While I support the City’s goal of maintaining critical infrastructure, tying compliance to property transfers is not the most effective approach. A point-of-sale policy relies on unknown future transactions and does not target the properties most in need of repair. Sewer laterals that are failing or contributing to system issues exist independently of whether a property is being sold, meaning this approach may miss higher priority problems while imposing costs based solely on timing. Additionally, because these costs are triggered by property transfer rather than system need, they may have unintended downstream effects on housing availability and affordability, including for renters. A more effective solution would focus on identifying and prioritizing known areas of concern, with reasonable timelines and support for property owners. Thank you for your time and consideration.
