"Safe housing" was also near the top with over 200 complaints. There wasn't much at all about Greek houses in that presentation. Some of the slides were identical to those presented at the code enforcement study session in October 2023, before the problem of fraternity houses overtaking the neighborhood was being publicly discussed. I am confused about the focus of the upcoming study session on May 26. During our meeting yesterday, the Power Point did not focus on Greek houses. However, in the City's response to the grand jury, Recommendations 3 and 4 (screenshots below) say that Task 4d, which is the upcoming study session on May26, addresses the fraternity issue directly. Under R3, the City cited "Tasks 4b and 4d, during the 2025-27 Financial Plan. These Tasks include a study session with the City Council to discuss Code Enforcement priorities related to safe and livable neighborhoods... as well as a project plan and standard operating procedures for the enforcement of zoning code regulation of Greek houses." Under R4, Task 4d states the City will "\[c\]reate a project plan and standard operating procedures for Community Development enforcement of zoning code regulations pertaining to Greek houses. Consider potential updates to zoning code to facilitate efficient regulation of Greek houses." 1 I don't recall any of those points being mentioned in the Power Point presentation you showed us yesterday. Would you please forward that PowerPoint presentation to me? In the presentation, the list of code cases received by Code Enforcement were in chronilogical order based on the number of complaints received by the City, with abadoned shopping carts being the top complaint. "Safe housing" was also near the top, with over 200 complaints. Will you please send me the complaints made to the City included in that figure, either through the AskSLO app or otherwise, and the code cases that were generated from those complaints. I want to see the context of those complaints in relationship to the "neighborhood livability" major city goal, and if they are serious habitability issues. I think context is important, especially considering that the grand jury spent their year of duty investigating the issue of fraternity enforcement and the correlation of illegal fraternity operations in residential neighborhoods making those areas "almost unlivable for most residents." Please forward my request to the City Clerk if it needs to be routed through as a CPRA request.
