McCluskey, Public Works Director Dennis Cox, Streets and Parks Manager PREPARED BY: David Elliott, Adminstrative Analyst .r" SUBJECT: Small Business Administration Tree planting Grant Agreement CAO RECOMMENDATION: Adopt the resolution which 1) approves the agreement between the California Department of Forestry and Fire Protection and the City of San Luis Obispo regarding a Small Business Administration tree planting grant in the amount of $56,000 and 2) appropriates the $56,000 grant revenue and an additional matching $33,000 from the general fund unappropriated balance for a total project budget of $89,000. DISCUSSION: In late 1992 staff.learned about the availability of tree planting grants financed by the National Small Business Administration (SBA) Tree Planting Program and administered by the California Department of Forestry and Fire Protection (CDF). At its meeting on February 2, 1993, the Council approved an application for a $56,000 grant (with a $33,000 matching obligation) to plant 413 trees at 15 locations throughout the City. City staffinem- bers selected most of these locations by canvassing the City and identifying areas with a pronounced and extended lack of tree cover. General planting locations are shown on the attached tree location map, and the grant application, which includes detailed planting notes for each location, is available for review in the City Clerk's office. On October 28, 1993, CDF forwarded the original grant agreement documents and requested execution by Decem- ber 15, 1993. If the City does not meet that deadline, CDF will reallocate the money to another agency. FISCAL IMPACT: The SBA Tree Planting project has five components which will require cash outlays by the City: Tree Acquisition (by contract) $17,000 Tree Planting (by contract) 39,000 Irrigation Installation (by contract) 20,000 Replacement of Trees Not Established 1,800 Administrative Fee (paid to CDF) 11.200 Total $89,000 Grant revenue will fully cover the $56,000 cost of tree acquisition and planting. The attached resolution appropriates $89,000 ($56,000 from grant revenue and $33,000 from the unappropriated general fund balance) to an account set up for the SBA Tree Planting project. The agenda report which recommended applying for the grant mistakenly listed the costs of irrigation installation and tree replacement as in-kind contributions, when in fact those costs will entail cash outlays. This error may have implied that the City's total matching contribu- tion would be only the $11,200 required for the administration fee. In fact, the City's total cash match will amount to about $33,000. The agreement obligates the City to water, fertilize, spray, and prune the new trees until they are established, but the tree maintenance program will accomplish this work with existing resources. This work comprises the City's in-kind contributions. Part of this project will duplicate a portion of the Highway 101 Landscape project (adjacent to the Corporation Yard, Bus Maintenance Yard, and Water Reclamation Plant) which was conceived before approval of the SBA grant. As the Highway 101 Landscape project is redesigned according to Council direction, the construction cost estimate may be reduced because of this duplication. (1993 Series) A RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL APPROVING A SMALL BUSINESS ADMINISTRATION TREE PLANTING GRANT AGREEMENT WHEREAS, the National Small Business Administration (SBA) Tree Planting Program finances tree planting grants administered by the California Department of Forestry and Fire Protection (CDF); and WHEREAS, CDF has approved a tree planting grant for the City of San Luis Obispo (the City) in the amount of$56,000; and WHEREAS, the City must enter into an agreement with CDF in order to receive reimbursement for its eligible SBA Tree Planting project outlays; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Luis Obispo as follows: 1. To approve the "Agreement Between the California Department of Forestry and Fire Protection and the City of San Luis Obispo Contract #8CA38265 Regarding the Distribution of Grant Funds Under the Small Business Administration Tree Planting. Program"; and 2. •To authorize the Mayor to execute all six copies of the agreement and any subsequent amendments; and 3. To direct the City Clerk to send a certified copy of this resolution along with all six executed copies of the agreement to: ATTN: Darla Mills Department of Forestry and Fire Protection P.O. Box 944246 Sacramento, CA 94244-2460 so that they shall be received by December 15, 1993; and Resolution No. (1993 Series) 4. To appropriate the $56,000 grant revenue and an additional matching $33,000 from the general fund unappropriated balance for a total SBA Tree Planting project budget of$89,000.
