McCluskey, Public Works Directo Harry Watson, Transit Manager SUBJECT: 1993/94 Claim for Transportation Development Act (TDA) Subventions CAO RECOMMENDATION: 1) By resolution, approve the Annual Claim for Local Transportation Funds and Sate Transit Assistance Funds 2) By motion, approve amendments which bring the 1993/94 budget into conformance with the 1993/94 claim for TDA subventions. DISCUSSION: The Transportation Development Act (TDA) of 1972 annually allocates state money to local agencies for their approved transportation programs and projects. These allocations are made through local two funds, the Local Transportation Fund (LTF) and the State Transit Assistance (STA) Fund, which are administered in this county by the San Luis Obispo Council of Governments (SLOCOG). City policy (page B-9 of the 1993/95 Financial Plan) restricts use of all TDA revenue to alternative transportation, such as transit or bike and pedestrian projects. TDA stipulates that two percent the LTF allocation (after deducting contributions for regional planning and administration) be used for bike and pedestrian projects. The TDA allocation available to the City in 1993/94 amounts to $995,263 ($936,350 from the LTF and $58,913 from the STA Fund) for the following purposes: City Share of SLOCOG Cost (from LTF) $ 47,520 City Share of Regional Transit Cost (from LTF) 302 425 Bike and Pedestrian Projects (from LTF) 17,777 SLO Transit (from LTF) 5689628 SLO Transit (from STA Fund) 58.913 Total $995,263 The City must file a claim with SLOCOG to receive this money. FISCAL IMPACT: After City shares of SLOCOG cost ($47,520) and Regional Transit cost ($302,425) are deducted, there is a net $645,318 available. Because this amount is greater than the amount in the 1993/94 budget, an amendment is needed to bring the budget into conformance with the 1993/94 claim for TDA subventions. The proposed adjustments will: 1) increase TDA •3-1 �uH�uHIuIIIIIIIIIII ��I�U city of san t oBispo COUNCIL AGENDA REPORT 1993/94 Claim for Transportation Development Act (TDA) Subventions Page 2 revenue budgeted for the transportation development act fund from $16,500 to $17,777 (see page G-10 of the 1993/95 Financial Plan) and 2) increase TDA revenue budgeted for the transit fund from $509,700 to $627,541 (see page G-18 of the 1993/95 Financial Plan). The additional $117,841 revenue for the transit fund will remain unappropriated pending completion of a plan for financing the level 2 transit service expansion. This expansion, tentatively proposed for 1994/95, would bring half hour service to most areas of the City. (1993 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING THE ANNUAL CLAIM FOR LOCAL TRANSPORTATION FUNDS AND STATE TRANSIT ASSISTANCE FUNDS WHEREAS, the San Luis Obispo Council of Governments ("SLOCOG") has allocated $995,263 of Transportation Development Act subventions to the City of San Luis Obispo ("the City") for approved transportation programs and projects; and WHEREAS, to receive this money, the City must file a claim with SLOCOG to receive this money; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Luis Obispo as follows: L to approve the Annual Claim for Local Transportation Funds and State Transit Assistance Funds 2. to authorize the Transit Manager to execute the claim documents 3. to direct the City Clerk to forward one executed copy of the claim and one certified copy of this resolution to: San Luis Obispo Council of Governments 1150 Osos Street, Suite 202 San Luis Obispo, CA 93401 Upon motion of , seconded by and on the following roll call vote: AYES: NOES: ABSENT: the foregoing resolution was adopted this day of , 1993.
