Purpose This memorandum outlines the specific construction methods and arboricultural requirements for performing work near four (4) significant trees identified for preservation during the SLOMA Network Expansion Project. Adherence to these protocols is critical to maintaining tree stability and health throughout the demolition and construction phases. 2. Target Tree Profiles All four trees are designated to be Protected In Place using Type III Tree Protection. • Trees #3, #5, and #7 (California Sycamores): High-value native trees. Trees #3 and #5 show signs of potential internal decay and may require a level 3 assessment. • Tree #14 (Holly Oak): Located within a raised planter; requires specific care during the removal and replacement of surrounding walls. 3. Required Protection Measures • Type III Protection (Trunk Wrapping): Because these trees are located near the patio or within planters where installing type I or II protective fencing will not be feasible, the trunks must be wrapped with a two-inch-thick layer of orange plastic silt fencing from the ground to the lowest limbs. This must be covered by vertically oriented two-by-four wooden slats to prevent mechanical damage from equipment. • Tree Protection Zone (TPZ): Prohibited activities within the TPZ include the storage of materials, dumping of waste (paint, concrete, etc.), or using trunks for winch support. Soil disturbance or grade changes are prohibited without arborist approval. • Root Buffer: a minimum 6 inch deep layer of mulch shall be spread throughout the CRZ of each the trees and topped with specialized ground protection mats to minimize soil compaction and reduce the chances of roots being crushed, cracked, or torn by heavy equipment activity. 4. Construction and Excavation Methods • Exploratory Digging for Helical Piles: Before installing helical piles to support the new deck, exploratory holes must be carefully hand-dug at pile locations. This allows the team to locate structurally significant roots and adjust pile locations to avoid damage. Project Arborist must be on-site during all future exploratory potholing to note the presence of roots, and provide direction should roots over 2” in diameter be encountered. Any roots that are damaged or severed during 2 OFFICE: 949.207.3770 WWW.MONARCHU.COM 34237 VIA SANTA ROSA DANA POINT, CA 92624 exploratory digging shall be covered with burlap and kept moist until the potholes can be backfilled, ideally the same day. • Below is a statement from the contractor regarding their proposed construction methods: o “Hand digging using post hole shovels to a minimum depth of 3 feet shall be used at locations of helical pier and concrete footings for the deck at the creek hillside to determine the presence of roots. Hand digging shall cease where roots 2 inches or large are encountered and no helical piers or footings shall be placed in these locations. o A mini-excavator shall be used to place helical piers within reach from the paver edge. Helical piers to be placed outside the reach of the mini-excavator shall be installed using hand operated equipment. o Specialized root protection mats or a buffer consisting of 6 inches of wood chips should be used to spread weight and prevent soil compaction when supplemental supporting equipment is utilized during the helical pier placement. o Periodic inspections of work effort shall occur to observe compliance. Roots damaged or severed larger than 2 inches shall be documented and reported to the project arborist within 6 hours. Work effort shall be conducted in collaboration with the project arborist.” • Requirements for Work with Permeable Pavers: o Tree #3: Permeable paver installation involves 35% total Critical Root Zone (CRZ) encroachment. Excavation for these pavers is limited to a 6-inch depth into native subgrade and must be performed only with hand tools. o Tree #14: 19% of its CRZ encroachment is for permeable pavers, which also requires the exclusive use of hand tools to excavate to a 6-inch depth into native subgrade. o Removal of existing brick pavers shall be staged in designated areas, and over plywood or on pallets. • Utility and Wall Work: Any trenching for utilities or drainage must tunnel under roots two inches in diameter or larger. Specific care is required when removing the existing walls around the root zone of Tree #14 to prevent instability. Project arborist shall be on site to confirm the presence of structurally significant roots. • Heavy Equipment: Use of backhoes, steel tread tractors, or other heavy vehicles shall be severely limited within the TPZ, and only used when absolutely necessary. o Use of heavy equipment within the TPZ is prohibited unless expressly approved by the project arborist. Where approved, equipment shall operate only over installed root protection measures (minimum 6 inch mulch layer topped by ground protection mats), and for the minimum duration necessary. Root Management Protocols • Two-Inch Rule: All roots encountered that are two inches in diameter or larger must be protected from damage. • Severance Procedure: Roots over one inch that must be removed should be cut cleanly with a hand or chain saw, and the following procedures shall be closely followed in order to prevent root desiccation: 1. Immediately shade exposed roots by covering the trench sides with burlap. 2. Keep burlap moist by watering twice daily. 3. Before backfilling, sever the root cleanly and place a plastic bag over the cut (secured with tape or rubber bands). 4. Remove plastic bags immediately prior to backfilling with clean, native material. 6. Monitoring and Maintenance • Arborist Supervision: the designated project arborist shall be on-site to monitor all work that takes place within each tree’s CRZ, and direct any necessary pruning of roots over 2 inches in diameter. • Irrigation: adequate soil moisture levels shall be maintained throughout the duration of the project. In order to achieve this, supplemental irrigation shall be applied to each tree’s CRZ at least twice per month, wetting the soil to a minimum depth of 24 inches. Soaker hoses should be installed throughout the CRZ prior to the application of mulch and installation of the ground protection mats, maintaining a buffer of at least two feet away from tree trunks as well as proposed helical pier sites. • Damage Reporting: Any accidental injury to branches, trunks, or roots must be reported to the project arborist within six hours for mitigation recommendations. All protection measures must be installed prior to the start of construction, and remain in place until final project inspection. Specialized equipment, data collection and analysis, and/or expertise are usually required. • Air Excavation Device: device that directs a jet of highly compressed air to excavate soil. Used within the root zone of trees to avoid or minimize damage to tree roots or near underground structures such as pipes and wires. May also reduce hazards associated with excavation near pipes or wires. • Arborist: professional who possesses the technical competence gained through experience and related training to provide for or supervise the management of trees and other woody plants in residential, commercial, and public landscapes. • Basic Assessment: detailed visual inspection of a tree and surrounding site that may include the use of simple tools. It requires that a tree risk assessor walk completely around the tree trunk looking at the site, aboveground roots, trunks, and branches. • Callus: undifferentiated tissue formed by the cambium, usually as the result of wounding (contrast with woundwood). • Cambium: thin layer(s) of meristematic cells that give rise (outward) to the phloem and (inward) to the xylem, increasing stem and root diameter. • Canopy: collective branches and foliage of a tree or group of trees’ crowns. Aggregate or collective tree crowns. • Codominant stems / leaders: forked branches nearly the same size in diameter, arising from a common junction and lacking a normal branch union. • Critical Root Zone (CRZ): area of soil around a tree where the minimum amount of roots considered critical to the structural stability or health of the tree are located. CRZ determination is sometimes based on the drip line or a multiple of DBH, but because root growth is often asymmetric due to site conditions, on-site investigation is preferred. • Crown: upper part of a tree, measured from the lowest branch, including all the branches and foliage. • Crown Restoration: method of restoring the natural growth habit of a tree that has been topped or damaged in any other way. Restoration pruning. • Decay: (1) (noun) an area of wood that is undergoing decomposition. (2) (verb) decomposition of organic tissues by fungi or bacteria. • Diameter at Breast Height (DBH): Trunk diameter, measured at 1.4 meters (4.5 feet) above ground. • Dieback: condition in which the branches in the tree crown die from the tips toward the center. • Drip Line: imaginary line defined by the branch spread of a single plant or group of plants. • Epicormic Shoot: shoot arising from a latent or adventitious bud (growth point). • Girdling Root: root that encircles all or part of the trunk of a tree or other roots and constricts the vascular tissue and inhibits secondary growth and the movement of water and photosynthates. • Leader: primary terminal shoot or trunk of a tree. Large, usually upright stem. A stem that dominates a portion of the crown by suppressing lateral branches. • Live Crown Ratio (LCR): ratio of the height of the crown containing live foliage to the overall height of the tree. • Overextended Branch: a branch that has grown longer than the natural extent of the tree's canopy and can no longer be securely held before breaking under its own weight. See root crown, root flare, and trunk flare. •Root collar/root crown excavation: process of removing soil to expose and assess the root collar (root crown) of a tree. •Root Pruning: (1) in transplanting, the process of pre-digging a root ball to increase the density of root development within the final root ball. (2) in tree conservation and preservation, the process of pre- cutting roots behind the line of a planned excavation to prevent tearing and splintering of remaining roots. (3) in tree disease management, severing tree roots to prevent disease transmission through root grafts. •Root Zone: (1) horizon or layer within the soil profile where roots exist. Typically the root zone of a tree extends well beyond the drip line. •Soil Compaction: compression of the soil, often as a result of vehicle or heavy-equipment traffic, that breaks down soil aggregates and reduces soil volume and total pore space, especially macropore space. •Sonic Tomography: use of multiple sensors placed around a trunk or limb to record sound or magnetic waves traveling through the wood, with measurements resulting in a picture of internal density characteristics. Typically used to measure the extent of decay. •Structural Roots: large, woody, tree roots that anchor and support the trunk and crown.
