Esteemed member of the Council and Madam Mayor,
I am writng in to express my support for the City Staff's recommendation to dissolve the current sewer
lateral offset program and adopt a requirement for inspection and replacement of failed or failing laterals
upon sale with a 180 day compliance period.
From the onset the replacement program has unfairly burdened the development of new infill housing
and the rehabilitation of existing housing stock, both of which support most of the major city goals.
It is fair and reasonable to guarantee that home buyers do not inherit a major infrastructure problem.
The scarcity of homes for sale in our city makes buyers eager to purchase anything they can.
Additionally, first-time homebuyers often do not understand the implication of a failing sewer lateral, so
having this protection in place is important.
