant for factory built housing of wood frame construction. He has indicated that there will be no cutting, drilling, painting, open flame torch work, or any other type activity that would normally change this use to an E-3 or more hazardous occupancy. 1•:e have accepted the owner's commitment to this effect. We do feel, however, that a fabrication plant or workshop, of the type he has proposed, would change the character of the F-2 use to a more hazardous D operation. Under Section 502 of the U.B.C., we wonder if the intended use is such that the building should be altered to qualify for a Type V-1 Hour structure. For your general information, the building is wood frame, With metal exterior covering, heavy timber exposed roof framing, and the interior walls covered with 5/8" Type a gypsum board. We would request an early reply to this inquiry, in that the owner is anxious to proceed with his fabrication operations. Your assistance will be greatly appreciated. Sincerely, ve nc: Ronald D. In its present configuration, with no modifications, this building cannot be used for the use intended. In addition, a covenant would be required on the adjoining property where Mr. Skinner is proposing to provide for off street parking. This piece of property is in separate ownership. Should Mr. Skinner feel that he and the owner wish to make the necessary corrections to conform to the Buildinb Code, the foilowing recommendations are offered: 1. All exterior walls of this building closer than 5' to property lines shall be of four hour construction. 2. All exterior walls closer than 101 to property amine shall be of two hour construction. 3. All exterior walls closer than 20' to property line shall be of orie hour construction. 4. A three hour separation wall shall be installed between the mar_ufacturir_g plant ar.d the residential structure at the Northeast corner of the building. 00 " ," , L Li . _1 Board of Adjustments 10/8/o9 Res. No. 11-69 5. The entire building shall be fully sp.-inklered in an approved manner according to the required standards of the Uniform Building Code and the Pacific Fire Rating Bureau. 6. All conditions and requirements of the Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code and the National Electrical Code and the zoning requirements of the City of San Luis Obispo shall be complied with prior to occupancy of the structure. Should Mr. Skinner and/or the owner submit an alternate to these conditions that meets the intent of all the codes con- cerned, this Department will be most happy to review that submittal and comment on its acceptability. Respectfully submittedt /John L. Kellerman Chief Building inspector JLK: ve February 27, 1970 Mr, Ken Crain 380 Pismo street San Luis Obispo, California Dear Mr. Crains In accordance with our conversation of several weeks ago, I am writing to I inform you of my findings regarding your building at 380 Pismo Street. I feel that I should point out that until this department is furnished a comprehensive fully scaled and dimensional plot plan, I will not be able to accurately state the restrictions and/or allowances that may be imposed on your structure. To arrive at some basis of discussion, I shall have to establish certain conditions as they exists 1. Use Zone: R-3 2. Fire Zones 3 3, Type Constructions V-N 4, Occupancy Group: F 5. Area of Warehouses 12,100 square feet 6. Stories: 1 7. Occupant Load: 40 The first determination we have to make is the allowable floor area. Table 5-C of the Uniform Building Code permits 6000 square feet with a 1/3 increase in Lire Zone 3, for a building of Type V-N construction with an "F" occupancy. Therefore, the structure is 4000 square feet over area. As you can see, we cannot allow an increase in floor area without providing certain means of fire protection. The second problem deals with exiting. Because of the area, the potential occupant load is 40. Table 33 A of the Uniform Building Code indicates that there shall be two conforming exits for an occupant load of over 30. Your building has only one exit which almost conform. However, the access to this exit is non -conforming. Again, we cannot allow an increase in floor area, which would increase the occupant load potential. ;MMmmmj Because of the non -conforming situation, the building cannot be used for any occupancy which will change the use to a more restricted nature or a higher life hazard. With these items in mind, we recommend that you consider providing the necessary fire protection either by fire resistive conatructio; or fire sprinklers. 0G.00 4 .10 0 i Mr. Ken Crain - 2 - 2/27/70 One additional item that I feel should be mentioned is that to erect any interior walls that are planned to carry future floor loads, they shall be provided with foundations. The existing floor slab cannot be used to satisfy this requirement. I hope this letter will provide you with some guide lines which will help in your planned expansion of your building. If you have any questions regarding this mutter, feel free to contact this office anytime. Sincerely, Ronald D. Young Director of Planning and Building JLK:ve By: John L.
