Dear Mr. Crane:
It is our pleasure to inform you that we have received a verbal response from
I.C.B.O. regarding our interpretation of the character and use of your building
located at 380 Pismo Street in San Luis Obispo. A written report from I.C.B.O.
Will follow, of which we will send you a copy.
1. C. B. 0. has indicated that the specific use of the building conforms to the
general classification of Group F, Division 2, and would not constitute any
change from its prior use. This interpretation agrees with your feelings con-
cerning the use of the building.
In view of this, you are advised that subject to conforming installation of
h restrooms and plumbing therefor, we will appi-we the structure for the use of
prefabrication of wood structures. T14is approval does not carry with it using
n the building for cutting, painting, dr1111ag, torch work, welding, storage of
l— fla®able or combustible materials, spray painting, and any other high hazard
use.
You are advised that this letter will supercede our letter, dated December 22,
1970. Any use at present or in the future, which in the determination of this
department results in an occupancy of greater hazard than that permitted in the
Group F, Division 2, will require the entire building to be brought to "coda"
as outlined in the Uniform Building Code for the use intended.
We wish to apologize for the inconvenience and delay in providing you with this
determination and offer our services at any time. If you have any questions
regarding this matter, contact this department.

Dear Mr. Skinner:
Regarding your letter, dated August 6, 1971, the following is our
inspection report of 290 and 380 Pismo Street.
290 Pismo Street: We find no major discrepancies in the building at
this address, providing there is no open flame welding, spray painting,
or combustible storage within the structure. Compliance with those
items indicated on the Fire Department's letter, dated 8/16/71. or a
satisfactory alternate to the satisfaction of the Fire Dept., has been
obtained.
380 Piwo Street
Da. The ventilating fans for the restrooms shall be vented to the outside.
b. The floors and walls of the restrooms shall be of a smooth hard non -
absorbent surface, such as Portland cement, concrete, ceramic tile,
or similar approved material. Wall covering such as "formica" or
"marlite" is acceptable.
c. Plastic plumbing shall be removed and replaced with either cast iron
or copper. Permits shall be obtained and inspection of the plumbing
installation shall be made by this department.
d. A landing and steps shall be installed on the outside of the rear exit.
Once these items have been completed, inspected and approved by this
department, we will issue a Certificate of Occupancy for the buildings
at 290 and 380 Pisa Street. If you have any questions regarding this
natter, contact this office.

ve have completed the planning and development stage of our program and are
preparing to begin production. A backlog of contracts and construction financing
has ueen arranged. Negotiations are in process on very substantial projects.
The City Planning Commission has approved use of the 330 Pismo Street property as
a housing fabrication facility. As originally submitted there was a question as
to the proper occupancy classification primarily because our actual production
procedures had not been determined. Two elements of concern to the city were the
cutting of wood and the quantity of materials to be stored within the 380 Pismo
Street ouilding.
We have leased the 29U Pismo Street property and incorporated it into the produc-
tion procedures. Enclosed is a layout plan of both properties and a brief descrip-
tion of the procedures at each location. Sawing is confined L.o 290 Pismo Street
as is the initial processing and storage of plywood, cabinets and lumber. I believe
that Luis plan has taken all factors into consideration and that the F-2 occupancy
classification of the 330 Pismo Street facility is now proper.
Substantial improvements have now been made :o both properties and the balance if
the work can be completed in a iew days. We request that the properties be inspected
and both be cleared for operations when work as indicated on the enclosed plan hss
been satisfactorily completed.

HOUSING SYSTEMS COMPANY - COMPONENTS AND FABRICATION
On the reverse side are layout plans showing work stations and movement of materials
and components. These are:
A. RECEIVING AND PROCESSING - 290 Pismo Street:
1. Shipment of lumber received, stacked into inventory piles, cut to dimension,
coded and moved to FABRICATION.
2. Shipment of exterior plywood received, stacked, primed on processing table,
stacked for movement to FABRICATION.
3. Shipment of cabinets received, placed on processing benches, processed as follows:
(1) stain and wipe, (2) sand and seal, (3) lacquer finish. Move to FABRICATION.
B. FABRICATION - 380 Pismo Street:
1. Receive standard studs, drywall, plumbing pipes, fittings, tubs, showers,
toilets, cabinet tops, equipment, appliances, etc. that do not require processing
as described above. Receive processed items as described. Place in proper
inventory location.
2. Framing tables - walls and ceiling panels fabricated entirely with pre-cut members,
plywood or drywall placed on one side, route as follows: (1) plumbing walls to
plumbing fabrication station, (2) kitchen or bath walls to kitchen or bath framing
station, (3) prefabrication package to jobsite trailer.
3. Framing stations - with crane (1) place walls on framing template and secure,
(2) place ceiling panel on walls and secure, (3) lift unit and secure transporta-
tion dollies to floor plate. Move to next station.
4. Stations 2, 3 and 4 - drywall taping, electrical, plumbing, heating and insulation
operations. Inspections. Dry time for drywall.
5. Stations 6, 7 and 8 - drywall finish, paint, dry time, cabinet installation,
cabinet tops, finish plumbing, finish electrical and finish carpentry operations.
Inspections. Move to loading station.
6. Loading station - with crane and special spreader bar and lines attached to
lifting points on transportation dollies, lift bath and then kitchen unit on
to trailer. Secure to trailer and for transportation. Inspections. Move to
jobsite.
Jobsite shipment for a normal size single family home consists of two trailers.
One trailer handles the kitchen and bath units with some pre-cut and prefabricated
members included on this trailer. The other trailer handles the prefabrication
package of walls and framing members.

Re: 380 Pismo Street
We request your assistance in determining the relative hazard classification
of an F-2 occupancy. We have an existing Type V-N building located in Fire
Zone 3, with 12,100 square feet floor area. Its proximity to property lines
is shown on the enclosed site plan. For a good many years, the building was
used for a warehouse, which we feel is properly classified F-2.
The owner wishes to use the building for a fabrication plant for factory
built housing of wood frame construction. He has indicated that there will
be no cutting, drilling, painting, open flame torch work, or any other type
activity that would normally change this use to an E-3 or more hazardous
occupancy. 1•:e have accepted the owner's commitment to this effect.
We do feel, however, that a fabrication plant or workshop, of the type he
has proposed, would change the character of the F-2 use to a more hazardous
D operation. Under Section 502 of the U.B.C., we wonder if the intended use
is such that the building should be altered to qualify for a Type V-1 Hour
structure.
For your general information, the building is wood frame, With metal exterior
covering, heavy timber exposed roof framing, and the interior walls covered
with 5/8" Type a gypsum board.
We would request an early reply to this inquiry, in that the owner is anxious
to proceed with his fabrication operations. Your assistance will be greatly
appreciated.

Gentlemen:
Please be advised of the following circumstances relating to
the structure at 380-382 Pismo Street, which Mr. Ray Skinner
proposes to utilize as a manufacturing plant for Housing
Systems Company.
This building is a wood frame building with metal covering
of approximately 12,000 square feet. The proposed use that
Mr. Skinner intends for this building puts it into an E-3
occupancy classification. This particular classification

Systems Company.
This building is a wood frame building with metal covering
of approximately 12,000 square feet. The proposed use that
Mr. Skinner intends for this building puts it into an E-3
occupancy classification. This particular classification
carries with it numerous restrictions and requirements
relating to exterior wall protection, maximum allowable area
of the building, separation from adjoining residential build -
ins and protection of exterior openings.

In accordance with our conversation of several weeks ago, I am writing to I
inform you of my findings regarding your building at 380 Pismo Street. I
feel that I should point out that until this department is furnished a
comprehensive fully scaled and dimensional plot plan, I will not be able to
accurately state the restrictions and/or allowances that may be imposed on
your structure.
To arrive at some basis of discussion, I shall have to establish certain
conditions as they exists

The first determination we have to make is the allowable floor area. Table 5-C
of the Uniform Building Code permits 6000 square feet with a 1/3 increase in
Lire Zone 3, for a building of Type V-N construction with an "F" occupancy.
Therefore, the structure is 4000 square feet over area. As you can see, we
cannot allow an increase in floor area without providing certain means of
fire protection.
The second problem deals with exiting. Because of the area, the potential
occupant load is 40. Table 33 A of the Uniform Building Code indicates that
there shall be two conforming exits for an occupant load of over 30. Your
building has only one exit which almost conform. However, the access to
this exit is non -conforming. Again, we cannot allow an increase in floor area,
which would increase the occupant load potential. ;MMmmmj
Because of the non -conforming situation, the building cannot be used for any
occupancy which will change the use to a more restricted nature or a higher
life hazard. With these items in mind, we recommend that you consider
providing the necessary fire protection either by fire resistive conatructio;
or fire sprinklers.

One additional item that I feel should be mentioned is that to erect any
interior walls that are planned to carry future floor loads, they shall be
provided with foundations. The existing floor slab cannot be used to
satisfy this requirement.
