SUBJECT; Results of Supplemental Confirmation Sampling for Site Cleanup
Dear Mr. Rademacher:
This report presents the results of supplemental confirmation soil sampling and analysis at the
above-referenced site. The purpose of the work was to collect and analyze soil samples from a
remedial excavation at the rear of the property, per the request of the San Luis Obispo Fire
Department (SLOFD). Our work has consisted of collecting soil samples from four locations in the
excavated area, laboratory analysis for soluble lead, and preparation of this report. lncluded with
this report are a vicinity map, a sample location map, a SLOFD field inspection form, and
laboratory reports.
Site Description/Project Background
The site consists of a 50- by 135-foot commercial lot on the east side of Marsh Street,
approximately 45 feet north of Beach Street, in San Luis Obispo, California (for purposes of
description in this document, Marsh Street is assumed to run north-south). The site contains a
one-story commercial building occupying the central part of the loU the area west of the building
isusedforparking,andtherearofthelotcontainsasmall patio/backyardarea. Therearedge
of the lot contains a small slope that ascends approximately 5 feet to the adjacent lot to the east.
The site location and layout are shown on the Vicinity Map and Sample Location Map attached
with this letter.
The building on-site is presently used for professional offices. Based on information obtained
from historical maps and the property owner, the site was originally developed as an automobile
repair business in the mid-1950s. This use lasted until sometime in the 1970's, after which it was
used for commercial offices and retail purposes.
ln February 2OL5, four shallow borings were excavated at the site to collect soil samples in the
rear part of the site. The intent of the sampling was to evaluate lead and hydrocarbon
concentrations in soil at the rear of the former repair building, as the repair business operated at
a time when typicalwaste disposal practices were not in accordance with current environmental
standards. Laboratory analysis determined that low levels of oil-range hydrocarbons were
present in shallow soils, as well as total and soluble lead at concentrations above health-based

The four soil samples were submitted to a State-certified laboratory for analysis. Each sample
was analyzed for soluble lead by the California Waste Extraction Test (WET) and EPA Test Method
60108. Lead was detected in each of the four samples, at concentrations rangingfrom 0.50to
3.1 milligrams per liter (mg/L). Laboratory reports and chain-of-custody documents are attached
with this letter. Results for the January 2015 (total lead) and January 2OL8 (soluble lead)
confirmation sampling events are summarized below in Table 1.

Conclusions and Recommendations
Results of the January 2018 soil sampling indicate that soluble lead concentrations in the four
samples with total lead greater than 50 mg/kg are below the 5.0 mg/L Soluble Threshold Limit
Concentration (STLC). Consequently, the soils are not considered a hazardous waste.
Based on the results of the January 2016 and January 2018 sampling events, it is our opinion that
the remedial excavation has satisfactorily removed the lead-affected soil, and we request that
the SLOFD issue a closure letter for the site,

Dear Mr. Rademacher:
I have had an opportunity to review the lab analysis for the Confirmation Soil Samples collected
following the removal of lead contaminated soil from the property mentioned above. At this point
in time there are a couple of options for you to consider. All of the confirmation samples are below
the initial target for lead to be considered a hazardous waste. However, the confirmation samples
were not tested for solubility potential with the test being called Soluble Threshold Limit
Concentration (STLC). ln order to issue a full Case Closure letter from SLO City Fire Dept. we would
need to run that test on 4 of the 6 samples tested. The laboratory has a modest holding time for the
samples should you choose to run the additional test (STLC), so it is important to act in the next
week or two. lf the 4 samples pass the test San Luis Obispo City Fire Department would issue you an
unconditiona I site closure letter.
lf we will leave the soil in place without running the additional analytical test, there would still be
restrictions on your use of the land. A change in zoning, building occupancy, or site grading would
trigger our oversight. lf the property were to be listed for sale the lead would need to be disclosed
to potential buyers. Please evaluate your long term goals for this parcel and advise me of your
intentions. I will prepare a guidance document or case closure letter based on your feedback. lt

disposal manifests/weight tickets, and laboratory reports.

of the lot contains a small slope that ascends approximately 6 feet to the adjacent lot to the east.
The site location and layout are shown on the Vicinity Map and Sample Location Map attached
with this report.
The building on-site is presently used for professional offices. Based on information obtained
from historical maps and the property owner, the site was originally developed as an automobile
repair business in the mid-1950s. This use lasted until sometime in the 1-970's, after which it was
used for commercial offices and retail purposes.
ln February 20L5, four shallow borings were excavated at the site to collect soil samples in the
rear part of the site. The intent of the sampling was to evaluate lead and hydrocarbon
concentrations in soil at the rear of the former repair building, as the repair business operated at
a time when typical waste disposal practices were not in accordance with current environmental
standards. Laboratory arfVsis fttermined that low levels of oil-range hydrocarbons were

present in shallow soils, as well as total and soluble lead at concentrations above health-based
screening levels and hazardous waste criteria established by the State of California. Due to the
initial nature of the work, the vertical and lateral extent of lead contamination were not defined
by the sampling.
ln April 2015, six additional borings were drilled in the rearyard, with 15 soil samples submitted
for analysis. The results of the analysis identified an area of elevated lead concentrations in the
southeast corner of the property, extending from near the lower part of the rear slope to a former
roll-up door on the back wall of the building. The vertical and lateral extent of contamination
was determined by the sampling. After reviewing the concentrations and distribution of lead in
the borings, and considering the site's commercial zoning, a target cleanup threshold of 200
mg/kg total lead was proposed; the cleanup threshold was approved by the San Luis Obispo Fire
Department (SLOFD) in a letter dated May 19, 2015.
On January !6-L7, 20L6, the affected soil was excavated and removed from the site by RTS
Construction Services, lnc., a State-licensed hazardous substances contractor. The excavation
removed the lower 2to 3 feet of the slope in the southeast corner of the site, and t2to 18 inches
of soil in the level area between the base of the slope and the site building. Due to a lack of
equipment access to the rear of the property, the soil was excavated by hand and moved to the
front of the site in 55-gallon drums, which were then emptied into covered roll-off containers. A
total of approximately 17 loose cubic yards (18.9 tons total weight) of soil was excavated and
transported to the Chemical Waste Management, lnc. facility in Kettleman City, California, a
licensed hazardous waste disposal site. Copies of the signed hazardous waste manifests and
weight tickets for the soil are attached with this letter.
Soil Sampling and Laboratory Analysis
On January 20,20'1.6, six confirmation samples, labeled C-1- through C-6 , were collected from the
bottom and sidewalls of the excavation as shown on the Sample Location Map. The samples
were collected into laboratory-provided glass jars with Teflon-lined lids. Upon retrieval, sample
containers were capped, labeled, sealed and placed on ice for transport to the testing laboratory.
Sample collection was conducted under the observation of SLOFD personnel. A copy of the
SLOFD inspection report is attached with this letter.
Laboratory Analysis
The confirmation samples were submitted to a State-certified laboratory for analysis. Each
sample was analyzed for total lead by EPA Test Method 60L0. Lead was detected in each of the
six samples at concentrations ranging from 4.4 to 160 milligrams per kilogram (mg/kg).
Laboratory reports and chain-of-custody documents are attached with this letter. Results for the
January 2016 confirmation sampling are summarized in Table 1.

Conclusions and Recommendations
Approximately 19 tons of lead-affected soil were removed from the rear of the site in January
2OL6, and was legally disposed of at a licensed hazardous waste disposal facility. Six confirmation
samples were collected from the bottom and sidewalls of the excavation underthe observation
of the SLOFD, and analyzed for lead at a State-certified laboratory. Analytical results indicate
that residual concentrations in the samples of lead are below the target cleanup threshold of 200
me/ke.
Confirmation sample results indicate that the excavation was successful in removing the lead-
affected soils to levels below the target cleanup threshold, and the site is suitable for use for
commercial (i.e., non-residential) purposes. lt is possible that the remaining soil could contain
lead at levels unsuitable for residential use, or requiring special disposal/handling measures if
removed from the site. lf the zoning of the property is changed to a more sensitive use category,
or if grading/excavation of the site is anticipated, the issue of lead in soil must be considered to
ensure that these soils are properly managed.

This report has been prepared for the use of Mr. Dennis Rademacher, regarding the property at
539 Marsh Street in San Luis Obispo, California. Use of, or reliance on the information and
opinions contained in this report by other parties, without first consulting this office, is at those
parties'own risk.
The findings and conclusions in this report are based on the results of laboratory analysis of soil
samples. lt is possible that variations exist beyond or between points explored during the course
of the project. Changes in conditions could also occur due to contaminant migration, variations
in rainfall, temperature, or other factors not apparent at the time of field work.

This report presents the results of additional soil sampling and analysis at the above-referenced
site. The purpose of the work was to evaluate the environmental condition of soils in the rear
yard of the property, which was formerly occupied by an auto repair business. Our work has
consisted of collecting soil samples from six borings, laboratory analysis of 16 samples for total
and/or soluble lead, data analysis, and preparation of this report. lncluded with this report are a
vicinity map, a boring location map, lead concentration maps and laboratory reports/chain-of-
custody documents.
Site Description/Project Background
The study area consists of a 50- by 135-foot commercial lot on the east side of Marsh Street,
approximately 45 feet north of Beach Street, in San Luis Obispo, California (for purposes of
description in this document, Marsh Street is assumed to run north-south), The site contains a
one-story commercial building occupyingthe central part of the lo| the area west of the building
is used for parking, and the rear of the lot contains a small patio/back yard area, The rear edge
of the lot contains a small slope that ascends approximately 6 feet to the adjacent lot to the east.
The site location and layout are shown on the Vicinity Map and Boring Location Map attached
with this report.
The building on-site is presently used for professional offices. Based on information obtained
from historical maps and the property owner, the site was originally developed as an automobile
repair business in the mid-1950s. This use lasted until sometime in the 1970's, after which the
property was used for offices and retail purposes.

Laboratory Analysis
Sixteen soil samples (14 from the current sampling event and two archived samples from the
previous event) were submitted to a State-certified laboratory for analysis. Each sample was
analyzed for total concentrations of lead by EPA Test Method 6010; based on total lead results,
three of these samples were analyzed for soluble lead by the California Waste Extraction Test
(WET), and one forthe FederalToxicity Characteristic Leaching Procedure (TCLP) methods.
Results of Laboratory Analysis- February/April 2015
Total concentrations of lead were detected in all of the soil samples submitted for analysis. Total
lead concentration5 ranged from 9.1to 1,000 milligrams per kilogram (me/kg).
Soluble lead was detected by the WET Method in each of 6 samples analyzed, at concentrations
ranging from 1.5 to 27 milligrams per liter (mg/L).
Soluble lead was detected by the TCLP Method in one of three samples analyzed, at a
concentration of 0.087 mg/l. TCLP lead was not detected in the remaining two samples, with a
reporting limit of 0.05 mS/1.

for the February and April 2015 sampling events are summarized in Table 1,

Discussion of Analytical Results
For purposes of evaluating remedial actions, we compared the detected concentrations of target
compounds to environmental screening levels (ESLs) for commercial/industrial propertiesl,
based on the site's commercial zoning. ESLs are health-based screening levels used to evaluate
health risks to site occupants, using very conservative exposure assumptions based on a
property's current or expected use. Total concentrations of lead were detected above its
commercial ESL of 320 mg/kg in boring HA-9 to a depth of 2 feet bgs, and in Borings HA-2 and
HA-3 to a depth of l-foot bgs.
With the exception of the lZ-inch sample from HA-9, total lead was below its Total Threshold
Limit Concentration (TTLC) of 1,000 mg/kg, which is used to determine whether a waste is
hazardous under California law. Soluble lead exceeded its Soluble Threshold Limit Concentration
(STLC) of 5.0 mg/t in the l2-inch sample from HA-5, but was below the STLC in shallow samples
from borings HA-B and HA-10. The STLC was also exceeded in the L2-inch samples from previous
borings HA-L, HA-2 and HA-3. The Federal hazardous waste threshold (TCLP)for soluble lead was
not exceeded or approached in any of the three samples analyzed for this parameter.
Conclusions and Recommendations
Ten borings were drilled at the rear of the site in February and April 2015, with a total of 22 soil
samples submitted for laboratory analysis of hydrocarbons and metals. Diesel- and motor oil-
range hydrocarbons were found in two of the borings at concentrations slightly above the City
action level of 100 mg/kg. However, the concentrations detected are localized, and are below
commercial site use ESLs established by the CRWQCB. They also occur in conjunction with lead,
and consequently mitigation of elevated lead will concurrently resolve potential concerns related
to hydrocarbons.
Slightly elevated concentrations of zinc, nickel and chromium were detected in several samples
collected during the February 2015 sampling event. As discussed in the March 20L5 sampling
report, nickel and chromium are interpreted to be normal background concentrations resulting
from the presence of ultramafic rocks of the Franciscan Formation in the area. Zinc
concentrations are probably the result of past site activities; however, they occur in conjunction
with elevated lead levels, and consequently mitigation of elevated lead willconcurrently resolve
potential concerns related to zinc.
Lead was detected above its ESL in borings HA-2, HA-3, and HA-9, indicating that some form of
mitigation is needed. The concentrations of total or soluble lead in these borings indicate that
once excavated, the resulting soil may be classified as a hazardous waste under California
regulations. The vertical and lateral extent of contamination were sufficiently defined during
the current work to establish a basis for remedial action.

This report presents the results of additional soil sampling and analysis at the above-referenced
site. The purpose of the work was to evaluate the environmental condition of soils in the rear
yard of the property, which was formerly occupied by an auto repair business. Our work has
consisted of collecting soil samples from six borings, laboratory analysis of 16 samples for total
and/orsolublelead,dataanalysis,andpreparationofthisreport. lncludedwiththisreportarea
vicinity map, a boring location map, lead concentration maps and laboratory reports/chain-of-
custody documents.
Site Description/Project Background
The study area consists of a 50- by L35-foot commercial lot on the east side of Marsh Street,
approximately 45 feet north of Beach Street, in San Luis Obispo, California (for purposes of
description in this document, Marsh Street is assumed to run north-south). The site contains a
one-story commercial building occupying the central part of the lo| the area west of the building
is used for parking, and the rear of the lot contains a small patio/back yard area. The rear edge
of the lot contains a small slope that ascends approximately 6 feet to the adjacent lot to the east.
The site location and layout are shown on the Vicinity Map and Boring Location Map attached
with this report.
The building on-site is presently used for professional offices. Based on information obtained
from historical maps and the property owner, the site was originally developed as an automobile
repair business in the mid-1950s. This use lasted until sometime in the 1970's, after which the
property was used for offices and retail purposes.

ln February 2015, four soil borings were excavated at the site to collect soil samples in the rear
part of the site. The intent of the sampling was to evaluate metals and hydrocarbon
concentrations in soil at the rear of the former repair building, as the repair business operated at
a time when typicalwaste disposal practices were not in accordance with current environmental
standards. Laboratory analysis determined that low levels of hydrocarbons were present in
shallow soils, as well as total and soluble lead at concentrations above health-based screening
levels observed by the City of San Luis Obispo and hazardous waste criteria enforced by the State
of California. Due to the initial nature of the work, the vertical and lateral extent of lead
contamination were not defined by the sampling.
ln March 20L5, a site meeting was held with representatives from the property owners, Earth
Systems Pacific, and Mr. Kerry Boyle, Hazardous Materials Coordinator for the San Luis Obispo
City Fire Department (SLOFD). The SLOFD is the local lead agency for soil contamination cases in
the city of San Luis Obispo. After discussing the results of the initial sampling, it was agreed that
the target contaminant driving cleanup decisions for the site is lead, in either its total or soluble
form. Earth Systems Pacific proposed to collect samples from several additional locations to
better define the vertical and lateral extent of contamination; this approach was verbally
approved by Mr. Boyle at the meeting.
Soil Sampling and Laboratory Analysis
On April 8,20L5, six additional soil borings, labeled HA-5 through HA-10, were drilled in the rear
yard of the property as shown on the Boring Location Map. The borings were drilled to a depth
of 3 feet below ground surface (bgs) using a 4-inch diameter manual soil auger; soil samples were
collected from the borings at depths of 6-!2 inches, t8-24 inches and 30-36 inches with a
manually driven spoon-type sampler lined with stainless steel sleeves to retain soil. Upon
retrieval, sample sleeves were capped with Teflon, labeled and placed on ice for transport to the
testing laboratory.
Sampling equipment was cleaned between samples by washing with a non-phosphate detergent,
rinsing in clear water and a final rinse with deionized water. After sampling, the borings were
filled with bentonite and hydrated. Soil cuttings generated from the borings were stored in
sealed 5-gallon plastic containers, labeled, and secured on-site pending identification of
appropriate disposal measures.
Field Observations
Soils beneath the site consist of light brown to brown sandy fat clay with scattered gravel. These
soils were in a moist and medium stiff condition. Groundwater was not encountered in any of
the borings, to the maximum depth explored of 3 feet bgs. Depth to groundwater in the area of
the site is 15 to 20 feet bgs, based on previous work at nearby properties.

Laboratory Analysis
Sixteen soil samples (14 from the current sampling event and two archived samples from the
previous event) were submitted to a State-certified laboratory for analysis. Each sample was
analyzed for total concentrations of lead by EPA Test Method 6010; based on total lead results,
three of these samples were analyzed for soluble lead by the California Waste Extraction Test
(WET), and one for the Federal Toxicity Characteristic Leaching Procedure (TCLP) methods.

Totalconcentrations of lead were detected in allof the soil samples submitted for analysis. Total
lead concentrations ranged from 9.1to 1-,000 milligrams per kilogram (mg/kg).
Soluble lead was detected by the WET Method in each of 6 samples analyzed, at concentrations
ranging from L.5 to 27 milligrams per liter (me/L).
Soluble lead was detected by the TCLP Method in one of three samples analyzed, at a
concentration of 0.087 mg/1. TCLP lead was not detected in the remaining two samples, with a
reporting limit of 0.05 mg/1.
Laboratory reports and chain-of-custody documents are attached with this letter. Lead results
for the February and April 2015 sampling events are summarized in Table L.

Discussion of Analytical Results
For purposes of evaluating remedial actions, we compared the detected concentrations of target
compounds to environmental screening levels (ESLs) for commercial/industrial propertiesl,
based on the site's commercial zoning. ESLs are health-based screening levels used to evaluate
health risks to site occupants, using very conservative exposure assumptions based on a
property's current or expected use. Total concentrations of lead were detected above its
commercial ESL of 320 mg/kg in boring HA-9 to a depth of 2 feet bgs, and in Borings HA-2 and
HA-3 to a depth of L-foot bgs.
With the exception of the L2-inch sample from HA-9, total lead was below its Total Threshold
Limit Concentration (TTLC) of L,000 mg/kg, which is used to determine whether a waste is
hazardous under California law. Soluble lead exceeded its Soluble Threshold Limit Concentration
(STLC) of 5.0 mg/L in the 12-inch sample from HA-5, but was below the STLC in shallow samples
from borings HA-8 and HA-10. The STLC was also exceeded in the 12-inch samples from previous
borings HA-1, HA-2 and HA-3. The Federal hazardous waste threshold (TCLP)for soluble lead was
not exceeded or approached in any of the three samples analyzed for this parameter.
Conclusions and Recommendations
Ten borings were drilled at the rear of the site in February and April 20t5, with a total of 22 soil
samples submitted for laboratory analysis of hydrocarbons and metals. Diesel- and motor oil-
range hydrocarbons were found in two of the borings at concentrations slightly above the City
action level of 100 mg/kg. However, the concentrations detected are localized, and are below
commercial site use ESLs established by the CRWQCB. They also occur in conjunction with lead,
and consequently mitigation of elevated lead will concurrently resolve potential concerns related
to hydrocarbons.
Slightly elevated concentrations of zinc, nickel and chromium were detected in several samples
collected during the February 2015 sampling event. As discussed in the March 201-5 sampling
report, nickel and chromium are interpreted to be normal background concentrations resulting
from the presence of ultramafic rocks of the Franciscan Formation in the area. Zinc
concentrations are probably the result of past site activities; however, they occur in conjunction
with elevated lead levels, and consequently mitigation of elevated lead will concurrently resolve
potential concerns related to zinc.
Lead was detected above its ESL in borings HA-z, HA-3, and HA-9, indicatingthat some form of
mitigation is needed. The concentrations of total or soluble lead in these borings indicate that
once excavated, the resulting soil may be classified as a hazardous waste under California
regulations. The vertical and lateral extent of contamination were sufficiently defined during
the current work to establish a basis for remedial action.

ln determining an appropriate target cleanup concentration for a site, it is necessary to consider
the physical nature of the contaminant, the existing and proposed use of the site, and the
likelihood of site occupants being exposed to the contaminant. Use of a hazardous waste
threshold, in this case the STLC via the Waste Extraction Test (WET), does not consider health
risks and is therefore not appropriate to use as a cleanup threshold. The WET extraction fluid is
an acidic solution with a pH of 5, and is intended to simulate conditions in a landfill leachate to
evaluate whether a substance is likely to leach into groundwater. Landfill leachate is not present
at the site, and thus the WET result does not realistically represent the solubility of lead for in-
situ site soils. lt is, however, appropriate to apply WET results to any excovoted soil for
determining disposal options.
Various health-based screening levels exist for soil contaminated with lead at
commercial/industrial sites. These include the California Department of Toxic Substances Control
Human Health Screening Level (320 mg/kg), the USEPA Regional Screening Level (800 mg/kg),
and the RegionalWater Quality Control Board Environmental Screening Level (320 mg/kg). After
reviewing the concentrations and distribution of lead in the borings, we propose a target cleanup
threshold of 200 mg/kg for this site. ln our opinion, this will provide an adequate level of
protection related to human health and the environment. Once excavation is complete, any
remaining soil containing lead at 200 mg/kg or less will be covered with clean soil, thus further
limiting the potential for exposure.
As shown on the figures accompanying this report, lead concentrations display a fairly well-
defined hot spot in the southeastern corner of the property, with the highest concentrations
found on the slope at the rear property line. This distribution is consistent with dumping of used
oil on the slope when the site was used as a repair garage. The figures show the estimated extent
of soilcontainingtotal lead above 200 mg/kg at depths of I,2 and 3 feet below grade. ln total,
we estimate that 22lo 28 cubic yards of soil will need to be excavated from the affected area to
reduce lead levels to less than 200 mg/kg.
A lack of equipment access to the patio from the front of the property complicates the excavation
process, and will probably require cooperation with the adjacent property owner to the east, to
allow access for equipment to excavate the soil. Before beginning any remedial action, a removal
work plan should be submitted to the SLOFD for approval. A copy of this report should also be
submitted to the SLOFD for review and comment prior to finalizing any plans for remedial action.
