Subject:Dissolving the Sewer Lateral Offset Program
Dear Council Members:
I support City staff’s recommenda?on to dissolve the sewer lateral offset program and instead require
replacement of sewer laterals iden?fied as poor or failed within capacity-constrained areas through the
inspec?on-upon-sale program, with comple?on required within 180 days. The offset program has become an
addi?onal impediment to housing produc?on and affordability, and it has proven difficult for the development
community to navigate and implement.
The need for more housing is not abstract. In my own firm, we struggle to hire and retain legal professionals
because they cannot afford to live in this community. Policies that slow or complicate housing delivery
directly affect our ability to a?ract and keep qualified staff, which has real economic and service impacts well
beyond any single project.
At the same ?me, repairing damaged sewer laterals in capacity-constrained areas is cri?cal to controlling
long-term City costs, and the proposed 180-day comple?on window is reasonable. For these reasons, I
support staff’s informed recommenda?on to discon?nue the offset program in favor of a clearer, more
predictable approach that supports housing while addressing infrastructure needs.
