DISCUSSION: Pursuant to the by-laws established for the Human Relations Commission (HRC), a workplan must be submitted to the Council on an annual basis outlining the activities that the Commission intends to undertake during the coming year. Attached for Council consideration is the HRC's workplan for 1993-94. It is composed of four components: Human Assessment Needs Update/Grants-In-Aid, Homeless Issues, Education and Forums, and a Community Outreach Program. Each component contains an explanation of the program and outlines the HRC's proposed activities during 1993-94. Three of the four workplan components represent a continuation of existing activities. The only new activity the HRC is proposing is to form a Community Outreach (Public Relations) Subcommittee to increase awareness of the HRC in the community and to provide improved channels for citizens to voice their concerns and ideas related to social service issues. Although not a part of the formal work plan, the HRC has agreed to conduct a public hearing to gain input from the community about candidate projects to be funded through CDBG funds as part of Priority #3, Removal of Architectural Barriers for Disabled and Elderly Persons. This is scheduled for November 17, 1993. CONCURRENCES: The HRC unanimously approved their workplan during their October meeting. HUMAN NEEDS ASSESSMENT/ GRANTS-IN-AID ■ Commission Responsibilities: The Human Relations Commission has created a Subcommittee to oversee the Human Needs Assessment and the Grants-In-Aid Program. The Human Needs Assessment/Grants-In-Aid Subcommittee is responsible for updating the Human Needs Assessment and carrying out the annual Grants-In-Aid Program. The annual Grants-In-Aid Program will take place during the second half of the fiscal year (January through June). ■ Subcommittee Members: Randy Baudendistel (Chair), Marion Wolff, and the person appointed to replace Linda Barra. 2. HOMELESS ISSUES ■ Commission Responsibilities: The Human Relations Commission is responsible for monitoring the City's contract with the EOC for the operation of the Homeless Shelter. This includes: o reviewing quarterly financial and operational reports from the Shelter; and o providing staff with recommendations on whether to release quarterly contract funding based on Shelter performance; and o working closely with the Shelter to assist in their efforts to encourage better relationships with the neighbors; and o serving as an open forum for the community to express concerns regarding the homeless and/or the Shelter. The Commission has established a liaison to the Homeless Shelter that serves as the Commission's direct link to the Shelter (in addition to staff). ■ Commission Liaison: Randy Baudendistel 3. EDUCATIONS AND FORUMS ■ Commission Responsibilities: The Human Relations Commission has established a Subcommittee that will be responsible for sponsoring (or Page Two 1993-94 Workplan co-sponsoring)a minimum of two forums per year to educate community residents on various human service or civil rights topics under the purview of the Commission. Affordable Housing and Teen Pregnancy are suggested topics for this year. An effort will be made to co-sponsor these forums with other related agencies. ■ Subcommittee Members: Mike Multari (Chair), Don Green, and Joan Lawrence. 4. COMMUNITY OUTREACH/PUBLIC RELATIONS SUBCOMMITTEE ■ Commission Responsibilities: The Human Relations Commission has established a subcommittee to increase awareness of the HRC in the community and to provide improved channels for citizens to voice their concerns and ideas regarding social-service issues. In its conceptual state, the subcommittee will focus its efforts on: a developing a brochure describing the HRC and its programs; a staffing booths at special events in the Mission Plaza; 0 developing a program for providing the media with regular news releases regarding HRC activities; and 0 preparing publicity for, and conducting, an annual hearing for the community about human relations issues, including public comment on the HRC annual work plan. ■ Subcommittee Members: (Chair to be appointed), Don Green and Marion Wolff.
