Hampian* RNAL ACTION: Agreement No. A-84-93-OC approved (5-0). ► C-3 BICYCLE LANE CONSULTANT SELECTION (McCLUSKEY/462) Consideration of consultant selection for preparing plans and specifications for the installation of on-street bicycle lanes. (Consultant proposals are available in the Council Office for review.) ♦ RECOMMENDATION: By motion, authorize staff to negotiate and the CAO to execute a consultant services agreement with Boyle Engineering in an amount not to exceed $30,000. Jonas FINAL ACTION: Received and filed (5-0). ► 2. SANTA ROSA STREET BICYCLE LANES (McCLUSKEY/462 - 30 min.) Public hearing to reconsider bicycle lanes on Santa Rosa between Marsh an Pismo Streets. ♦ RECOMMENDATION: By motion, continue to support Bicycle Committee and staff recommendations for Class II bicycle lanes. McCluskey* FINAL ACTION. Bicycle Committee and staff recommendation supported (3-2, DR-no, PP- no). BUSINESS:ITEMS' ► 3. CHARTER AMENDMENT (GLADWELL/324 - 30 min.) Consideration of recommendations of the Campaign Regulations Committee regarding a proposed Charter Amendment to elect Mayor and City Council by majority vote. ♦ RECOMMENDATION: By motion,take no action to place the proposal on the November, 1994 ballot. Gladwell FINAL ACTION. None taken (5-0). ► 4. SIGN ILLUMINATION (JONAS/424 - 30 min.) Consideration of recommendations from the Architectural Review Commission for proposed amendments to the City's sign ordinance within regarding illumination within the City's Office ("0') zoning districts. ♦ RECOMMENDATION: By motion: 1) Accept recommended amendments; and 2) direct staff to prepare an environmental analysis of the recommended revisions and schedule the amendments for a public hearing. Jonas* FINAL ACTION. 1) The restriction for illumination after 10 p.m. be eliminated (4-1, PP-no);and, 2) Accept as amended, include conversion to foot-candles, staff to prepare documents (5-0). ► 5. EMERSON SCHOOL'PROPERTY (STATLER/168 - 30 min.) Consideration of a marketing plan for the sale of the Emerson School property. 3 City Council Agenda Tuesday, November 16, 1993 ' ♦ RECOMMENDATION: 1) Defer the sale of the Emerson School property; 2) Confirm the previous decision to demolish the two classroom buildings on the property; 3) Direct staff to work with a landscape architect and develop appropriate interim uses for the property; and, 4) Defer rezoning the property. COMMUNIITYjSENIOR CENTER RECREATION STUDY (JONAS/820 - 20 min.) Consideration of a status update on and possible changes to the Community/Senior Recreation Study contract. ♦ RECOMMENDATION: By motion: 1) Amend contract with Jay Farbstein and Associates to suspend contract work for up to 18 months; 2) Maintain current workscope and schedule for remaining work; and, 3) Authorize the CAO to execute the amended contract. Consideration of City participation in a financing program for the Performing Arts Center. ♦ RECOMMENDATION: By motion, approve a supplemental contribution in the amount of $219,000 (net of interest earnings during construction) from unappropriated General Fund balances. (Continued from 9/7/93, 9/21/93, 10/20/93, 10/26/93, an 11/9/93.) ♦ RECOMMENDATION: 1) By motion, receive and consider County comments on Planning Commission Legislative Draft Open Space Element and direct staff to make any appropriate changes;and, 2) Adopt resolution to approve a negative declaration of environmental impact and to adopt the July 1993 Draft General Plan Open Space Element.
