Adventist Health supports City staff’s recommendation to dissolve the sewer lateral offset program and to require replacement of sewer laterals identified as poor or failed within the capacity-constrained area through the inspection-upon-sale process, with a 180-day completion window. The current offset program has created unnecessary barriers to housing production and affordability, and it has been difficult for the development community to navigate. Streamlining this requirement will remove a significant obstacle to building much -needed housing while ensuring that failing infrastructure is addressed in a timely and cost-effective way. As a major healthcare provider and employer, we see every day how housing availability affects our workforce and the broader community. We encourage the Council to support staff’s informed recommendation to discontinue the offset program. Thank you for your continued leadership and for considering policies that strengthen housing access, support essential workers, and improve the overall health of our community.
