CAO RECOMMENDATION: By motion, 1) Approve plans and specifications for "Street Reconstruction and Resurfacing Project '93-'94: Various Locations, Specification No. 93-31" 2) Authorize staff to advertise for bids 3) Authorize the CAO to award the contract if the lowest responsible bid is within engineer's estimate. DISCUSSION: On February 16, 1988, the Council adopted the City's Pavement Management Plan by Resolution No. 6398. This plan provides a mechanism for evaluating street pavements and identifying projects and priorities to economically maintain the City's street system. During the winter of .988/89, all street pavements were inspected for defects, and a zehabilitation plan was developed based on the data collected. The review of the streets was then updated in the winter of 191-192 . Each year staff prepares a reconstruction and resurfacing project which includes the paving work deemed most appropriate for the long-term economical maintenance of City streets. To comply with the American Disabilities Act, new sidewalk ramps will be installed on streets scheduled for complete reconstruction. The Public Works Department is also arranging for the reuse of the grindings as part of the improvement of the Fire Communications Systems Road expected to be constructed around January. CONCURRENCES: Community Development Department has given this project a categorical exemption. FISCAL IMPACT: This project is part of the 1993/94 Street Reconstruction and Resurfacing project which is listed on pages E-6 and E-17 . Utilities Department will be contributing a small amount to upgrade some of its facilities.
