DISCUSSIO N On January 17, 2012, Council considered the organizing principle of People, Prosperity,and Planet as an approach for determining the composition of the TF-LUCE . Rather than ask particula r stakeholder or interest groups to identify representatives, Council determined that the City shoul d seek participants from residents who may have broad interests but not necessarily be bound to on e particular interest group or another . Additionally, Council determined that the appointment of tas k force members would be made by the full Council . To begin the process consistent with Council direction, it is recommended that Council determine the size of the committee and the process b y which applicants will be appointed to the TF-LUCE . The selection is scheduled to occur as a public hearing item at the regularly scheduled City Council meeting on March 13, 2012 . Size of Task Forc e The Council reading file contains two publications that provide guidance for setting the optimal siz e of a task force or steering committee . The first is from the American Planning Association (APA ) which publishes professional guidance for its members in the form of "tip sheets". The tip sheet indicates that 9-15 is the ideal size for a committee or task force . The second publication come s from Marquette University and provides a more technical approach to determining the ideal size o f a committee or task force . This publication concludes that 11 members is the appropriate number . City staff has specific experience working with task forces and committees . Staff concurs with the guidance of the APA and Marquette University based on its experience with administrative issue s relating to coordination and resources required, and the interaction of task force size and huma n behavior. Based on the guidance researched by staff and staff's professional experience, staff i s recommending that the City Council create a task force of 9-13 members . TF-LUCE Member Selection Proces s The Council Policies and Procedures do not specify the manner in which Council is to narrow th e applicant pool to arrive at consensus, but in the case of Council member Carpenter's appointment , each Council Member was asked to nominate his or her top three candidates . That number is no t prescribed and may be defined by Council based on the size of the task force and the number o f applicants seeking consideration . Staff would suggest that Council Members review the task forc e B3 1 . TF-LUCE Size and Selection Process Page 2 applications and be prepared to provide their TF-LUCE nominations at the March 13, 2012 Counci l meeting . The Council nominations will be verbally announced at the meeting and projected fo r public view while staff tallies the nominations . Once the nominations are tallied, it is recommende d that the names of those who receive at least three nominations be confirmed as TF-LUCE members , up to the size of the task force set by Council . If the resulting number of members confirmed is les s than the size of task force determined by Council, the remaining nominations will be ranked by th e number of votes received and will be appointed in priority order, as determined by the Council , until the desired task force size is achieved . In summary,the process being recommended to select the TF-LUCE membership is as follows : 1.Establish size of task force (x)on March 6, 2012 . 2.Council members review applications and develop their recommended list of (x) members . 3.On March 13 th , each Council member provides their respective nominations 1 . 4.Nominations will be tallied and those with at least 3 concurrences will be appointed . 5.If the task force size (x) has not been met, the Council will repeat the process to nominat e participants until the desired size is achieved . Staff support to the TF-LUCE was anticipated as part of the project budget . ALTERNATIVE S 1.Council may direct an alternate approach for the recording and tallying of votes, so long a s the method chosen is public . 2.Council could opt to select a sub-committee of Council members to provid e recommendations to the full Council . Council members will only need to provide the number of nominations that meet the determined task force size during the first round of consideration .
