A 50% cost estimate was provided by SSA on March 7, 2024. The cost estimate included a few items outside the scope of our grant application. SSLA then provided a revised cost estimate on August 19, 2024, that breaks out alternatives that could be constructed later or separately, along with a reduction to the overall project cost. The cost of the project is still much higher than was anticipated when completing the grant application process. We are happy to meet and discuss further if clarification is needed. For Emerson Neighborhood Park (SW-40-002) we discussed scope modifications to reduce cost of construction. A letter signed by the authorized rep is required to facilitate a scope modification, the requirements of this letter are below: Cover letter from the authorized representative explaining the following: a) Describing the proposed removal or modification to the Recreation Feature(s) or Major Support Amenity from the original Grant Scope. b) Explaining why the proposed removal or modification is needed. c) Describing how the proposed removal or modification affects the range of recreational opportunities between the original Grant Scope, and the proposed scope change. d) Describing how the proposed removal or modification impacts the projected number of users. e) Describing how the proposed removal or modification effects projected operating hours. f) Describing how the residents were notified of the proposed removal or modification and given the opportunity to provide feedback about the proposed reduction. Explain any controversy and describe what actions were taken to mitigate the controversy. g) Describing reasonable attempts to obtain funding from other local, State, Federal, or private sources to complete the original grant scope. As stated in our meeting, a final inspection is not required for this project due to its small scope and non-competitive nature. To close this project once the project is complete, we require the following: 1. Photos of all scope items completed 2. Photos of ADA Accessible Paths of Travel 3. An aerial/overview of the whole site 4. Photo of the bond act sign in place 5. Project completion packet The project completion packet consists of our payment request workbook, audit checklist, project completion packet, and a DPR541 (Public Contracting Cert) for any contracted services. Since the grant was awarded in fall 202L, construction costs have risen significantly, necessitating adjustments to the City of San Luis Obispo's original project scope to stay within budget while maintaining the core objectives of the project. The updated proposed modifications include: - Removalof the three shade structures (overthe dog park, exercise equipment, and bocce ball areas) - Removal of overhead lighting for dog park, basketball court, and play areas - Removal of solar lighting around the facility and park area - Removal of rainwater collection system off restroom rooftop - Removal of perimeter decorative fencing around the park - Scaling the playground amenities to support two age groups (0-5, 5-12 years of age) The requested changes are necessary due to the unprecedented rise in construction costs, which have made it financially unfeasible to deliver the full project scope as originally planned. While these adjustments may limit evening access and usability during infrequent weather events, the region's moderate climate ensures that the impact will be minimal. The park's current user base will not be significantly affected, as these features are not presently part of the park. Similarly, the operational hours will remain unchanged at sunrise to sunset since lighting to support activities, aside from basic safety lighting, has never been a feature of the park. The core amenities from the originalgrant submittal are still planned to be included in the project: inclusion of restroom, upgrades to playground to expand and have amenities to support age groups of 0-5 and 5-12 years of age, safety walkway lighting, new blacktop, upgraded basketballcourt, inclusion of dog park, and hydration stations. Community members and Parks and Recreation Commissioners were informed of the proposed modifications during the monthly Parks and Recreation Commission Meeting on December L1.,2024, where there was an opportunity to provide feedback. As members of the community and commissioners were disappointed in the need to reduce the scope, they provided feedback and were optimistic that the removed amenities could have an opportunity to be phased into future upgrades based on funding. Staff appreciate the thoughtful input from commissioners and residents and have worked diligently to incorporate their perspectives into the staff's decision-making process. To complete the original scope as planned, staff has actively sought additional funding from local, State, Federal, and private sources. The City utilizes Adrienne Harris Consulting (adrienne@adrienne- harris.com, 805.316.0746) to assist with researching and review of City grant opportunities and applications. Adrienne Harris was a key component in the initial Prop 68 Grant application and subsequent award for the Emerson Neighborhood Park Beautification project in 2O21.. To date, no additional sources of governmentalfunding have been awarded. Additionally, during discussions by staff, the scale of funding required to incorporate the requested amenity removals is beyond what local business or private investors are able to supplement. The City is requesting the modifications outlined above in order to maintain the expected project completion date of December 2027 in order to meet the Prop 68 Grant requirements. The City is committed to continuing to explore opportunities for supplemental funding to achieve the original vision. While the proposed changes are necessary to address current financial constraints, they do not reflect a departure from the long-term vision for the park. Staff remain fully committed to pursuing additional grants or donations to complete these and other removed elements in the future, ensuring the park evolves into the comprehensive and vibrant recreational space originally envisioned by and for the community. We deeply value the California Department of Parks and Recreation's support in helping the City of San Luis Obispo realize the vision for Emerson Neighborhood Park. The park project was initiated by the City being awarded the State Parks Prop 68 Grant of $2.81 million in fall 2021. City Parks and Recreation Staff applied to the State for the potential grant opportunity in spring 2021 and the grant award is based on including key criteria for the Emerson Park beautification upgrades including: a dog park, a restroom facility, expanded playground to accommodate both the 0-5 years and 5-12 years age groups, along with safety lighting (pathways within the park). The Emerson Park Beautification project will provide recreational opportunities through the youth all-ages playground equipment, the Fitness Court, updated basketball court, large blacktop area for ‘school style’ games, the community gardens, bocce ball courts (all ages), the ½ acre lawn and the ½ acre fenced dog area, the picnic table area, and the addition of restrooms. The City staff are excited for the opportunity to provide an upgraded park to the community, as well as utilize the State grant funding. The Prop 68 Grant funds cannot be used for other parks within the City and if the grant funds are not used resulting in defaulting on the grant, this would be detrimental to the City receiving future grants. The current project is anticipated to begin in late 2026 or early 2027. As the City engineering department continues to review the 50% project documents the next phase would be to make those corrections and finalize the construction documents to 100% within the next 9-12 months. At that time, the City would then appropriate the funds to build the park. The Parks and Recreation Department webpage provides updates on current park projects, and the Emerson Park Project is listed under “Current Projects” tab. Please note that the current information on the page shows the “Concept Designs” for reference, however the construction designs are still be developed and are currently only at 50% design phase. City Parks and Recreation Staff applied to the State for the potential grant opportunity in spring 2021 and the grant award is based on including key criteria for the Emerson Park beautification upgrades, which included adding of the dog park area. Also required are the inclusion of a restroom facility, expanded playground to accommodate both the 0-5 years and 5-12 years age groups, along with safety lighting (pathways within the park). The Emerson Park Beautification project will provide recreational opportunities through the youth all- ages playground equipment, the Fitness Court, updated basketball court, large blacktop area for ‘school style’ games, the community gardens, bocce ball courts (all ages), the ½ acre lawn and the ½ acre fenced dog area, the picnic table area, and the addition of restrooms. The City staff are excited for the opportunity to provide an upgraded park to the community, as well as utilize the State grant funding. The Prop 68 Grant funds cannot be used for other parks within the City and if the grant funds are not used resulting in defaulting on the grant, this would be detrimental to the City receiving future grants. The Parks & Recreation Department conducts thorough outreach formats for all projects. Due to the restrictions of the pandemic during 2020 - 2022, the traditional City community outreach and opportunities were more limited, and I completely understand if some community members were not as involved or versed in the process for the Emerson park upgrades. Staff tried to ensure that as much outreach and communication was included due to the limited opportunities and incorporated new and creative ways to meet the needs of grant criteria for outreach, as well as obtaining input from community and the Parks & Recreation Commission (PRC). Staff utilized the City’s Public Engagement Notification (PEN) Manual for best practices and conducted the original outreach in winter and spring 2021. To include the neighboring community of Emerson Park, Staff expanded notifications outside the traditional block radius (300 feet) of the park location boundaries to include the 700 blocks of Buchon and Islay streets, along with approximately a 3-block radius of the park. The original 2021 communications outreach included five on-line (Zoom format) community workshops, as well as a 30-day community survey on the City webpage. The five Zoom formatted workshops were conducted due to the COVID-19 Pandemic restrictions of community in-person gatherings. These workshops were held on different days and times in January 2021to accommodate a variety of neighbor and community schedules (January 9, 13, 20, 21, and 26). Results from the survey and workshops provided the content of a menities for the grant submittal (which included feedback for a dog park amenity consistently ranking in the top 2). Additionally, the Parks & Recreation Blueprint for the Future: 2021 – 2041(master plan and general element) was updated and endorsed by the Parks & Recreation Commission (PRC) and City Council in July 2021. From the “Blueprint”, the community feedback and consultant inventory list of City-wide park amenities identified short-term project opportunities, this included dog parks, bike pump tracks, updated playgrounds, and more. The “Blueprint” has 33 been a significant factor in providing direction for the upgraded parks and new park amenities over the past few years. Along with the community outreach, the grant criteria and park amenities were included in PRC meetings on March 3, 2021, as well as Staff provided status updates on the project throughout the monthly PRC meetings in 2022. The project was also included at City Council meetings with the original submission of the grant in early spring 2021 and the grant award in December 2021. With the award of the grant in December 2021, the City produced a public service announcement for local media and promotions through City social media outlets. The same approach was taken in June 2023 with the neighborhood mailings (utilizing the same mailing list as 2021), promotion through City emails, website announcements, and social media outreach promoting the June 19, 2023, in-person workshop held at Emerson Park (200 community member attendance), as well as a 30-day on-line survey (June 19 through July 18, 2023). These opportunities allowed the community to provide input to the project design agency for the design of the project. To address your concerns about rules and policies related to a dog park, I want to ensure you that a formalized dog park (fenced with rules posted) provides a more secure and safe environment than the current open field area. As all parks are available for the community to utilize, park rules and municipal codes are also to be followed. Any illegal or aggressive behavior is expected to be reported and enforced for the safety of all park users. The proposed designs are showing that only half or 0.5 acres of the current lawn area will be for the dog park. The other half will allow for younger ages and small group skills practices, social gatherings (family, friends, clubs, and faith groups, etc.), fitness classes, and both active and passive lawn activities. The timing of the Emerson Park project also ties in well with the upcoming Righetti Ranch park system that will include a full-size regulation adult field, and youth field for sports, along with the Avila Ranch park system including sport fields (diamond and rectangular fields). These upcoming field projects are designed to safely and appropriately provide additional sport fields to meet the needs outlined in the Parks & Recreation Blueprint. The current lawn area at Emerson Park is not to regulation for any sport programs. The grass area is used for overflow practice spots for some youth activities, adult use for off-season rugby conditioning, and informal use by the community, as well as programming by Parks & Recreation staff. The field is not safe or functional for baseball or softball due to the size and proximity to the adjacent streets and homes. The current groups of children and adults that play sports and recreate on the lawn area at Emerson are very familiar to our Staff as they reserve the area through the Parks and Recreation Department. I hope that this provides more information on the process and expectations for the Emerson Park Beautification project and the upgrades to support the neighborhood community. We all agree that the park is a vital part of this community and Staff are excited to provide the upgrades with the awarded State Parks grant. DISCUSSION Background In December of 2021, the City of San Luis Obispo was awarded a California State Parks Prop 68 grant in the amount of $2.81 million to revitalize Emerson Park. The project is located just outside of the downtown core in San Luis Obispo (1341 Nipomo Street), adjacent to the Parks and Recreation Department administrative office building. Current amenities at Emerson Park include two bocce ball courts, a basketball court, community garden plots, a weathered black top, playground equipment, picnic tables, turf area, and new exercise equipment. There are currently no public restrooms within the park for families with small children to utilize while playing at the park. The fitness equipment was recently replaced in the park through a separate project in February 2022. As part of the Prop 68 State Parks grant application requirements, as well as fulfilling the community outreach for development in support of the Master Plan Public Outreach process, the Parks and Recreation Department facilitated multiple public workshops for the community to provide input on specific amenities needed at Emerson Park in January 2021. The feedback received at these workshops were instrumental in the successful award of the Grant to the City San Luis Obispo. Based on the grant application the project’s new and upgraded features will likely include the addition of shade and lighting, a new dog park with small and large dog areas, upgraded and expanded playgrounds for children, a restroom with a solar roof, an upgraded community garden with a new educational section, a renovated and expanded multipurpose basketball court, an upgraded blacktop, recreational turf area, fencing and landscaping, and new public art installations. The current construction design plans are only at 50% for the City staff to review from the architect, which also involves modification of some of the proposed amenities. Due to this, the website has not been updated until the revisions are completed in the next few months. The Emerson Park project is supported by a Prop 68 State of California Parks Department grant of $2.81 million which requires some key amenities be included in the project to meet the grant requirements. The project requirements are the inclusion of the addition of a restroom facility (currently scoped as 2 individual restrooms that are self-cleaning), expanded playground to meet ages 0-5 and 6-12 years of age, safety walkway lighting, dog park section within the current grass turf area, as well as upgrades to the basketball courts and blacktop areas. As for the concern for lighting spill over, the walkway path lighting should not be a factor as they would be required to meet current city standards. If funds allow, the project does have an opportunity to include overhead play lighting for the basketball court(s) that would have a timer set for no later than 9pm. All parks within the City are closed to public use between 10pm and 5am daily and it is unlawful to occupy the park space during those closed hours. The San Luis Obispo Police Department has jurisdiction to enforce any violations of after hours use. The current project is anticipated to begin in late 2026 or early 2027. As the City engineering department continues to review the 50% project documents the next phase would be to make those corrections and finalize the construction documents to 100% within the next 9-12 months. As you are aware there is a homeless problem in the area and I worry that restrooms could make it worse and encourage more acƟvity at night. Some lights would be could, but it depends on what type of lighƟng and the number of lumens if they will make it obnoxious for people whose homes surround the park. Regarding your questions: 1. If we are keeping the existing grass, we will need to match the new grass as close as possible. Any chance you can track down what the existing turf is? Maybe maintenance has re-seeded in the past? Parks Maintenance mentioned that any Perennial Rye seed should match well with the existing grass. 2. Please confirm if the City would like the existing irrigation vault to remain in place (the middle of the turf field), now that we are keeping the field. The cost to demo the existing irrigation vault is shown as $7k, but we're still considering whether to keep it as is or relocate it as shown at 50%. How much is it to replace it and move it to the location shown at 50%? 73 3. The low dark grey wall that borders the community garden along Nipomo St. will be difficult to put a fence on top. We would like to propose adding a fence behind it. Is it possible to have someone from the City check if that wall has an existing footing? Perhaps a maintenance crew could dig a foot down with a shovel on the garden side of that wall? There isn't a footing at the wall bordering the community garden. We're in talks with State Parks, and this fencing might be something we consider removing from the project scope. Thanks again for the updates and attachments. I’d like to get approval on the recent changes before going any further. We made the adjustments discussed at our last value engineering meeting, as well as some adjustments recommended by the arborist. Following the arborist report (attached), we’ve removed an additional 8 trees (see attached demolition plan). To save a large tree by the parking lot (tree #94), we shifted the sidewalk that runs horizontal to the central diamond northward. This allowed for a larger planting buƯer between the playground and the basketball court, and shrank the playground, resulting in more cost savings. The playground is now within the $455,000 budget we had assigned from our last cost estimate. I’ve attached the playground design from the manufacturer. Please note that I’ve adjusted the playground layout slightly on our site plan. I plan to change the colors of the playground as well. I also have a few random questions for you as we move towards 95% design: 1. If we are keeping the existing grass, we will need to match the new grass as close as possible. Ms. Benet In response to your request for a tree inventory, impact and tree protection plan regarding proposed park renovations at Emerson Park, I have produced the following report. Assignment Produce written tree inventory, tree impact and tree p rotection report based on International Society of Arboriculture (ISA) best management practices for tree protection during construction while adhering to City of San Luis Obispo tree regulation standards. Report to include: o Synopsis of tree conditions. o Spreadsheet accounting of all trees within building envelope, utility installation routes or other site improvement areas. o Show location, species, diameter at standard height (dsh) of all individual trees in study area on site map. o Indicate which trees will be removed or impacted. o Indicate trees to be protected on site plan. o Determine and delineate tree protection zones (TPZs). o Tree protection guidelines for contractors. Summary In total, 54 trees were listed in the inventory and tree protection plan. The proposed project is for renovation of the entire park. I have proposed the removal of nine (9) trees due to substantial construction impacts. Two (2) additional trees may require removal if site design cannot be changed to accommodate them. 2 Tree replacements to mitigate for removals may be required. The replacement ratio is typically 2:1 but the final determination will be made by the community development director and/or the planning commission. A pre-construction meeting shall be held with the project arborist and all parties involved in the project. All tree protection fencing, and tree protection measures shall be in place before any construction activity begins. Introduction The site is an established park with mature landscape trees, basketball court, bocce court, exercise equipment, community gardens and picnic areas. The land has been leveled, and the majority of the useable area is planted in turf. During the process of updating the park, there will be substantial changes to the amenities. While the majority of the trees in the park can be retained and protected, based on the current site improvement plan, some trees will be heavily impacted and require removal. Per the City of San Luis Obispo’s Tree Regulations Chapter 12.24, all native oak trees 10-inches in diameter and greater, and all non-native trees 20-inches in diameter or greater require approval for removal by permit or as approved through the development permit. Tree protection measures must be implemented before construction begins. Oversight of construction crews by the project arborist or city arborist may be required when working within or adjacent to the critical root zone (CRZ) of a protected tree. Refer Appendix A - Tree Inventory and Tree Protection Table. See also Appendix B – Tree inventory and Tree Protection Map for individual tree details. Methodology Tree Diameter Measurements Diameter at Standard Height (DSH) was measured at 4.5’ above ground. For multi-stem trees that divided below 4.5’, I measured below the division at the narrowest point on the trunk. If it was not possible to measure below the division, I measured each stem individually, then squared the diameter of each stem. Finally, I summed the squared diameters and took the square root of the sum to get the diameter of the tree. Critical Root Zone Measurements Critical Root Zones (CRZs) were determined by giving a radius of 1-foot per every inch of tree diameter. E.g., a 12-inch diameter tree would have a 12-foot CRZ radius measured from the outside of the trunk. Tree Protection Zone Measurements Generally, tree protection zone (TPZ) distances follow the distances listed for CRZs. The exception is if there are proposed tree-root encroachments into the CRZ of 25% or less. In most cases encroachments of less than 25% can be allowed unless the structure or health of the tree would be compromised. 3 Tree Condition Ratings All trees in the inventory were given a condition rating. The rating was based on the health, structure and presence of disease and insects. See the following definitions: 1. Dead = Severely declining or no foliage, large dead branches, decay cavities, loss of bark, roots decayed or dead. 2. Very Poor = Evidence of multiple large past failures, advanced disease, uncontrollable pest infestations or disease infection. Tree in severe decline. 3. Poor = Tree may be suppressed, drought stressed, or had at least 1 large branch failure. Disease or pest infestations may be present. Can potentially be retained with attention to mitigation pruning, cultural care changes, pest and disease control. 4. Fair = May have had minor past failures. Some pests or structural defects may be present, small deadwood. Minor to moderate drought stress present. Defects may be mitigated with pruning and pests can be controlled. 1. Good = A relatively healthy tree with minor to no structural defects with minimal to no pest observed. Defects can be mitigated with pruning and pests can be controlled. 2. Very Good = Trees that have had professional arboricultural care. No structural defects, disease or pests identified. 3. Excellent = Specimen tree with superior form, root structure and health. Tree has been regularly cared for by professional arborists over its lifetime, E.g., estate or arboretum tree. Trees Inventoried In total, I inventoried 54 trees. According to the City’s Tree Regulations, native trees 10 inch diameter and larger and non-native trees 20 inch diameter and larger are required to be inventoried. Due to this project occurring in a park, I inventoried all landscape trees within the project limits that measured 2 inch diameter and larger. The reasoning for this was that all trees listed for retention, regardless of size will require protection, therefore their locations and health status were important to note. It is my understanding that only trees at or above the City’s size threshold require approval for removal. The complete inventory, including tree numbers, species, CRZ and TPZ measurements, is provided in Appendix A - Tree Inventory and Tree Protection Table. Attachment 1 of this report includes the same spreadsheet as a stand-alone document. I numbered all trees in the field with pre-printed metal tags that I attached between 4 and 6 feet above ground. Tag numbers assigned were 50-103. All inventoried trees were plotted on the Tree Inventory & Tree Protection Map included in Appendix B. A full sized copy of the map is included as Attachment 2 to this report. Due to smaller trees not being included in the original survey maps, I plotted their approximate locations on the Tree Inventory & Tree Protection Map. There numbers were 72-74,77-88, 95, 102 & 103. Tree Removals Trees 69-72, 78 & 79, 81-83 will require removal due to construction impacts. Trees 90 and 94 may also require removal if sidewalk route cannot be designed to accommodate the trees. See Appendix A - Tree Inventory and Tree Protection Table. 4 If SSA Landscape Architects Inc. or the city would like to discuss design changes to preserve the above listed trees, I am available for consultation. All removals are subject to approval by the planning director. Site Plan Design Modifications To better protect or retain selected large stature trees, modifications to the site design will need to be made. Trees 52, 53 & 54 have new asphalt paving specified to be placed within 2 to 3 feet of the trunks. This will heavily impact roots and cause trees to decline. I recommend not placing asphalt within 10 feet of trees 52 and 53 and no closer than 8 feet for tree 54. See Appendix A – Tree inventory and tree protection Table for more details. Tree 55 has a dog park entry corral planned within 8’ of the trunk. Damage to critical roots may occur. I recommend moving the dog park gate entry 8' further northeast of the tree to avoid damaging impacts to roots. Trees 90 & 94 have a sidewalk planned within 1 to 2 feet of their trunks. This will have a major impact on the health of the trees and possibly destabilize them. I recommend removing sidewalk feature or re- routing it to give 6' minimum distance from the trunks. Tree Protection Requirements Critical Root Zones were determined by giving a radius of 1-foot per every inch of tree diameter. E.g., a 12-inch diameter tree would have a 12-foot CRZ radius measured from the outside of the trunk. Distances for CRZs and TPZs are listed in the Tree Inventory & Tree Protection Table included in Appendix A. Trees requiring arborist supervision are also called out in Appendix A. TPZ fencing and or trunk protection shall be provided for all trees listed for tree protection in the inventory provided in Appendix A. All TPZ fencing shall be set according to specifications listed in Appendix A. Delineations and distances are also shown on the Tree Inventory and Tree Protection Map in Appendix B. If there is any confusion about where to place fencing, contact the project arborist, Rodney Thurman at 805 234 8760. Tree protection signs shall be placed on the TPZ fencing and be spaced 10 feet apart. Signs shall be weatherproof, and state, “Tree Protection Zone – Do Not Enter.” The signs shall also include the project manager’s and project arborist’s phone numbers. Signs shall remain in place until completion of the project. See Appendix C – Tree Protection Diagrams - Diagram 1 – Tree Protection Fencing for further detail. No construction or ground disturbance shall be allowed inside the fenced TPZ without the project arborist’s permission and/or oversite. If you are unsure whether an activity is allowed, refer to Appendix D - Tree Protection Requirements – Quick Reference List or contact the project arborist. 5 Trees to be Protected The majority of the trees on site can be retained and protected. Tree Protection Fencing shall be installed according to the TPZ distances prescribed in Appendix A – Tree Inventory & Tree Protection Table. Numerous trees listed for protection will also require their trunks to be protected. Again, see Tree Protection Notes in Appendix A for this requirement. Tree protection fencing and trunk protection are required to be in place for the duration of the construction project and shall be installed before starting any ground disturbing activities. Do not remove any tree protection fencing or enter the TPZ without approval of the project arborist. The fencing shall delineate the tree protection zone. The fencing shall be 4 feet tall and made of orange, high density, polyethylene with 3.5” x 1.5” openings. It shall be installed on steel posts 8 feet on center and tightly stretched to prevent sagging. See Appendix C - Tree Protection Diagrams - Diagram 1 – Tree Protection Fencing. Trunk protection shall be installed by placing 2x4’s against the trunk and securing them with zip-ties or wire. Do not anchor wood or wire directly to trunk. See Appendix C - Tree Protection Diagrams – Diagram 2 for further instruction. Crew Supervision Required All work within or adjacent to the CRZ of Trees 52-54 & 90-97 will require arborist supervision to ensure that all tree protection measures are implemented. See Appendix A - Tree Inventory and Tree Protection Table for direction. No heavy machine use or rototilling within CRZ of tree. Do not compact soil. Hand grubbing only. To avoid damage to critical roots, all digging within or adjacent to tree CRZs shall be performed by hand. If a root 1” diameter or larger is exposed, it shall not be cut without the project arborist’s permission. If the project arborist determines that a root over 1-inch diameter needs to be cut, it shall be cut by hand with a pruning saw or reciprocating saw “Sawzall”. Once roots are severed, the project arborist may approve use of machinery to complete excavation and grading. Tree Replacements In addition to the new trees included in your landscape plan, more trees may need to be replaced to compensate for any removals I have recommended. Typically, the ratio for replacement is 2:1. If additional mitigation trees are required, the exact number of trees to be replaced shall be determined by the city’s community development director or planning commission. Pre-Construction Meeting Prior to any construction or ground disturbing activities, the project arborist shall meet with all parties involved with the construction of the park to review tree protection measures. 6 Any new contractors brought on site shall also meet or communicate with the project arborist to ensure they are aware of all tree protection measures. Conclusion Nine (9) trees were recommended for removal with two (2) more listed as potential removals pending design modifications. The majority of the recommended removals were also trees that were in poor condition due to disease and structural issues. In the case with the Callery pears that were listed for removal, their replacement with a more disease resistant, stronger branched tree will be a benefit to the project. If all tree protection measures are implemented and construction crews are overseen by the project arborist or city arborist as directed by this report, I do not anticipate any tree loss beyond those listed for removal. Tree Protection During Construction - Tree protection shall be provided during the entire time construction activities occur. A Tree Protection Zone (TPZ) shall be established and maintained to ensure protected roots remain undisturbed. 2. Tree Protection Fencing - Tree protection fencing is required to be in place for the duration of the construction project and shall be installed before starting any ground disturbing activities. Do not remove any tree protection fencing or enter the TPZ without approval of the project arborist. The fencing shall delineate and protect the tree protection zone. The fencing shall be 4 feet tall and made of orange, high density, polyethylene with 3.5” x 1.5” openings. It shall be installed on steel posts 8 feet on center and tightly stretched to prevent sagging. See Appendix C - Tree Protection Diagrams - Diagram 1 – Tree Protection Fencing. 3. Trunk Protection - Tree protection fencing is required See Appendix C - Tree Protection Diagrams - Diagram 2 – Trunk Protection. 4. Tree Protection Signage - Weatherproof, tree protection signs stating “Tree Protection Zone – Do Not Enter” shall be placed on the fencing and be spaced 10 feet apart. Pre-Construction Meeting - A meeting with all contractors involved in the project shall occur with the project arborist before beginning construction activities. Any new contractors brought on site shall also meet or communicate with the project arborist to ensure they are aware of tree protection measures. 6. Preparing Tree Protection Zone - If construction occurs during the months of June through November, the TPZ’s shall be irrigated to a depth of 12 inches before construction begins. This will ensure the trees are properly hydrated. Additional irrigations during “heatwaves” may be recommended by the project arborist. 7. Root Protection - No grading, trenching, paving or any other soil disturbance shall occur within or adjacent to the TPZ of the tree without permission and supervision by the project arborist. No trenching or excavation for footings, foundations, utilities or roadways shall occur within or adjacent to the TPZ without first, hand trenching the location and exposing roots. If possible, conduit or other utilities shall be “fished” below roots larger than 1-inch diameter. Any roots 1-inch diameter or larger that are approved for pruning shall be hand cut with a clean pruning saw or Sawzall. Once roots are hand cut, machinery can remove the severed roots. Cutting any roots 1-inch diameter or larger requires supervision by the project arborist. Original Soil Level 54 8. Root Pruning - If the project arborist determines that a root over 1-inch diameter needs to be cut, it shall be cut by hand with a pruning saw or reciprocating saw “Sawzall”. After cutting a root, the area shall be backfilled as soon as possible with moist soil or covered with wet burlap until backfill can be completed. Burlap shall be kept wet the entire time it is in use for cut-root protection. 9. Dumping, Cleanout or Storage of Materials - No construction materials, soils, or debris shall be stored in the TPZ. No concrete, plaster, paint or chemical washout shall be allowed within the TPZ or Critical Root Zone (CRZ). 10. Monitoring - An initial inspection shall be completed by the project arborist prior to commencement of construction activities to ensure that all tree protection measures have been put in place. Weekly inspections of the TPZ and associated fencing shall also be completed by the project arborist until construction is complete. Any root pruning, excavation, grading or filling within 5 feet of the TPZ shall be monitored by the project arborist. 11. However, due to the high 50% estimate, we met with the consultant to value engineer the project. We decided to keep the field as is to cut costs, though relocating the irrigation vault would be ideal. I can ask the consultant for an estimate on the relocation cost. Currently, our construction budget is around $2.4M, but even with value engineering, our estimate is about $5.1M, leaving us over budget by roughly $2.7M. However, in the 50% plans, it appears to abandon the vault and relocate the valves to the far end of the turf, near the future playground. This would be heavily desired by maintenance staff to proceed with this relocation, and eliminates any need to develop safety measures for the middle of the field, as it would then be uniformly turf. With the current lawn areas being reduced to about half the size for general recreation use and the other half converted to a dog park, we are contemplating the idea of installing padding and synthetic turf via adhesive to the top of the cover for safety. I’ve done something similar to a field at the Cal Poly Sport Complex and it worked out well for general use. Obviously, we wouldn’t do this if the grass area was a true completive field, but we are planning to utilize the reconfigured lawn area for outdoor activities such as yoga, group exercise, some younger age sport clinics and drills. By adding the synthetic turf mat to the cover, it would be safer for general users than the current metal plate. Devin and I can meet with you to explain more in person and together come up with the design and format to hopefully make this work.
