BACKGROUND On October 27, 1993 the City Council passed Resolution 8240 adopting the Bicycle Transportation Plan. The Bike Plan (Figure #1 and #3) includes bicycle lanes on both sides of Santa Rosa Street between Marsh and Pismo Streets. To install these lanes, 11 curb parking spaces would be removed along the east side of Santa Rosa and a bike lane installed adjacent to the curb (Class II-B). Curb parking would be retained along the west side of Santa Rosa and a bike lane installed on the outside of the parking bay (Class II-A). In a November 2nd memorandum to the Council (copy attached), Councilmember Romero asked that the City Council reconsider this particular component of the Bike Plan. Mr. Romero cites parking removal impacts contrasted with the need for this project as the basis for his not supporting the project. At its November 2nd meeting, the City Council considered Mr. Romero's request and directed that this item be placed on a future agenda, with a suggestion that this particular street segment might be added to the list of potential projects that are subject to,"further study." This listing is contained on Figure #3, page 8 of the Bike Plan. To include additional streets on Figure #3 would require an amendment to the Bike Plan, hence the reason for this public hearing. Without amending the Bike Plan, Figure #1 would continue to show bicycle lanes on Santa Rosa Street between Marsh and Pismo and the Staff would proceed with implementation. In preparation for the November 16th hearing, the Staff has provided mailed notice to property owners of properties fronting this segment of Santa Rosa Street. Staff will report to the City Council on property owner response to the public notice. EVALUATION OF OPTIONS There are three options: (1) Do not amend the Bicycle Plan (Staff recommended option); (2) Amend the bicycle plan to include this segment of Santa Rosa Street on Figure #3 as a further study item and amend Figure #1 to identify this segment as a "bike route;" or (3) Amend the Bicycle Plan to redesignate this segment as a bike route. Staff believes that the Council should sustain the Bicycle Committee's and Staff's original recommendation. If this is not acceptable, the Council should identify this segment as a Bicycle Route. Staff does not believe that "further study" is warranted given the limited length of the segment and the narrowness of the street. Each of the three options are evaluated below. .Z�� �uH�u►i►�IINlI�I�h ""! city Of San L"IS OBISPO COUNCIL AGENDA REPORT Option #1: Do Not Amend the Bicycle Plan and Install Bike Lanes on Both Sides of the Street. Impacts on Parking: As previously identified, implementation of the Bike Plan will require the removal of curb parking spaces along the east side of Santa Rosa Street. There are no parking meters on this segment of Santa Rosa Street but it is posted and enforced as a two-hour parking zone. Curb spaces are used during the day by area employees and patrons and intermediate-term downtown patrons. City spot surveys show a utilization rate of 73% during the daytime and 18% during non-work hours (reference August 31, 1993 Council Agenda Report). Adjoining land uses (see attached map) include eight offices, one automobile repair use, and one single-family dwelling. All of these uses have off-street parking to accommodate the needs of employees and patrons. A spot survey of these lots (November 3 and 5) showed that there were sufficient vacant spaces to accommodate the cars parked on the street. All of the adjoining land uses also have access to side street curb parking within 100 feet. Some of the curb spaces along Santa Rosa are closer to the main entries to adjoining land uses than off-street spaces — thereby encouraging patrons to use the curb spaces in deference to more remote off-street spaces. Conclusion: Removal of 11 curb spaces will not significantly impact parking availability for adjoining uses. There are spaces in off-street parking lots that can accommodate this demand. Need for The Project: The need for bike lanes along this segment must be considered in the context of the interconnected network of bikeways included in the adopted Bicycle Plan. In that context, bike lanes fulfill the following function: • Cyclists southbound on Santa Rosa Street with destinations south and east of the CBD can avoid using congested downtown streets and connect with Pismo Street which is designated as a bike route. • Northbound cyclists using going to north City destinations use Santa Barbara/Osos Streets, jog one block north on Buchon Street, then ride directly north to Cal Poly. (Those directly accessing the downtown will continue on Osos Street.) ♦ Northbound cyclists from the Johnson Avenue neighborhood connect with Santa Rosa Street via Pismo to access north City destinations. Conclusion: This segment of Santa Rosa Street is an important part of the interconnected bicycle lane network. Given. the lack of compelling reasons for . maintaining a limited number of curb parking spaces, staff recommends that providing safe and attractive facilities for cyclists should have a higher priority. Staff believes that providing safe alternatives for downtown employees through transit, pedestrian and bicycle programs is more consistent with City transportation policies that foster the use ,Z-2 ���n�►�N��IfNllUlp �@III city of San Lays osIspo MIMS COUNCIL AGENDA REPORT of alternative transportation. Option#2: Amend the Bike Plan to Identify This Project as a Study Item Curb parking would be retained on both sides of the street until the City Council establishes a final solution for Santa Rosa Street or decides not to include bicycle lanes. Santa Rosa Street is an arterial street used by through traffic, delivery vehicles and City Buses. Bicyclists would continue to share travel lanes with these vehicles, pending final Council resolution. Conclusion: Since the width of Santa Rosa Street (40 feet) does not enable other bike lane configurations that do not require the removal of parking from at least one side of the street, staff does not see the benefit of further analysis of design options. Option #3: Amend the Bike Plan to Identify This Street Segment as a Bicycle Route. Curb parking would be retained on both sides of the street. At most, signage would be added to identify the street segment as a bicycle route. This segment would be added to Figure #5 in the Bike Plan to identify it as a signed bike route. Bicyclists would continue to share travel lanes with motor vehicles. Conclusion: This option does nothing to improve the convenience and safety of cyclist use of Santa Rosa Street. RECOMMENDATION Staff recommends that the City Council not amend the Bicycle Transportation Plan as adopted on October 27, 1993. If the Council supports amending the Plan, it should approve the attached resolution. (Note: the resolution includes alternative wording that implement either Option #2 or Option #3 above). I had anticipated that we would discuss each of these separately and decide each on its own merits. The motion was quickly made and seconded to consider all three as a package. Since I favored parking restrictions and bike lanes on 2 of the 3 streets, I voted in favor of the motion. Had I reacted more quickly, I would have asked that Santa Rosa (Pismo to Marsh) be considered separately. The arguments for parking restrictions and bike lanes on this portion of Santa Rosa are much less compelling than for the other two streets, and had it come up separately I would have voted against it, thus changing City Council action. (1993 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AMENDING THE BICYCLE TRANSPORTATION PLAN AFFECTING BIKEWAY DESIGNATIONS FOR SANTA ROSA STREET BETWEEN MARSH AND PISMO STREET WHEREAS, the City Council adopted the Bicycle Transportation Plan on October 27, 1993 (Resolution 8240) which prescribed Class II Bike Lanes for both sides of Santa Rosa Street between Marsh and Pismo Streets; and WHEREAS, on November 2, 1993, Councilmember Romero requested that the City Council reconsider its recommendation for bike lanes on this specific segment of Santa Rosa Street; and WHEREAS, on November 2, 1993, the City Council agreed to reconsider the Bicycle Transportation Plan's designation of this street segment for bike lanes; and WHEREAS, on November 16, 1993 the Council conducted an advertised public hearing to considered amending the Bicycle Transportation Plan. NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: Section 1: Figure #1 in the Bicycle Transportation Plan is amended to designate Santa Rosa Street between Marsh and Pismo Streets as a "bicycle route" and Figure #3 in the plan is amended to include this segment of Santa Rosa for further study of bikeway options. or Section 1: Figure #1 in the Bicycle Transportation Plan is amended to designate Santa Rosa Street as a "bicycle route.
