SUBJECT: Application for Used Oil Recycling Block Grant
CAO RECOMMENDATION
By motion, adopt a resolution approving the application for grant funds from the Used Oil
Recycling Fund under the Used Oil Recycling Enhancement Act.
BACKGROUND
The California Oil Recycling Enhancement Act provides funds to cities and counties for
establishing and maintaining local used oil collection programs that encourage recycling or
appropriate disposal of used oil. The California Integrated Waste Management Board (Board)
administers the program. This is a noncompetitive grant with eligibility depending on the
existence within the jurisdiction of a Certified Oil Collection Center. ECOSLO has recently
received State Certification as a Collection Center. The amount of the grant is based on
population.
The State Board encourages public/private/nonprofit partnerships as well as interjurisdictional
programs. City staff has worked with County staff and ECOSLO to develop a partnership to
maximize the benefit from limited funds on projects that can be developed and administered
jointly. The County will act as grant applicant and grant program manager. ECOSLO will be
retained by the County to oversee program implementation and maintain grant accounting
procedures. The City will receive $13,755 and the County will receive $30,077.
The proposal is for a three part program to: (1) upgrade the oil collection facilities at the two
existing Certified Oil Collection Centers (ECOSLO and RALCCO), (2) increase the number of
collection sites at private enterprises (gas stations and auto parts stores) within the jurisdictions
and, (3) develop and implement a unified promotion, education and public information program.
FISCAL IMPACT
The City will receive $13,755 which will be devoted to the above program within the
jurisdiction. The project will be designed to fund facility start ups and improvements, and
public education materials within the amount of the grant with no dedication of City funds to the
project. Since ECOSLO will administer program implementation, City staff time dedicated to
implementation will be limited to monitoring the programs and may total ten hours.

RESOLUTION OF THE CITY OF SAN LUIS OBISPO
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE
USED OIL RECYCLING FUND UNDER
THE USED OIL RECYCLING ENHANCEMENT ACT
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides funds to cities and counties for establishing and
maintaining local used oil collection programs that encourage recycling or appropriate disposal
of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has been
delegated the responsibility for the administration of the program within the state, developing
necessary procedures governing application by cities and counties under the program;
WHEREAS, said procedures established by the California Integrated Waste Management
Board require the applicant to certify by resolution the approval of application before submission
of said application to the state; and.
WHEREAS, the City of San Luis Obispo (City) will enter into an agreement with the
State of California for development of the project; and
WHEREAS, the City and the County of San Luis Obispo (County) desire to expand and
enhance opportunities for appropriate and safe collection and recycling of used motor oil within
their jurisdictions; and
WHEREAS, the City and the County have developed a three part program to improve
existing Certified Oil Collection Centers in their jurisdictions, to increase the number of
collection sites at private enterprises within their jurisdictions, and to develop a unified
promotion, education and public information program; and
WHEREAS, the City and County have agreed to jointly apply for funding from the Used
Oil Recycling Block Grant to achieve their common goals; and
WHEREAS, the City will enter into an agreement with the County in which the County
will agree to act as grant applicant and regional program manager;
NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo HEREBY:
1. Approves the filing of an application for the California Used Oil Recycling Block
Grant Program under the California Oil Recycling Enhancement Act for state
grant assistance for the project specified above; and

2. Certifies that said applicant has or will have sufficient funds to operate and
maintain the project; and
3. Appoints the Solid Waste Coordinator as agent of the City of San Luis Obispo to
conduct all negotiations, execute and submit all documents including, but not
limited to applications, agreements, amendments, payment requests and so on,
which may be necessary for the completion of the aforementioned project.

USED OIL COLLECTION PROJECT GRANT AGREEMENT
BETWEEN THE CITY OF SAN LUIS OBISPO AND
THE COUNTY OF SAN LUIS OBISPO
This contract, dated , 1993 by and between the County of San Luis Obispo
(hereinafter referred to as "County") and the City of San Luis Obispo (hereinafter referred to
as 19Cityll),
WITNESSETH
WHEREAS, the State of California has enacted the California Oil Recycling Enhancement
Act that provides funds to cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has been delegated
the responsibility for the administration of the California Used Oil Recycling Block Grants
Program,
WHEREAS, the City and County desire to expand and enhance opportunities for appropriate
and safe collection and recycling of used motor oil within their jurisdictions; and
WHEREAS, the City and County have agreed to jointly apply for funding from the Used
Oil Recycling Block Grant to achieve this goal; and
WHEREAS, a Certified Oil Collection Center is provided within the City by ECOSLO, a
nonprofit environmental' center, at 45 Prado Road, and within the County by RALCCO
Recycling at 801 Ralcoa Way, Nipomo, meeting the grant eligibility requirements for receiving
a Used Oil Block Grant; and
WHEREAS, the City and County desire to develop partnerships with private and nonprofit
organizations to enhance opportunities for safe collection and recycling of used motor oil; and
WHEREAS, The City and County have developed a proposal for a three part program to
improve oil collection facilities at. existing Certified Oil Collection Centers, to increase the
number of collection sites at private enterprises within the jurisdictions, and to develop a unified
promotion, education and public information program;
NOW, THEREFORE, in consideration of the benefits to residents and in consideration of
the mutual conditions, promises and agreements set forth herein, the City and County do hereby
mutually covenant and agree as follows:
1. The County will act as grant applicant and regional program manager.
2. The County will manage the implementation of the program as described in the
grant application.
